لاشك ان ما تشهده الساحة الدولية من احداث وأزمات هي في المقابل بحاجة أكبر الى وسائل وامكانات في التصدي والمعالجة من اجل دوام حالة السلم والأمن الدولي ولاشك أن شخصية مثل شخصية امين عام الأمم المتحدة واحدة من أهم الشخصيات التي يمكن أن تقوم بهذا الدور, يناقش البحث المركز الدولي و الوظيفي لهذه الشخصية والدور الاداري والسياسي الذي يقوم به أمين عام الأمم المتحدة ومدى امكانية تطور الدور الوظيفي له وفق ما تسمح به نصوص وروح ميثاق الأمم المتحدة.
Ab-initio calculations from first principle methods were performed toinvestigate the structural properties of perovskite-type hydride NaBeH3material. The pseudopotential plane-wave approach in the framework ofdensity functional theory (DFT) as implemented in the ABINIT codecomputer was used. The exchange-correlation functional for all elementsof our material of interest was described with the local densityapproximation (LDA). Our results of the equilibrium lattice parameter, thebulk modulus, and the pressure derivative of the bulk modulus of cubicNaBeH3 semiconducting material were found at around 3.335 Å (3.339Å), 65.64 GPa and 3.56, respectively. Our data are in good agreementwith the available theoretical data of the literature. In addition, the meltingpoint of our material of interest was calculated and found equal to 1217.45K. To the best of the authors' knowledge, no data is available in theliterature on the melting point of NaBeH 3 material.

إن قضية الأنهار الدولية من اعقد القضايا التي تواجه المجتمع الدولي وتكون مشتركة بين الدول، لكن جانب التعاون في هذه القضية كان ضعيفاً والسبب في ذلك هو عدم اعتراف طرف من الاطراف بحقوق الآخر، وهذا ماحصل عندما اعتقدت تركيا إن مياه نهري دجلة والفرات هي مياه تركية لأنها تنبع من اراضيها وعليه فأنها غير ملزمة من الناحية القانونية بإعطاء حصة ثابتة للدول المشتركة معها في النهرين، كما وانها غير ملتزمة بالقوانين الدولية التي تنص على الاقرار للدول الاخرى بحقوقها على النهرين وان الاخير هم انهار عابرة للحدود وليست انهار دولية، لذلك تركيا تعاملت مع هذه القضية بطرق ملتوية ولكن في المقابل وقف القانون الدولي وكل من العراق وسوريا في وجه هذه السياسة، وأكدوا انهما انهار دولية مشتركة بين الدول الثلاثة من المنبع الى المصب، وتم وضع المبادئ هي هذا الاطار والتي يجب الالتزام بها ونصت عليها اهم الاتفاقيات على المستوى الدولي هي اتفاقية قانون الامم المتحدة للاغراض غير الملاحية لعام 1997، إما بخصوص مبدأ الاستخدام الأمثل فهو مبدأ لم يتم النص عليه في الاتفاقية، لكن نادت به تركيا في اطار مفاوضاتها مع العراق إلا انها وضعت له مفهوم مختلف وخصصته في الاراضي الزراعية، غير انه يمكن ان يعمل هذا المبدأ ويتحقق عن طريق المبادئ الاخرى فهو يقترب من مبدأ الانتفاع المنصف والمعقول، فهو بمفهومه التوظيف الأمثل للموارد بشكل يحقق اكبر قدر من الفائدة، لذلك فهو يمكن ان يعمل في اطار الانهار الدولية الى جانب المبادئ الاخرى.
The exact solvable model of the Rydberg dressed interaction for twoparticles proposed by Kościk et al. is analyzed in the differentdimensions to single out the impact of the dimensionality. First weanalyze the effect on the energy spectrum then spatial correlations arestudied as the radial density distribution versus the position in the threedimensionalities. The results clarify the effect of the centrifugal forcesin the presence of long range interaction.

