الجريمة ظاهرة اجتماعية لها جوانب مادية ندركها بحواسنا ونشعر بها من خلال ما تحدثه من خلل وارباك في أوضاع الجماعة وفي النظم العامة التي تحدد سير الحياة المجتمعية، وما يترتب على ذلك من اضرار اقتصادية وسياسية وثقافية تؤدي الى تأخر تقدم المجتمع، وتحول بينه ويبن التطور اللازم لنمو طاقاته المختلفة. ومرتكب هذه الجريمة انسان دفعته عوامل عدة لارتكابها، منها داخلية واخرى خارجية، تظافرت وامتزجت وتفاعلت في انتاج هذا السلوك المؤدي الى ارتكاب الجريمة، وهنا يبرز الجانب المعنوي الذي يتمثل في الدوافع الداخلية لدى مرتكب الجريمة حيث تعتبر الارادة الآثمة المظهر الرئيس له. فهي القوة الكامنة دواخل الانسان المنحرف تسيطر على افعاله وتصرفاته وتوجهها نحو النشاط الاجرامي الذي يعاقب عليه القانون، ولولا وجود هذه الارادة الآثمة لما امكننا محاسبة من يرتكب الفعل الاجرامي، فماديات الجريمة لا تقيم مسؤولية ولا تستوجب عقاب، فالجانب المعنوي هو الأساس الذي تدور حوله المسؤولية الجنائية وجوداً وعدماً، وللإلمام بهذا الجانب لا بد من الغوص في اعماقه للتعرف على أسسه وطبيعته، وعوامل تكوينه وكيفية تفاعل مكوناته التي تنتج الارادة الآثمة، والتعرف على الظروف التي تجعل من الإرادة الآثمة قوة فاعلة ومؤدية الى سلوك اجرامي. وهذا يتطلب الاحاطة بما يتضمنه علم النفس الجنائي والاجتماعي من حقائق و مبادئ ترسم لنا كيفية تشكل هذه الارادة في بعض جوانبها التي تتفاعل مع الجوانب الاخرى، وكذلك دراسة العلوم الطبية التي تعنى بالجانب العقلي والعصبي وما يلح بها من امراض لها تأثير مباشر أو غير مباشر في تصرفات وسلوك المنحرفين الذين يتكون قوانين ونظم المجتمع الذي يعيشون فيه، كذلك العلم بمدى تأثير العوامل الاقتصادية والاجتماعية والثقافية والدينية والسياسية في نفسية الانسان التي من شأنها دفعه الى اقتراف الفعل الاجرامي. فإذا تظافرت هذه العوامل المختلفة وانتجت هذه الارادة الآثمة فالضرورة العلمية والقانونية تقتضي تقييم قوة هذه الارادة فيما اذا كانت كاملة أو ناقصة أو معدومة وبيان مدى تأثير كل حالة من هذه الحالات على السلوك الاجرامي. وهكذا فإننا سوف ننتهج في دراستنا لموضوع الارادة الآثمة وتأثيرها على المسؤولية الجنائية والبحث في جوانبها المختلفة موضحين العوامل البيولوجية، والأنثروبولوجي، والعصبية والنفسية وكذلك العوامل الخارجية، الاقتصادية، والاجتماعية، والثقافية والتربوية التي تؤثر في قوة هذه الارادة التي تدفع الى ارتكاب الفعل الاجرامي كما نبين الاسس التي يتم بموجبها تحديد مسؤولية الجاني استنادا الى قوة ارادته. ومن الطبيعي ان نلقى الضوء على بعض الجوانب العلمية والعملية التي تساعد على تقويم السلوك لدى الانسان الذي قد يمثل خطورة على المجتمع.
In this paper we present the results of a Monte Carlo simulation of the effects of neutron evaporation on the angular and energy dispersions in neutron-rich nuclei as a function of the mass number A, the kinetic energy E and the number of emitted neutrons. We based our simulation on the assumption of an isotropic random distribution for the neutron emission angles in space and on a Maxwell-Boltzmann distribution for the kinetic energy of the evaporated neutrons. Our results confirm large angular and energy dispersions for light, low-energy nuclei and for high neutron channels.

