This study aims at measuring the availability of the appropriate organizational requirements for the success of E-services offerings in the university libraries of the state of Constantine and the necessary elements to adopt e-services as a practice dictated by the current era. This study was based on adescriptive surveying aproach and utilised the questionnaire and the interview as techniques for collecting information ; statistical processing was performed through data analysis using the statisical program SPSS. The study concluded that organizational practices came at an average level on the issue of encouraging workers to accept technology and adopt electronic services in the libraries studied. This article investigates the importance of the Algerian educational institutions and the role of the school in developing the values of the national affiliation of learners based on their representations. The researcher used the descriptive-analytical method By design of the questionnaire tool which included 38 phrases, distributed to a research sample of 169 university students registered in the Department of Social Sciences, University of Setif2, first year. The Holy Qur’an is the constitution of life and has taken care of all sectors of society, including: people with special needs. The research sought to clarify the need of people with special needs to learn, memorize, recite, listen to the Noble Quran and understand its meanings. In the first chapter, the Qur’anic directions for securing psychological stability for this group are shown by illustrating that the differentiation between people is with piety and not with pictures, shapes and bodies, and the Muslim believes in judgment and destiny, he also calculates the reward from Allah -the Almighty- and he is patient, and the calamity of the body is easy and possible if compared with the calamity of religion. In the second chapter, the researcher denotes the fruits of learning the Noble Qur’an on people with special needs in this world and the hereafter, such as: being from God Almighty’s people, winning mental health, seeking creativity, integrating into the various activities of life, becoming Imam in the prayer, preferring in consultation, and obtaining intercession of The Holy Quran, the Crown of Dignity, and the highest grades in the paradise.
