يعتبر موضوع الأمن الغذائي من أهم الأسس التي تقوم عليها الاستراتيجيات الدولية والوطنية في مجال التخطيط للحفاظ على الأمن الإنساني للمجتمعات وضمان استقرارها، باعتبار الغذاء أساسا لاستمرارية حياة الإنسان، وفي ظل المستجدات المتعلقة بانتشار وباء كوفيد 19- وما صاحبه من مظاهر اختلال السلسة الغذائية في صورة الاحتكار والمضاربة غير المشروعة، وضعت أنظمة قانونية تهدف إلى مكافحتها ودعم مؤشرات استقرار الأمن الغذائي، تهدف هذه الدراسة إلى معالجتها بالوصف والتحليل من اجل قياس مدى فعاليتها وأثرها على تحقيق الأمن الغذائي في مواجهة التهديدات المحيطة به.
Food security is one of the most important bases on which strategies in planning to maintain the human security of peoples and societies , as food is the basis for the continuation of human life, and in light of the latest developments related to the spread of the Covid-19 pandemic and the accompanying manifestations of scarcity and illegal speculation, This study aims to address with analysis in order to measure their effectiveness and impact on achieving food security in the face of the surrounding threats.

يعد التسليم المراقب تقنية من التقنيات المستحدثة في مواجهة الجرائم الخطيرة التي حصرها المشرع الجزائري فب المادة 16/7 من قانون الإجراءات الجزائية، وقد تناول المشرع هذا الأسلوب الحديث في نص المادة 16/7 أعلاه، كما وثقها أيضا في بعض القوانين الخاصة منها القانون 06-01، المتضمن قانون الوقاية من الفساد ومكافحته. المادة 02 منه، فضلا عن المادتين 33 و40 من الأمر 05-06، من القانون رقم 04-18، المتضمن الوقاية من المخدرات والمؤثرات العقلية وقمع الاستعمال والإتجار غير المشروعين. والهدف الأساسي لاستخدام أسلوب التسليم المراقب هو ضبط رؤساء العصابات الإجرامية لجرائم المخدرات وتهريبها والحرص على عدم إفلاتها من العقاب.
The controlled delivery is considered as one of the modern techniques which face the serious crimes and the dangerous ones which the Algerian legislator limited it in the Article 16/7 of the Algerian law procedures, and the legislator already singed to this modern method in the article 16/7 as it is mentioned above, he also documented it in such special laws among them law 06/01 that includes the Anti-corruption Law and how to fight it, the article 2 of it as well as both Articles 33 and 40 of ordinance 05/06 containing the prevention of sabotage, in addition the article 16/2 of law No 04/18 which contains Narcotics and psychotropic substances and the suppression of illicit use and trafficking, therefore the main aim of using the controlled delivery method is to overthrow the heads of criminal gangs for drug crimes and smuggling and to ensure that they are not released from punishment.

لا تزال هناك عدد من النقيشات اللاتينية في منطقة زراي zarai (زراية حاليا)، تحت ركام المدينة القديمة يكتنفها الغموض، وهي عبارة عن وثائق ايبيغرافية غير منشورة، تم الكشف عنها في إطار التحريات الميدانية التي قمنا بها أثناء إنجاز أطروحة بحث حول هذه المدينة.
تم إحصاء ثلاث كتابات جنائزية وأخرى امبراطورية، حيث تحاول هذه الورقة البحثية استقراء ودراسة المضامين النصية التي تضمنتها هذه الوثائق الايبيغرافية ووضعها ضمن سياقاتها وأطرها التاريخية.
There is a number of archeological inscriptions, left concealed, in Zarai, recently known as Zraia. These inscriptions were discovered as a part of research about the town.
Three funerary and one imperial inscription were counted, this research paper attempts to induce, to study the textual contents of those epigraphic documents and to put them into their contextual and historical frameworks.

تحاول هذه الدراسة التركيز على معالجة وتحليل بعض البنى الصوتية في بعض الأحاديث القدسية ذات الصلة بموضوع صلة الرحم وطرائق التكافل الاجتماعي لما لها من دور فعّال في الحرص على تقوية روابط المجتمع الإسلامي، وتكمن أهمية هذه الدراسة في كونها تكشف معاني النصوص وتحاول استيحاء الدلالة المغيّبة من خلال الصوت باعتبار هذا الأخير قوامُ ومنطلق كل دراسة أدبية جادة، إضافة إلى حاجة الاهتمام لمثل هذه المتون "الأحاديث القدسية"، ولتحقيق الأهداف المتوخاة من هذه الدراسة اتبعنا المنهج الوصفي التحليلي، وذلك لوصف النظام الصوتي في الأحاديث القدسية ، و تحليل أهم بنياته للوقوف على مدى الترابط بين الألفاظ و مدلولاتها بصفة عامة ، وما توحي به الفونيمات بأنواعها المختلفة من دلالة مستوحاة من تلك البنى الصوتية.
This study attempts to focus on the processing and analysis of some of the vocal structures in some of the sacred conversations related to the subject of kinship and the methods of social solidarity, which are instrumental in strengthening the ties of Islamic society. The importance of this study lies in the fact that it reveals the meaning of the texts and attempts to capture the absent connotation through sound as the basis for each serious literary study, and to achieve the goals we have followed the analytical descriptive approach to describing the sound system and analyzing its structures in order to identify the connotations of phonemes of various kinds inspired by these vocal structures.

