The aim of the study is to read in the Presidential Decree No 21-139 related to the National Observatory of Civil Society, in order to determinate the participation indicator and for enabling the actors of society inside the observatory to achieve the objectives of its establishment, especially with regard to upgrading national values and citizenship within society and contributing to community awareness in order to reflect national development on the basis of a participatory approach. We concluded the positive and pivotal role of establishing the observatory as a framework for dialogue and consultation. Creator An entity primarily responsible for making the resource احمد راشد فزع الزوبعي د.رولان طنوس قرجع , سامية نرجس, صفو Date A point or period of time associated with an event in the lifecycle of the resource 2023-10-02 2022-06-17 Description An account of the resource  يهدف البحث إلى  قياس تأثير ادارة التسويق في تطوير المنظمة. وقد تجسدت مشكلة الدراسة في حاجة شركة مملكة بغداد / لتوزيع المنتجات الغذائية إلى الادارة التسويقية في زمن التكنولوجيا الحديثة من اجل التعامل مع الاسواق المتنوعة التي تهدف الشركة الى تسويق منتجاتها لها ،  وخاصة في مجال الالبان والعمل على سد حاجة السوق من خلال توفير منتجات الالبان فيها مما يعود بالنتائج التسويقية الايجابية للشركة في تحقيق اهدافها والذي بدوره يؤدي الى تطويرها ودخولها في اسواق جديدة .   طبقت الدراسة في شركة مملكة بغداد / لتوزيع المنتجات الغذائية / بغداد ، لاجراء الجانب العملي من الدراسة ، ووقع الاختيار على موظفي الشركة مجتمعا وعينة للدراسة والبالغ عددهم (61) فرداً ، على وفق استبانة اعدت لهذا الغرض ضمن متغيرين ( ادارة التسويق في زمن التكنولوجيا الحديث وتطوير المنظمات )، تضمن المتغير المستقل ادارة التسويق الابعاد ( تسويق العلاقات ، الاتصال ، المعلومات ، الوسائل التقنية) واشتمل المتغير المعتمد تطوير المنظمات على الابعاد ( الافراد ، التدريب ، ادارة الجودة الشاملة) .  اعتمد المنهج الوصفي التحليلي منهجاً للدراسة وجرى اختبار عدد من الفرضيات باستخدام عدد من الاساليب الاحصائية الوصفية والتحليلية باستخدام البرنامج الاحصائي الجاهز (SPSS.V.24). أكدت النتائج وجود علاقة ارتباط وتأثير بين ادارة التسويق وتطوير المنظمات . تهدف هذه الدراسة إلى بيان طبيعة الاعتراف الدولي بالحق في بيئة صحية، وإبراز ما إذا كان هذا الحق بحاجة إلى إقرار أو تمكين، ضمن التوجه الحديث نحو التمكين من حقوق الإنسان، بتوظيف المنهج الوصفي التحليلي مع الاستعانة بالمنهج الاستقرائي في عرض مشكلة الدراسة. ليتضح أن التكريس القانوني للحق في بيئة صحية يعتبر ناقصا لغياب نص اتفاقي يقره صراحة؛ ويعد الاعتراف الوطني به دافعا لتبني ذاك الاتفاق؛ كما أن التمتع الفعلي بالحقوق الإجرائية يعد من آليات التمكين من الحق في بيئة صحية. This study aims to clarify the nature of international recognition of the right to a healthy environment, and to highlight whether this right needs recognition or empowerment, within the modern trend towards empowerment of human rights, by employing the descriptive analytical method with the use of the inductive method in presenting the study problem . To make it clear that the legal enshrinement of the right to a healthy environment is considered incomplete due to the absence of an agreement explicitly sanctioning it; National recognition of it is a motive for adopting this agreement. In addition, the actual enjoyment of procedural rights is one of the mechanisms for enabling the