الجريمة ظاهرة اجتماعية لها جوانب مادية ندركها بحواسنا ونشعر بها من خلال ما تحدثه من خلل وارباك في أوضاع الجماعة وفي النظم العامة التي تحدد سير الحياة المجتمعية، وما يترتب على ذلك من اضرار اقتصادية وسياسية وثقافية تؤدي الى تأخر تقدم المجتمع، وتحول بينه ويبن التطور اللازم لنمو طاقاته المختلفة. ومرتكب هذه الجريمة انسان دفعته عوامل عدة لارتكابها، منها داخلية واخرى خارجية، تظافرت وامتزجت وتفاعلت في انتاج هذا السلوك المؤدي الى ارتكاب الجريمة، وهنا يبرز الجانب المعنوي الذي يتمثل في الدوافع الداخلية لدى مرتكب الجريمة حيث تعتبر الارادة الآثمة المظهر الرئيس له. فهي القوة الكامنة دواخل الانسان المنحرف تسيطر على افعاله وتصرفاته وتوجهها نحو النشاط الاجرامي الذي يعاقب عليه القانون، ولولا وجود هذه الارادة الآثمة لما امكننا محاسبة من يرتكب الفعل الاجرامي، فماديات الجريمة لا تقيم مسؤولية ولا تستوجب عقاب، فالجانب المعنوي هو الأساس الذي تدور حوله المسؤولية الجنائية وجوداً وعدماً، وللإلمام بهذا الجانب لا بد من الغوص في اعماقه للتعرف على أسسه وطبيعته، وعوامل تكوينه وكيفية تفاعل مكوناته التي تنتج الارادة الآثمة، والتعرف على الظروف التي تجعل من الإرادة الآثمة قوة فاعلة ومؤدية الى سلوك اجرامي. وهذا يتطلب الاحاطة بما يتضمنه علم النفس الجنائي والاجتماعي من حقائق و مبادئ ترسم لنا كيفية تشكل هذه الارادة في بعض جوانبها التي تتفاعل مع الجوانب الاخرى، وكذلك دراسة العلوم الطبية التي تعنى بالجانب العقلي والعصبي وما يلح بها من امراض لها تأثير مباشر أو غير مباشر في تصرفات وسلوك المنحرفين الذين يتكون قوانين ونظم المجتمع الذي يعيشون فيه، كذلك العلم بمدى تأثير العوامل الاقتصادية والاجتماعية والثقافية والدينية والسياسية في نفسية الانسان التي من شأنها دفعه الى اقتراف الفعل الاجرامي. فإذا تظافرت هذه العوامل المختلفة وانتجت هذه الارادة الآثمة فالضرورة العلمية والقانونية تقتضي تقييم قوة هذه الارادة فيما اذا كانت كاملة أو ناقصة أو معدومة وبيان مدى تأثير كل حالة من هذه الحالات على السلوك الاجرامي. وهكذا فإننا سوف ننتهج في دراستنا لموضوع الارادة الآثمة وتأثيرها على المسؤولية الجنائية والبحث في جوانبها المختلفة موضحين العوامل البيولوجية، والأنثروبولوجي، والعصبية والنفسية وكذلك العوامل الخارجية، الاقتصادية، والاجتماعية، والثقافية والتربوية التي تؤثر في قوة هذه الارادة التي تدفع الى ارتكاب الفعل الاجرامي كما نبين الاسس التي يتم بموجبها تحديد مسؤولية الجاني استنادا الى قوة ارادته. ومن الطبيعي ان نلقى الضوء على بعض الجوانب العلمية والعملية التي تساعد على تقويم السلوك لدى الانسان الذي قد يمثل خطورة على المجتمع.
In this paper we present the results of a Monte Carlo simulation of the effects of neutron evaporation on the angular and energy dispersions in neutron-rich nuclei as a function of the mass number A, the kinetic energy E and the number of emitted neutrons. We based our simulation on the assumption of an isotropic random distribution for the neutron emission angles in space and on a Maxwell-Boltzmann distribution for the kinetic energy of the evaporated neutrons. Our results confirm large angular and energy dispersions for light, low-energy nuclei and for high neutron channels.

