منذ أن وطأت أقدام الاستعمار الفرنسي الجزائر سنة 1246هـ/ 1830م؛ لم تتوان الإدارة الاستعمارية في تبني سياسة استدمارية استهدفت بموجبها كل المقومات الثقافية والحضارية للشعب الجزائري، فهدّمت المساجد وأحرقت المدارس والزوايا، وقامت بإعدام ونفي وتهجير الفقهاء والعلماء. ولقد كان لهذه السياسة أثر سلبي عميق وخطير جدا على المجتمع الجزائري، أثَرُهُ عبّر عنه المؤرخ أبو القاسم سعد الله بمرحلة إطفاء الشموع .

إذا كانت التّربيّة تعني بناء الإنسان السّويّ القادر على القيام بشؤون الحياة، وتحقيق الغاية من خلقه، وإيجاده على الأرض، وهي عمارتها بما يفيد، واستثمارها بما ينفع ...هُوَ أَنْشَأَكُمْ مِّنَ الاَرْضِ وَاسْتَعْمَرَكُمْ فيها فَاسْتَغْفِرُوهُ ثُمَّ تُوبُوا إِلَيْهِ إنَّ رَبِّي قَريبٌ مُجيبٌ (سورة هود/ 61), لهذا يجب أن يسير في هذا الوجود وفق منهج الله، الذي يتضمّنه دينه وشرعه. أنّ ما يضمن هذا المنهج هو العقيدة، التي يجب أن تكون المصدر لكلّ حركات الإنسان، والموجهّة لسلوكه، والرّاصدة لأفعاله ونشاطه...والتّربيّة تقوم بدور الإعداد والتّكوين والتّنشئة؛ طبقًا لما نزل به القرآن العزيز، وبيّنه رسوله الكريم، إذا كان الهدف هو إعداد الإنسان الصّالح.

قضى الشيخ المغيلي في النصف الثاني من القرن العاشر الهجري سنوات طويلة مدرسا ومعلما في توات، واجتهد لاكثر من عشرين سنة في الدعوة إلى الإسلام ونشر أحكامه وأفكاره بين شعوب الصحراء والسودان الغربي، ولا شك أن مساهمته كانت كبيرة في نشر تعاليم الإسلام، وتصحيح مفاهيم العقيدة الاسلامية، وخاصة عندما طرحت قضية يهود توات، وقد عاصر المغيلي انتشار ظواهر كثيرة ألبست العقيدة الإسلامية الصافية، ومنها ادعاء الولاية والكشف، وادعاء العلم بالغيب، وتعاطي السحر والشعوذة، وانتشار الفرق المظللة، وفي البيئة الصحراوية انسابت هذه الأفكار والبدع فتصدى لها المغيلي ونبه إلى مخاطرها، وقد ألف عدة مصنفات انتقد فيها هذه الظواهر واجتهد في محاربة البدع والشبهات.

يتضمن مصطلح الديمقراطية الكثير من المعاني والدلالات والحقوق السياسية التي تطمح لها الكثير من الشعوب التي عانت من أنواع مختلفة من الدكتاتوريات وأنظمة الحكم المتسلطة، ومنها: العدل والمساواة والحرية وتكافؤ الفرص وحرية الإنسان في اختيار من يحكمه، واختيار المنهج الذي يحكمه كذلك، وفي هذا تشترك الديمقراطية -بشكل أو بآخر-، مع بعض المبادئ الأساسية للحكم في النظام الإسلامي ، ولكنها في الوقت ذاته تناقض مبدأً أساسياً من مبادئ ذلك النظام، وهو ما تتضمنه من استقلال الإنسان بالتشريع لنفسه دون الاحتكام إلى مرجعية ما، الأمر الذي يتعارض مع مبدأ الحاكمية لله والسيادة للشرع الذي يعد أساساً لنظام الحكم في الإسلام.

المسعى الابستمولوجي للقول بالتجاوز غرضه الوصول إلى نوع من العقل المتحرر الذي يفهم النص بأدوات يتيحها عصره لبيان جدوى التجاوز لبلوغ التحديث واللحاق بالمجتمعات الحداثية، التي فصلت مع نصوصها، وهي معنية بتكرار التجربة مع القرآن من أجل زحزحته عن مركزية الثقافة، وتاليا التخلص من الهيمنة المنبثقة عنه، والمتجلية في العقل الأصولي، لإخلاء مؤسسات المعرفة وأطر الثقافة منه، تمهيدا لتسلمها فيما بعد، خاصة "..وأن العقل الديني والعقل الميتافزيقي الكلاسيكي أعرضا عن جدلية الفكر -واللغة- والتاريخ، واعتمدا على مفهوم جوهري، ثابت، اكتسب قوة إلزامية تخييلية لتقديس ما كان غير مقدس، وتحريم ما كان غير محرم، وتحويل ما كان دنيويا إلى شيء ديني.." الجدلية التي تمحور حولها معنى النص، اعتبار ابستمولوجي أو أومأ ضمنيا إلى التتابع المتراسل في انبثاق الظاهرة الفكرية عموما ومرجعياتها بالخصوص، من فضاء استعمالي درجت الإنسانية على توظيفه، وأقصد اللغة، التي تفيد خاتمة اندراجها في بوتقة صارمة من التشكل التاريخي المحيل إلى البعد البشري في النشوء، وكذا الارتقاء، مما يحول دون جوهرانيتها (الظاهرة الفكرية) أو ثباتها، فتصير حالة تبدل دائم وسيالة باستمرار.