يعد الاستلزام الحواري مفهوما تداوليا يعنى بدارسة الخطاب ويسعى إلى الكشف عن الدلالات والمعاني الضمنية وتحليل المعنى في سياق استعماله، ويسهم الاستلزام الحواري في استجلاء المعاني والدلالات، وله دور في تفسير الجمل وفقا لسياقاتها والظروف المحيطة بها فهو يهدف للوقوف عند الجمل في التداول الفعلي لها في المقامات.
وتهدف هذه الدراسة إلى إبراز أثر الاستلزام الحواري في محاولة فهم الخطاب القرآني وإدراك المقاصد النصية فيه، من خلال تطبيق هذا المبدإ على السور العشر الأواخر من جزء عم.
وتكمن أهمية الدراسة في بيان الأبعاد التداولية للأفعال الكلامية والأغراض التي تخرج إليها الأساليب بعدها معان مستلزمة يقتضيها السياق أي التمييز بين القوة الانجازية الحرفية والقوة الانجازية المستلزمة.
Interactive necessity is a deleberative concept of speech study and seeks reveal connotations and implications and analysis of meaning in the context of its use, and contributes to clarifying meaning and connotations, and it has a role in interpreting sentences according to their context and circumstances, and it aims to stand at sentences in their actual circulation in the denominators.
This study aims at highlighting the impact of the dialogue in trying to understand the varnacular discourse and perception of textual purposes in it, by applying this beginning to the other ten fences of an uncle’s part.
The importance of the study lies in the statement of the deliberative dimensions of verbal actions to which the methods come after them are necessary meanings required by the context, that is to say, the distinction between literally accomplished power and necessitated accomplished power.

إنّ مسألة التَّعريب بين المشرق والمغرب العربيَّين اسْتَرْعَتْ بال كثير من الدَّارسين، مِن بين هؤلاء المُسْتَعْرِب Arabisant والإِنَاسِيّ Anthropologue جيلبر غرانغيوم الَّذي تناول التَّعريب في بلدان المغرب العربيّ في أقطاره الثَّلاثة: تونس والجزائر والمغرب.
وقد تناول خصوصيَّة تجربة التَّعريب في المغرب العربيّ، بوجه لافت في الجزائر الّتي تختلف عن مثيلاتها في تونس والمغرب وفي المشرق العربي. هذا الاختلاف هو نتيجة لسعي الاستدمار الفرنسيّ إلى استبدال الـمشروع المجتمعيّ السَّائد.
ولقد حصل تعاون بين المشرق والمغرب العربيّ شَابَتْهُ عيوب – حسب المؤلِّف – استنتج أنّ التَّعريب في المشرق العربيّ مختلف عن مثيله في المغرب العربيّ، بوجه خاصّ في قضيَّة البيداغوجيا حيث قدَّر أنَّـها تقليديَّة مقارنة بالبيداغوجيا المتطوِّرة أكثر في المغرب العربيّ لارتباطها باللُّغة الفرنسيَّة. ليخلُص الكاتب في الأخير إلى أنّ التَّعريب في المشرق قضيَّة تقنيَّة لا غير، أمَّا في المغرب العربيّ وبالخصوص في الجزائر فإنَّه قضيَّة هُوِيَّة وبحث عن تأصيل للذَّات في إطار مشروع التَّعريب.
The issue of Arabization between the Mashreq and the Maghreb has caught the attention of Gilbert Grandguillaume, who dealt with Arabization in the countries of the Maghreb: Tunisia, Algeria and Morocco.
He dealt with the Arabization experience in the Maghreb, particulary in Algeria, which differs from the same in: Tunisia, Morocco and the Mashreq.
There has been a cooperation between the Mashreq and the Maghreb that was marred by defects - according to the author - he concluded that the Arabization in the Mashreq is different from that in the Maghreb, especially on the issue of pedagogy performed in a traditional way. In the end, the writer concludes that Arabization in the Mashreq is a technical issue and nothing else, while in the Maghreb, and especially in Algeria, it is an issue of identity and a search for a rooting of the self in the Arabization project.