In the international competitive arena, power has remained an object of interest. From a hundred years ago to the time the great philosopher general Sun Tzu was around, the struggle for power was the central theme determining all international behavior. With time, however, the dynamics of this power and the means through which it is secured have evolved. In a modern way, as states make use of non-brute means of power, the way that power was conventionally understood has also changed. The security of power in the international arena has been through military means. The roman legions were well known for their destructive and assertive power. However, there is also the importance of a negotiable form of power that comes with such a strong force. The diplomatic means of power. In addition to this, in the modern age with the advent of the Bretton woods system and other institutions such as the International Monetary Fund (IMF), we shall look at how the economy itself has become a tool in the hands of the state in order to assert power. This is the central theme of the paper, the exploration of the term power. We will also look at some of the core concepts surrounding the obtaining of power in modern times. we will discuss soft and hard power specifically how both of them are equally important in trying to establish a position in the international hierarchy. Power is a dynamic term and therefore the means of securing it are also just as fluid. This is what we shall look at in this paper.
In this paper, we analytically demonstrate the propagation of a useful structured light laser beam;namely, the vortex Laguerre-Gaussian beam, the latter is an eigenmode of free space propagation,which is invariant under propagation in lossless systems. Through some numerical simulations, weshow the main spatial features of such interesting beams.

يرتبط الأمن الجماعي وانتشار الشائعات ارتباطاً وثيقاً، حتى اصبح الشغل الشاغل للمجتمع الدولي، كون الحاجة للأمن الجماعي هي مسألة يومية مستمرة لدى كافة الدول، كما ان منظومة الأمن متداخلة ومترابطة لا يمكن تجزئتها سواء على المستوى الوطني أو على المستوى الدولي، ومفهوم الأمن والعمل به مترابط إقليمياً ودولياً، وان أي خرق أو نزاع أو صراع يؤثر على اكثر من طرف ولا ينحصر ضمن اطار منطقة أو دولة معينة، وخاصة ضمن معطيات التطور التكنلوجي الملحوظ الذي سهل عملية التواصل بين البلد الواحد والدول بشكل عام وما له من اثر في أنتشار الشائعات ، فأي حدث ان كان صحيحاً أو مجرد إشاعة فسوف ينتقل بسرعة إلى المجتمع الدولي، خاصة إذا كانت هذه الإشاعات مبرمجة ولديها أجندات تسعى لتحقيق أهداف سياسية واقتصادية اجتماعية هدفها أثارة البلابل والفوضى والتأثير على الأمن الجماعي أو الترويج لموضوع يخدم مصلحة معينة .
First principles calculations of the second and third order elastic constants of the cubic silicon carbide β-SiC have been accomplished using the density functional theory within the local density approximationand the pseudopotential plane-wave method with the Hartwigsen Goedecker Hutter scheme. The secondorder elastic constants Cij compared fairly well with those previously measured by one of us using theBrillouin light scattering technique (P. Djemia) [1]. The ab-initio calculations include parameterspressure dependence determinations in relation with the structural transformation from a zinc Blende toa rocksalt structure. The transition pressure at which arises elastic instabilities is found to be Pt = 113GPa. Also, we investigate the effects of anharmonicity by calculating the third order elastic constantsC_ijk . The experimental values are still unknown and comparisons with our calculations are suitable in thefuture.

