هدفت هذه الدراسة إلى التحقق من الهدف المباشر وغير المباشر بين أنظمة ذكاء الأعمال وتحقيق النضج التنظيمي في منظمات المجتمع المدني وقد خلصت الدراسة إلى أنّ أنظمة ذكاء الأعمال المستخدمة في المنظمات غير الربحية تزيد كفاءة العمليات ومساندة عملية الابتكار، كما تبين من خلال تحليل فقرات الدراسة أنّ الذكاء التنافسي يحمي المنظمات غير الربحية من التهديدات المحتملة من المنافسين، و أوضحت نتائج الدراسة انه تتوافر لدى المنظمات غير الربحية القدرة على اكتساب معرفة جديدة، ووجود أثر ذو دالة إحصائية لأنظمة ذكاء الأعمال في تحقيق الكفاءة التنظيمية في المنظمات غير الرحبة (عينة من منظمات المجتمع المدني العاملة في مدينة غازي عنتاب في تركية) عند مستوى دلالة (α ≤ 0.05) حيث بلغت قوة العلاقة بين المتغيرين (0.67**).
كما كشفت نتائج الدراسة أنّ نظم ذكاء الأعمال (التحليل الفوري للبيانات، إدارة اداء الأعمال، المعرفة التنافسية) تفسر ما نسبته (46%) من التأثير الحاصل في القدرة المؤسسية، وأنّ متغير (إدارة أداء الأعمال) لا يشكل أي تأثير في تحقيق النضج التنظيمي في حين أن باقي أبعاد نظم ذكاء الأعمال تؤثر في القدرة المؤسسية بنسب متفاوتة.
In recent years, there was a visible shift in citizens’ attitudes towards voting for right-wing populist parties all across the EU even in countries previously considered “immune” such as Germany, Spain, and Sweden. This paper aims to assess the rise of right-wing populism in relation to the 2015 immigration crisis through a comparative outline of their electoral results before and after the crisis. The paper argues that the 2015 immigration crisis might be the triggering element that catalyzed the rise of radical right populism; however, the continuity of this rising trend can’t be explained exclusively by the immigration factor. Therefore, the paper will explore the more structural causes behind the rise of radical-right populism, in essence, economic and institutional causes.

يهدف البحث الحالي إلى استخدام أسلوب التعليم المبرمج في تدريس الرياضيات للصف الرابع إعدادي للتعليم العام في العراق ، وبيان فاعليته في تحسين مستوى التحصيل وتنمية الميل نحو الرياضيات لدى الطلبة، ولتحقيق أهداف البحث تم بناء أطر التعليم المبرمج في الرياضيات، وإعداد الاختبار التحصيلي في الرياضيات للإختبار القبلي والبعدي ومقياس الميل نحو الرياضيات لطالبات الصف الرابع اعدادي نحو الرياضيات، تم تطبيقها على عينة مكونة من (59) طالبة في الصف الرابع اعدادي، تم تقسيمهم إلى مجموعتين تجريبية وضابطة، (30) طالبة للمجموعة التجريبية و(29) طالبة للمجموعة الضابطة، وتوصل البحث إلى فاعلية أسلوب التعليم المبرمج في تحسين مستوى التحصيل وتنمية الميل نحو الرياضيات، حيث بلغت قيمة (ت) (المجموعة التجريبية) (3.388)، وفي الميل نحو الرياضيات بلغت قيمة (ت) (2.290).
إن الحق في ممارسة النشاط الاقتصادي يحكمه مبدأ الحرية ويجسده مبدأ التنافس ويضبطه مبدأ المشروعية، وإذا كان عماد النشاط الاقتصادي المنافسة فان جوهره الحرية، واعتبارا من أن الحرية الاقتصادية تساهم في إعطاء صورة صادقة على مناخ الاستثمارفإن هذه الحرية ليست مطلقة بل لابد من قيود وضوابط توجهها، وهذا كله يندرج في إطار التوجهات الاقتصادية الحديثة للدولة
لذلك فان سياسة المشرع في المجال الاقتصادي أراد من خلالها الحفاظ على النظام العام الاقتصادي من خلال قانون المنافسة وما يحمله من استثناءات وقانون مكافحة المضاربة غير المشروعة، بالإضافة إلى تقنين أسعار السلع والخدمات ذات الاستهلاك الواسع، وهذا كله من اجل تحقيق الفعالية الاقتصادية وترقية مستوى معيشة المستهلك لتحقيق التنمية الاقتصادية
The right to practice economic activity is governed by The Principle of freedom, embodied in the Principle of competition and regulated by The Principle of legality. and if the pillar of economic activity is competition, then is essence is freedom .however , considering that economic freedom contributes to giving a true picture of the investment climate, this freedom is not absolute, since it is directed by restrictions and controls included within the framework.
Of modern economic trends of the state. therefore ,the legislators policy of the economic field aims to preserve the general order through the competition law with its exceptions the illegal speculation combating law, in addition to retiming prices of widespread consumption goods and services , all these measures are for achieving economic proficiency and improving the consumers living standard .