right to a healthy environment. Creator An entity primarily responsible for making the resource د. حسب النبي رحمة عمر د. الامين الزين الامين احمد حيرش, عبد المالك زروق, نوال Date A point or period of time associated with an event in the lifecycle of the resource 2023-10-02 2022-06-17 Description An account of the resource تهدف الدراسة إلى الكشف عن مستوى الولاء التنظيمي  لدى أعضاء هيئة التدريس بجامعة غرب كردفان ، في ظل المتغيرات الوسطية (الجنس، السن، الحالة الاجتماعية، الأقدمية) . وتم استخدام المنهج الوصفي التحليلي في تحليل البيانات المجمعة بواسطة الاستبانة الموزعة على (40) من عينه المبحوثين من أعضاء هيئة التدريس بجامعة غرب كردفان والبلغ عددهم (200) عضو في مختلف الكليات. وتوصلت الدراسة إلى مجموعة من النتائج  من أهمها ما يلي:/ ان جميع العبارات التي تعبر عن محور الولاء الوظيفي  و تلك التي تعبر عن محور المسئولية اتجاه  جهة العمل  والتي تعبر عن محور الإيمان  بالمؤسسة  يزيد متوسطها عن الوسط الفرضي (3 ) عدا العبارة الخامسة فى محور الولاء الوظيفى و العبارة الاولى فى محور الايمان بالمؤسسة. مما يدل على موافقة أفراد العينة على جميع عبارات المحاور المذكورة بمستوى موافقة مرتفعة بمتوسط عام مقداره  (3.52)، (3.97) و (3.99) . وأهمية نسبية  (70.4)% ،  (79.4)% ، (79.8)% على التوالى ./وايضا قد أثبتت الدراسة (وجود فروق ذات دلالة إحصائية في مستوى الولاء التنظيمي لدى أعضاء هيئة التدريس بجامعة غرب كردفان تعزى لمتغيرالحالة الاجتماعية) ولصالح (المتزوجين) بشكل اعمق لكونهم اهل استقرار اكثر من غيرهم .  / كما أثبتت الدراسة : (وجود  فروق  ذات  دلالة  إحصائية في مستوى الولاء التنظيمي  لدى أعضاء هيئة  التدريس  بجامعة غرب كردفان  تعزى  لمتغير الدرجة  العلمية) ان هناك  فروقا  ذات دلاله  احصائية  لمتغير الدرجه العلمية  ولصالح الاستاذ المشارك  والمساعد ،  قد ترجع  للوضع المادى والاجتماعى. كما اوصت الدراسة بمجموعة من التوصيات منها : تعزيز ارتباطها بالمجتمع لقدرته على ايجاد خيارات كثيرة لحل المشاكل .والعمل على تحقيق مكاسب مادية ومعنوية لبنا ء الشعور بالانتماء الحقيقى للعضو . وان تتجه ادارة الجامعة لوضع استراتيجيات تجعل من العضو قادرا على ان يبذل مجهودا لتحقيق اهدافه والجامعة. كما اقترحت على  قياده الجامعة الاهتمام بالمناخ التنظيمى الخالى من المشاكل والذى يجعل مكان العمل رائعاً وجاذبا. وان تتبنى الجامعة قيم الحرية والاستقلالية فى التعبير عن العمل و تتيح   قيم المشاركة  الفعالة  في  اتخاذ القرارات  . تسعى الجزائر منذ انفتاحها على اقتصاد السوق، إلى الأخذ بالمبادئ التي يقوم عليها الاقتصاد الحر، ويعتبر تكريس مبدأ حرية المنافسة الوسيلة الأساسية التي تمكن من الانفتاح وتفعيل الاقتصاد، ويعتمد هذا المبدأ على تحرير النشاطات الاقتصادية بمنح الحرية في ممارسة المنافسة فيها، وبالنظر إلى أن الدستور هو أسمى القوانين فإنه يقدم ضمانات قوية للالتزام بكل المباديء الأساسية التي تتضمن الحقوق والحريات الفردية والجماعية، ويضمن كذلك الشرعية على ممارسات السلطات، ويكفل الحماية القانونية في مجتمع تسوده الشرعية، ولذلك سعت الجزائر إلى تكريس هذا المبدأ دستوريا، من خلال تحرير النشاطات على غرار حرية التجارة والصناعة وحرية الاستثمار...