تعتبر العلاقة بين مستوى تقدم النظام السياسي واستقرار الحكم الديمقراطي من جهة، وبين مستوى التقدم الاقتصادي من جهة أخرى، من العلاقات المتشابكة التي تثير اهتمام كثير من الباحثين في كل من العلوم السياسية والعلوم الاقتصادية، حيث تعتبر هذه العلاقة تبادلية. فالانتعاش الاقتصادي لبلد ما يساعد على استقرار النظام السياسي فيه. بينما تؤثر المشاكل الاقتصادية سلبا على درجة قبول الشعوب لنظم الحكم السائدة في بلادها، ومن جانب آخر، فإن الاستقرار السياسي يساعد على الانتعاش الاقتصادي بينما يؤدي عدم الاستقرار السياسي إلى تعثر الأداء الاقتصادي للبلد. ومنذ العقود الأخيرة للقرن العشرين تشهد العديد من الدول العالم تحولات اقتصادية وسياسية. فعلى الصعيد الاقتصادي تمثلت هذه التحولات في الاتجاه نحو الأخذ بآلية اقتصاد السوق الحر ونبذ اقتصاد التخطيط المركزي. أما على الصعيد السياسي فقد تحولت العديد من الدول من النظم ذات النزعة السلطوية نحو النظم الديمقراطية القائمة على التعددية السياسية والانتخابات البرلمانية وتوسيع المشاركة السياسية. وتكمن أهمية البحث في كونه محاولة لتفسير طبيعة العلاقة بين التحولات الاقتصادية والتحولات السياسية، من خلال السعي إلى الإجابة على عدد من التساؤلات التي تدور حول الإطار السياسي الملائم لعملية التنمية، وحول العلاقة بين التحول الاقتصادي والتحول السياسي.
Ab-initio calculations were performed to investigate the ground state and hydrostatic pressure effecton the structural properties of GaSb semiconducting material. The projected augmented wavepseudopotentials (PAW) approach in the framework of the density functional theory (DFT) asimplemented in the Quantum Espresso code was used. The exchange-correlation functional wasdescribed with the generalized gradient approximation (GGA). Utilizing the energy - volume (E-V)data, our values of the equilibrium lattice constant, the bulk modulus, and the pressure derivative ofthe bulk modulus of GaSb semiconductor obtained from the Birch–Murnaghan equation of statewere found 6.220 Å, 44.84 GPa and 4.22, respectively. Our obtained data agree well with theavailable experimental values and other theoretical data of the literature. In addition, the meltingpoint, the lattice thermal expansion coefficient and the microhardness of our material of interestwere also calculated and compared with the available experimental data of the literature.

التقاضي امام محكمة العدل الدولية هي الهيئة القضائية لمنظمة الامم المتحدة وجهازها الوحيد بين اجهزتها الستة ومقرها( لاهاي-هولندا) بدأت بالعمل عام 1946 ولها نشاط قضائي طبقاً لأحكام القانون الدولي في الفصل في النزاعات بين الدول اضافة الى وظيفتها الاستشارية في الفتوى التي تطلب منها من هيئات الامم المتحدة والوكالات المتخصصة وشهدت نشاطاً متميزاً في الثمانينات وتتألف من 15 قاضياً يتم انتخابهم من الجمعية العامة للأمم المتحدة ومجلس الامن الدولي لمدة 9سنوات.
Dans ce travail, sur la base des données expérimentales publiées dans la littérature, nous proposonsune fonction analytique qui permettra de déduire les valeurs empiriques du rapport d'intensité Kβ/Kαpour des éléments de Z = 11 à 30. Les résultats obtenus ont été présentés sous forme tabulaire etont été comparés aux travaux théoriques, empiriques et expérimentaux.