وقد استخدم نهج وصفي تحليلي، وتمّ إعداد استبيان مكون من (24) بند، والتأكد من صدق وموثوقية الاستبيان بقواعد إحصائية مناسبة ، وتم تطبيقه على عينة هذه الدراسة.
كانت موضوعات هذه الدراسة (134) من طلاب وطالبات المستوى المتوسط في بغداد في العراق.
تم اجراء تحليلات احصائية بعد جمع البيانات ، وكانت نتائج البحث كالتالي:
-تطبيق نظام تعلم إلكتروني (ومستوى إدارته) له تأثيرات إيجابي لتحسين فهم الاستماع للغة إنجليزية لدى طلاب.
- تطبيق نظام التعلم الإلكتروني (وجوانبه الفنية) له أثر إيجابي في تحسين فهم الاستماع للغة المحددة لدى طلاب مرحلة إعدادية
- لم تكن تقديرات أثر تطبيق نظام تعليم التتقني على تحسين درجات الفهم السمعي مختلفة إحصائيًا بين طلبة اللُّغَات الإجنبية بسبب متغير نوع الاجتماعي.
إن جوهر العقد وأساس وجوده هو تلاقي إرادة المتعاقدين ومن هذا التلاقي ينشأ التراضي والذي يمثل أساس كل اتفاق، وتدور الدراسة هنا حول عقد الزواج وما قد يؤثر فيه من عيوب الإرادة كالإكراه والتدليس، والزواج بالإكراه معناه الزواج بعنصر أو أكثر من عناصر الإحتيال أو القوة حيث لا يوافق الطرفان على هذا الزواج، والتدليس في الزواج هو اجراء تغيرات في العادات أو نمط الحياة لدفع الطرف الأخر للقبول بهذا الزواج؛ فقد يقوم كثير من الأزواج وأولياء الأمور بإخفاء العيوب عن بعضهم البعض، والذي يكون له أثار مدمرة على الأسرة والمجتمع.
Contract essence and its existence are justified by meeting of contractor will this meeting emerges consent which represents the basis of evry agreement, the study revolves here around marriage contract and what may effect him from defects will as violence and fraud, and forcd marriage mean a marriage whith one or more element of fraud or force where both parties do not consent to the mrriage, and fraud in marriage is having change to habits or lifestyle to push the other party to accept this marriage ,many couples and parents may hide defects from each others ,wich is having divastating effects on the family and society .

هدفت الدراسة الى الكشف ما إذا كان هناك علاقة بين وظائف النشاطات الشفوية وتنمية التفاعل الصفي، وتحديد أثر العلاقة بين الأسئلة الشفوية وتنمية التفاعل الصفي لدى متعلمي المرحلة المتوسطة. وتمثل مجتمع الدراسة من مدرسي ومدرسات اللغة العربية في المرحلة المتوسطة في محافظة الأنبار، وتم اختيار 16 مدرسة متوسطة بأسلوب العينة القصدية، وبلغت عينة الدراسة 48 مدرس، وتم الاعتماد على المنهج الوصفي التحليلي، وتصميم إستبيان خاص بمتغيرات الدراسة، وتم توزيع الاستبيان وتجميعه وإدخال البيانات الى البرنامج الاحصائي، حيث توصلت الدراسة الى: أنه يوجد أثر ذات دلالة إحصائية بين توظيف النشاطات الشفوية وتنمية التفاعل الصفي من وجهة نظر مدرسي المرحلة المتوسطة، كما أنه يوجد أثر ذات دلالة إحصائية بين الأسئلة الشفوية وتنمية التفاعل الصفي من وجهة نظر مدرسي المرحلة المتوسطة، بالاضافة الى أنه يوجد أثر ذات دلالة إحصائية بين الكتابية وتنمية التفاعل الصفي من وجهة نظر مدرسي المرحلة المتوسطة.
تهدف هذه الدراسة إلى تسليط الضوء على الحماية الدستورية المقررة لفئة من فئات المجتمع ألا وهي فئة ذوي الإعاقة ومدى تجسيدها على أرض الواقع، وقد أولى المؤسس الدستوري عناية خاصة بهذه الفئة، تجلت في تضمين لتعديل الدستوري لسنة 2020 نصا يتعلق بضمان الدولة ادماج تلك الفئة في الحياة الاجتماعية واتخاذ كافة التدابير التي تمكنها من تجسيد ذلك النص واقعيا، وتشكل دسترة تلك الحقوق ضمانة أساسية لممارسة فئة المعاقين لحقوقهم وحرياتهم على قدم المساواة مع الافراد الاسوياء، وتنفيذا لما نص عليه الدستور شرعت الدولة في تبني استراتيجية وطنية لتوفير الحماية اللازمة لهم، وكخطوة لتنفيذ الجزائر لما التزمت به دوليا في هذا المجال
This study aims to highlight the constitutional protection established for a category of society, namely the category of persons with disabilities and the extent to which it is reflected on the ground The Constitutional Foundation has paid special attention to this category, reflected in the incorporation in the Constitutional Amendment of 2020 of a provision on the State's guarantee of the integration of that group into social life and the adoption of all measures to enable it to reflect that provision realistically. and the constitutionality of those rights constitutes an essential safeguard for the exercise of the rights and freedoms of persons with disabilities on an equal basis with adequate individuals, Pursuant to the Constitution, the State has initiated a national strategy to provide them with the necessary protection. and as a step towards Algeria's implementation of its international commitment in this area.