الخ، ويأخذ المؤسس الدستوري في كل تعديل للدستور الجزائري بعين الاعتبار تفعيل مبدأ حرية المنافسة من خلال محاولته التماشي مع متطلبات الواقع من خلال تكريس الحريات المستحدثة التي يحتاجها النظام الاقتصادي الحر، والتي تعد من الآليات المفَعِّلة للسوق، بالاضافة إلى الوسائل التي ترسم الحدود المشروعة لهذا المبدأ وتحقق الأمن القانوني، كل هذا وصولا إلى التعديل الدستوري لسنة 2020 أين نصت المادة 61 على: حرية نشاطات التجارة والاستثمار والمقاولة. Creator An entity primarily responsible for making the resource د. محمد استنبولي حمزة , بيطام Date A point or period of time associated with an event in the lifecycle of the resource 2023-10-02 2022-06-17 Description An account of the resource الحمد لله رب العالمين، وأفضل الصلوات وأتم التسليمات على سيدنا محمد المبعوث رحمة للعالمين، وعلى أهل بيته الطيبين الطاهرين، وعلى أصحابه الغر الميامين، ومن تبعهم بإحسان إلى يوم الدين. إن نظرة فاحصة لواقع العالم الإسلامي والعربي تشير، بشكل لا يقبل الجدل، أن مؤامرة عالمية كبرى على العالم العربي الإسلامي، تنفذ من خلال خطة مُحْكمة ومدروسة، فنحن نشهد تكالب وتحالف القوى الاستعمارية والصهيونية علينا وعلى أراضينا ومواردنا وثرواتنا كما ورد في الحديث الشريف: «يُوشِكُ الأُمَمُ أَنْ تَدَاعَى عَلَيْكُمُ كَمَا تَدَاعَى الأَكَلَةُ إلَى قَصْعَتِهَا» فقال قائلٌ: ومِنْ قِلَّةٍ نحنُ يَوْمَئِذٍ؟ قَالَ: «بل أَنْتُم يَوْمَئِذٍ كَثِيرٌ، وَلَكِنَّكُمْ غُثَاءٌ كَغُثَاءِ السَّيْلِ، وليَنْزَعنَّ اللَّهُ مِنْ صدورِ عَدُوِّكُمْ الْمَهَابَةَ منكم، وَليَقْذِفَنَّ اللهُ فِي قُلُوبِكُمُ الْوَهَنَ»، قِيلَ: وَمَا الْوَهَنُ؟ قَالَ: «حُبُّ الْدنيا وَكَرَاهِيَةُ الْمَوْتِ»[i]، وما أشار إليه هذا الحديث قد صرح به حديث آخر فقال : «إِذَا تَبَايَعْتُمْ بِالْعِينَةِ، وَأَخَذْتُمْ أَذْنَاب الْبَقَرِ، وَرَضِيتُمْ بِالزَّرْعِ، وَتَرَكْتُمْ الْجِهَاد، سَلَّطَ اللهُ عَلَيْكُمْ ذُلَّاً لَا يَنْزِعُهُ حتَّى تَرْجِعُوا إلَى دِينِكُمْ»[ii].  إن محاولات اليهود والغرب الاستعماري التحكم بأوضاعنا السياسية والاقتصادية والاجتماعية والدينية، لتثبيت عمليات الاستنزاف التي لا تنتهي، تتم وفق معادلة يعتقدون بها ويعملون من خلالها، ولذلك فهم يعملون على إثارة الفتن والاضطرابات الداخلية والسياسية، لمنع النمو الاقتصادي والعلمي والاجتماعي في البلاد العربية والإسلامية. كما يعملون من خلال مؤسسات عالمية كبرى على تشويه حقائق الإسلام، وصورة العربي، عن طريق النشرات والكتب والإعلام العالمي الذي تتسلط عليه المنظمات الصهيونية في العالم، وأيضاً عن طريق المندسّين بين صفوف العرب والمسلمين، ليعملوا على التخريب من الداخل، ولا تتورع القوى المعادية للشعوب العربية والإسلامية عن استخدام المذابح والتطهير الديني والعرقي لتحقيق أهدافها. وما المذابح الكبرى في فلسطين والجزائر... وغيرها التي ارتكبوها بأيديهم، أو المذابح التي يرتكبونها بأيدي البعض منا كما في سوريا والعراق ومصر وغيرها إلا شاهد على ذلك. تقع على عاتق البلدان الخارجة حديثا من النزاعات المسلحة غير الدولية التزامات يجب الوفاء بها، وتتمثل هذه الالتزامات في وجوب العمل على معالجة الآثار الجسيمة لحقوق الإنسان الناجمة عن النزاع، وذلك عن طريق إشراك جميع الأطراف في حل الأزمة، ومعرفة حقيقة ما جرى، والعمل على جبر ضرر الضحايا ومساءلة المتهمين فيها، كما يقع على عاتق هذه الدول التزام بضرورة العمل على وضع ضمانات عدم تكرار الانتهاكات الجسيمة لحقوق الإنسان مستقبلا، وذلك عن طريق إصلاح التشريعات والمؤسسات التي ساهمت في النزاع، والعمل على تحقيق التنمية. Most ofcthe countries are seeking to combat the corruption phenomenon through adherence into international conventions ,and renew legal texts for the sake of putting an end to this phenomenon or at least reducing its spread. In 2004,Algeria was amongst the first countries to endorse the the United Nations convention to vombat corruption and thus the law 01-06 was issued, by which was created. The National commission to combat prevent against corruption, and to which were given restricted powers,the fact that limited exercising its duties.