مما لا شك فيه أن الإدارة العامة تقوم بـأعمال مختلفة في سبيل أداء وظيفتها والقيام بنشاطها وتنقسم أعمالها الى نوعين مادية وأعمال قانونية، ودراستنا في هذا الشأن سوف تقتصر على الأعمال القانونية وتحديداً على الاعمال التي تصدر عن الإرادة المنفردة للإدارة (القرارات الإدارية.ومن الجدير بالذكر الإشارة في هذا الصدد الى التعريف الذي ذهبت اليه المحكمة الإدارية العليا في مصر ليكون بمثابة الفيصل الرئيسي في موضوع – تصحيح القرارات الإدارية – عندما تجافي الإدارة الحقيقية بما رسم لها في اصدار القرارات الإدارية، حيث ذهبت في حكم لها تقول فيه "أنه افصاح الإدارة عن إرادتها الملزمة بما لها من سلطة بمقتضى القوانين واللوائح بقصد إحداث أثر قانوني متى كان ذلك ممكنا وحائزاً قانوناً، وكان الباعث عليه إبتغاء مصلحة عامة"( ).وبناءً على ما تقدم نستنتج بأن الإدارة قد تصدر قراراً معيناً ثم يتضح لها العيب الذي شابه، فتعمد الى محاولة تصحيح القرار الإداري بقرار لاحق.بمعنى آخر ترجع الإدارة الى تصحيح القرار المعيب بقرار آخر تضفي على القرار الأول صفة الشرعية على تصرفاتها فتصحح القرار الذي شابه إهدار للقواعد القانونية للقرار الإداري الصحيح.وبينّا في دراستنا هذه ضرورة التمييز بين القرارات الإدارية التي يشوبها عيب جوهري عن القرارات الإدارية عن القرارات الإدارية محل التصحيح والمشوبة بعوار غير جسيم.
In this work, we present a detailed study of the on-axis intensitydistribution of the Laguerre-Gaussian beam with no azimuthal index,diffracted by an opaque disk, by means of numerical simulation ofFresnel-Kirchhoff diffraction integral. We investigate the effect of theopaque disk size, the beam order, the beam waist, and the focal length.The results show that different focal phenomena may occur includingthe focal shift, focal split, and focal switch.

ان اثر هبة الدين في الاسقاط والتمليك يتضح في ان كل من الاسقاط والتمليك، يعتبر تصرف انفرادي يصدر بإرادة الدائن المنفردة دون ان يتوقف نشوئه على قبول المدين، حيث ان الدائن يقوم بالتبرع بدينه وابراء ذمة مدينه منه، وبذلك فأن ذمة المدين تتحول من عناصر سالبة الى عناصر موجبة..ويأتي بمعنى السقوط والازالة وهذا يؤدي الى التنازل عن الحقوق الثابتة في الذمة وهو رضائي يكفي فيه رضا الدائن ولا يحتاج الى شكلية وان وجدت هذه الشكلية فهي للإثبات، ويصدر من الدائن بلفظ صريح او مجازي، المهم في ذلك انه يعطي معنى التنازل عن الحق ويصل الى علم المدين .وألاسقاط بمحض ارادة الدائن ليس كالإسقاط الاجباري الذي يسقط فيه حق الدائن نتيجة لعدم المطالبة بحقه مدة معينة من الزمان حددها القانون . اما التمليك فهو ايضا تصرف انفرادي ينقل به الدائن ملكية شيء معين الى شخص اخر بمحض ارادته ولا يحتاج الى شكلية معينة الا في حال نص القانون على ذلك .ويعني ايضا الثبات والرسوخ وتترتب اثاره اذا ما نشأ صحيحا , وهو ملزما للدائن المتبرع دون المدين. وأهتم الفقه الاسلامي بشكل كبير بموضوع الملكية والتملك ونظمها ووضح اسبابها وانواعه, وعلى الرغم من اهمية الاسقاط والتملك في المجتمع المدني الا ان المشرع لم ينظم احكامه ضمن نصوص قانونية خاصة مستقلة. بينما نرى ان القانون المدني الاردني فعل ذلك بالرجوع الى الفقه الاسلامي واراء الفقهاء المسلمين لذلك نرجو من المشرع العراقي ان يشير اليه في قانونه الحالي.