يسعى هذا المقال إلى تحليل ودراسة خصائص السرد في تجارب ابن الفارض الشعرية الصوفية؛ إذ يروي ابن الفارض تفاصيل معاناته أثناء مجاهدته للنفس وبحثه عن الحقيقة، فينتج ذلك الخطاب السردي ضمن نصوصه الشعرية، باعتبار أن تجاربه الشعرية الصوفية تشتغل على بنية الصراع بين عالم البشر والعالم الرباني، والتي ترسم المسار السردي لتلك التحولات السردية التي تتجلى من خلال حالات الانفصال والاتصال بالعالم الروحي.
وتعتمد هذه الدراسة لتحقيق هدفها إجراءات نظرية "غريماس"Greimas" السيميائية، والتي تمنحها القدرة على محاورة نصوص ابن الفارض الشعرية، والكشف عن تجليات السرد فيها، وإبراز خصائصها.
This article endeavors to analyze and study the characteristics of narration in Ibn Al-Farid’s mystical poetic experiences. In his poetic texts, the narrative discourse is produced as a result of Ibn Al-Farid’s narration of the details of his suffering while striving against the self and questing for the truth; considering the fact that his Sufi poetic experiences are based on the conflict between the human and the divine world which draws the narrative path of the narrative transformations that are manifested through the cases of detachment and contact with the spiritual world.
In order to achieve its objectives, the study relies on Greimas’ semiotic theory which enables us to analyse Ibn Al-Farid’s poetic texts,reveal its narrative manifestations and highlight its characteristics.

تحاول هذه الدراسة الموجزة، دعوة الباحثين في ميدان ''اللغات السامية''، لبذل مزيد من الجهود العلمية في حقلها الجديد '' علم الدلالة المقارن'' والذي مهد له المستشرقون بدراسات قيمة، ما نزال، بعد قرنين من ظهورها، ننهل منها ونستزيد، وذلك قصد الوقوف على وحدة الأصل لتلك اللغات، وبيان قوة اللغة العربية التي ظلت تمدها بما تحيا به وتستمر. وأفضل مثال على ذلك، اللغة العبرية التي لم يتم فهمها وضبط قواعدها الا بالاعتماد على اللغة العربية، لغة التوراة ولغة القرآن
This brief study attempts to invite researchers in the field of “Semitic languages” to make more scientific efforts in its new field, “comparative semantics,” for which Orientalists paved the way with valuable studies. This is in order to identify the unity of origin of these languages, and to show the strength of the Arabic language, which has been providing them with what they live and continue with. The best example of this is the Hebrew language, which was not understood and its rules controlled except by relying on the Arabic language, the language of the Torah and the language of the Qur’an.

يسعى هذا البحث إلى تقديم دراسة تطبيقية تقارب عنصرا من أهم عناصر الفعل السردي والمتمثل في الشخصية الإسلامية سيميائيا، ذلك من أجل الكشف عن خباياها وعن أبعادها الدلالية والوقوف عند أهم مقوماتها في رواية "فسائل الحب" للروائي الجزائري عمر بوغالي.
وقد تأسست هذه الدراسة على جملة من التساؤلات أهمها:
ما مفهوم الشخصية؟ ما مفهوم الشخصية الإسلامية؟ وما الفرق بينهما؟
ماهي أهم معالم الشخصية الإسلامية؟
للإجابة عن هاته التساؤلات انسحبت الدراسة على تمهيد وثلاثة مباحث تطبيقية وخاتمة تضمنت أهم النتائج المتوصل إليها.
This research purports to present an applied study approaching one of the most important elements of the narrative actions, which is the semiotic Islamic character. Itaims to uncover its underpinnings and semantic dimensions and to define its most important components in the novel “Shoots of love” for the Algerian novelist Omar BOUGHALI, the study is based on many questions, the most important of which are:
- What is a character? What is an Islamic character? And what is the differencebetween them? What are the most important hallmarks of an Islamic character?
To answer those questions, the study covered an introduction, three practical chapters and a conclusion giving the most important results.

يُعتبر دليل الاِستقراء من أهمّ الأدلّة التّي يفزع إليه الأصوليّ في حِجاجه، وتثبيت رأيه، وقد كان للشّيخ محمد الأمين الشنقيطيّ -رحمه الله- (ت1974م) اعتناء ظاهر بدليل الاِستقراء، فجمعتُ المسائل الأصولية التي استدلّ لها بدليل الاستقراء، وقد أسفر التتبع لمؤلفاته عن أربع مسائل وهي: مسألة: الخطاب الموجه إلى -النبي صلى الله وسلم- يشمل الأمة، ومسألة: عود الأمر بعد الحظر إلى ما كان عليه قبلُ، ومسألة: الاستثناء الوارد عقب عدة جمل مترادفة، ومسألة: تقديم مالك الخبر على القياس عند التعارض، وجلّى البحث وعورة تطبيق دليل الاستقراء بحدّه وحقيقته، إذ يتطلّب في المستقري تضلّعا وملكة في العلوم، وإحاطة تامة بعوارض المسألة المستقراة.
The evidence of induction is considered one of the most important evidences that the fundamentalist fears in his arguments, and the confirmation of his opinion. Sheikh Muhammad Al-Amin Al-Shanqeeti - may God have mercy on him - (died 1974) had an apparent care for the induction guide, so I collected the fundamentalist issues that were inferred by the evidence of induction, and following his writings resulted in four issues It is: an issue: the address addressed to - the Prophet, may God’s prayers and peace be upon him- includes the nation, an issue: return the matter, an issue: the exception synonymous sentences, and the issue: the owner of the report precedes the analogy when contradicting, The application of the evidence of induction in its sharpness, as it requires in the stable intellect and mastery of the sciences, and full awareness of the symptoms of the established issue.