إن قضية الأنهار الدولية من اعقد القضايا التي تواجه المجتمع الدولي وتكون مشتركة بين الدول، لكن جانب التعاون في هذه القضية كان ضعيفاً والسبب في ذلك هو عدم اعتراف طرف من الاطراف بحقوق الآخر، وهذا ماحصل عندما اعتقدت تركيا إن مياه نهري دجلة والفرات هي مياه تركية لأنها تنبع من اراضيها وعليه فأنها غير ملزمة من الناحية القانونية بإعطاء حصة ثابتة للدول المشتركة معها في النهرين، كما وانها غير ملتزمة بالقوانين الدولية التي تنص على الاقرار للدول الاخرى بحقوقها على النهرين وان الاخير هم انهار عابرة للحدود وليست انهار دولية، لذلك تركيا تعاملت مع هذه القضية بطرق ملتوية ولكن في المقابل وقف القانون الدولي وكل من العراق وسوريا في وجه هذه السياسة، وأكدوا انهما انهار دولية مشتركة بين الدول الثلاثة من المنبع الى المصب، وتم وضع المبادئ هي هذا الاطار والتي يجب الالتزام بها ونصت عليها اهم الاتفاقيات على المستوى الدولي هي اتفاقية قانون الامم المتحدة للاغراض غير الملاحية لعام 1997، إما بخصوص مبدأ الاستخدام الأمثل فهو مبدأ لم يتم النص عليه في الاتفاقية، لكن نادت به تركيا في اطار مفاوضاتها مع العراق إلا انها وضعت له مفهوم مختلف وخصصته في الاراضي الزراعية، غير انه يمكن ان يعمل هذا المبدأ ويتحقق عن طريق المبادئ الاخرى فهو يقترب من مبدأ الانتفاع المنصف والمعقول، فهو بمفهومه التوظيف الأمثل للموارد بشكل يحقق اكبر قدر من الفائدة، لذلك فهو يمكن ان يعمل في اطار الانهار الدولية الى جانب المبادئ الاخرى.
The exact solvable model of the Rydberg dressed interaction for twoparticles proposed by Kościk et al. is analyzed in the differentdimensions to single out the impact of the dimensionality. First weanalyze the effect on the energy spectrum then spatial correlations arestudied as the radial density distribution versus the position in the threedimensionalities. The results clarify the effect of the centrifugal forcesin the presence of long range interaction.

لاشك ان ما تشهده الساحة الدولية من احداث وأزمات هي في المقابل بحاجة أكبر الى وسائل وامكانات في التصدي والمعالجة من اجل دوام حالة السلم والأمن الدولي ولاشك أن شخصية مثل شخصية امين عام الأمم المتحدة واحدة من أهم الشخصيات التي يمكن أن تقوم بهذا الدور, يناقش البحث المركز الدولي و الوظيفي لهذه الشخصية والدور الاداري والسياسي الذي يقوم به أمين عام الأمم المتحدة ومدى امكانية تطور الدور الوظيفي له وفق ما تسمح به نصوص وروح ميثاق الأمم المتحدة.
Ab-initio calculations from first principle methods were performed toinvestigate the structural properties of perovskite-type hydride NaBeH3material. The pseudopotential plane-wave approach in the framework ofdensity functional theory (DFT) as implemented in the ABINIT codecomputer was used. The exchange-correlation functional for all elementsof our material of interest was described with the local densityapproximation (LDA). Our results of the equilibrium lattice parameter, thebulk modulus, and the pressure derivative of the bulk modulus of cubicNaBeH3 semiconducting material were found at around 3.335 Å (3.339Å), 65.64 GPa and 3.56, respectively. Our data are in good agreementwith the available theoretical data of the literature. In addition, the meltingpoint of our material of interest was calculated and found equal to 1217.45K. To the best of the authors' knowledge, no data is available in theliterature on the melting point of NaBeH 3 material.