In this paper, we introduce a new kind of vector flat-top-laser beam;we call it higher-order vector flat-top beam. We generate such laserbeam, by the incoherent superposition of two orthogonal modes inpolarization (Horizontal and vertical polarizations). The two basicmodes are; the fundamental-Gaussian beam (LG 00 ) and one Higher-order-Vortex-Laguerre-Gaussian beam (LG 0l ) with differenttopological charges of (l = 1, l = 2, and l = 3). The resulting beamhas almost a uniform intensity, and it is invariant under propagation inlossless systems. We believe that the resulting laser beam will haveapplications in laser material processing and laser micromachining.

تتسم الوسائل التي يستعملها الانسان لقضاء احتياجاته ورغباته بالبساطة واليسر، ففي بادئ الامر كان الانسان يقضي حوائجه عن طريق المقايضة – اي مبادلة سلعة بسلعة – الى أن تطور في إيجاد بدائل عن نظام المقايضة وهو مبادلة سلعة بمبلغ من النقود، وكانت تتم عن طريق العقود البسيطة التي يبرمها مع المتعاقد الاخر. ونتيجة للتطور الهائل الذي حصل في مناحي الحياة المختلفة وتعقد الحياة العملية للفرد، وما صاحبها من ضرورة الاسراع في إبرام العقود، لقضاء احتياجاته المختلفة، ترتب عن ذلك لجوء المتعاقدين الى وسائل وتقنيات حديثة في التعاقد، لم تكن معروفة سابقاً، وهي التعاقد عن بعد، فقد استخدم المتعاقدين في العصر الحديث وسائل الاتصال الحديثة(الهاتف والفاكس والتلكس والانترنت) لإبرام عقودهم، وظهر من ذلك فارق في التعاقد من حيث إن احد المتعاقدين (البائع) وهو محترف مهني يستخدم وسائل ضغط وإغراء من خلال وسائل الدعاية والاعلان والتسهيلات والتخفيضات على السلع والخدمات، يقابلها طرف ضعيف هو المشتري (المستهلك) الذي يفتقر الى الخبرة فيقدم على التعاقد دون تفكر وتروي، وقد يصيبه نتيجة ذلك الندم على الاقدام على التعاقد على سلعة أو خدمة لا تلبي حاجياته ورغباته، وعِمِلَ الفقه القانوني أبتداع ألية تسهل للطرف الضعيف في هذا الحالة وهو منح المشتري خيار الرجوع في عقد البيع الالكتروني الذي يبرم عن بعد. ويتميز عقد البيع الالكتروني ببعض الخصائص الذي تميزه عن غيره من العقود، من حيث انها تُعَدّ خرقاً لمبدأ القوة الملزمة للعقد، إذ أن هذا المبدأ يجعل من العقد بعد إبرامه قانوناً للمتعاقدين لا يجوز لأحدهما نقضه أو الغاءه الا بمقتضى نص من القانون أو الاتفاق، وظهرت بعض النظريات في تحديد التكيف القانوني لعقد البيع الالكتروني وكلٌ له حججه وادلته، وتبين بإن عقد البيع الالكتروني ذو طبيعة خاصة وغير مسمى.
Cyclic voltammetry was used to study the interaction of four quinoline∙ −derivatives with superoxide anion radical (O 2 ). This method is basedon the decrease of the anodic peak current of the superoxide anionradical O∙ 2 − generated electrochemically by the reduction of molecularoxygen O2 dissolved in acetonitrile. The results obtained reveal that allderivatives showed a higher antioxidant activity than the standard usedBHT. The binding parameters of the studied compounds wereestimated in terms of binding constant (kb ), ratio of Binding Constants(K Red ⁄K Ox ) and binding Gibbs free energy (ΔG°). From the results, itappears that the binding constant kb of the tested compounds is veryhigh ranged from 15922 to 26181 L.mol-1 while negative values of ΔG°indicate the spontaneity of the antiradical reaction. It was also foundthat interaction of the reduced form O∙ 2 − with all derivatives is strongerthan the oxidized form O2 with ratio of binding constants values in therange 1.21-159.