This study aims to address one of the important topics in the field of international relations and related to ethnic conflicts in terms of the concept and theoretical approaches that explain them. Jadida demands its economic, political, cultural, religious and linguistic rights. The study concluded that this type of conflict occurs due to the conflict of ideas and interests between different groups, and many theoretical approaches can be used, such as constructivism, ethno-realism and liberalism, to understand and interpret ethnic conflicts.

The research aims to evaluate the impact of government development expenditure and Chinese foreign direct investment on Pakistan's economic growth from 1980 to 2020. The data sample used in the study was sourced from the World Bank database and the Pakistan Board of Investment Publications. The dependent variable was GDP growth, while the independent variables were Chinese foreign direct investment, CFDI government development expenditure, and Gross Domestic Product (GDE). The study used various tests, including Unit root test, Autoregressive Distributed Lag, Error Correction Model, White test, lag selection criterion, Akaike Information Criterion (AIC), and Granger Causality Test. The study found that Chinese investment and GDE have a positive impact on Pakistan's economic growth in the short run, while negatively affecting it in the long run. The positive relationship between CFDI government development expenditure and GDP growth is present in both the short and long run, as government fiscal policies in favor of Chinese investment aim to increase investment inflow. GDE stimulates CFDI, resulting in a positive impact on GDP growth.
The study was divided into two sub-period groups to analyze the relationship before and after the sharp decline of CFDI in pre-2007 and post-2007 sub-periods. In pre-2007, CFDI and GDE helped in economic growth with a negative relationship between CFDI and GDE. After the dramatic decline in 2007, the relationship changed, with GDE having a positive effect while CFDI negatively affected economic growth with a negative relationship in CFDI*GDE.
These findings are valuable for policymakers and the government to formulate effective economic policies for Pakistan's economic development and are insightful for foreign investors to understand the trend.
شُرِّعت العقوبات في الدين الإسلامي لغايات ومقاصد تهدف إلى الحد من ارتكاب الـمحظورات الشرعية بمخالفة أوامر الله ونواهيه واتباع خطوات الشيطان، هدف هذا البحث إلى استظهار العقوبات الشرعية لجرائم حوادث الـمرور من منظور التشريع الإسلامي ونقصد العقوبات الشرعية التي شَرَّعها الله تبارك وتعالى وأنزلها في كتابه العزيز وأقرّتها السنة النبوية الشريفة، كما تتجلى أهمية البحث في تبيان ماهية الجرائم المرورية من خلال تعريفها وتحديد أقسامها والحكم الشرعي لهذه الجرائم، كما يتناول البحث أنواع العقوبات الشرعية ومشروعية كل عقوبة من مصدر القرآن الكريم والسنة النبوية، والإجماع، مع بيان أحكام العقوبات الشرعية المقررة لكل جناية (جريمة) ودورها الإيجابي في الحد من تنامي حوادث المرور باعتبارها جوابر وزواجر في آن واحد، إضافة إلى استقراء أقوال بعض فقهاء الشريعة الإسلامية في حكم العقوبات، مع بيان مقادير هذه العقوبات الشرعية، كالدية الكاملة والدية الغير كاملة (الأَروشْ) والكفارات والتعازير والسَّوْمْ عند التطرق إلى تطبيقات هذه العقوبات الشرعية على جرائم حوادث المرور
Punishments have been legislated in Islam religion for purposes and objectives that go back to committing legal prohibitions, violating God’s commands and prohibitions, and following the footsteps of Satan. This research aims to clarify the legal penalties for traffic accident crimes in Islamic legislation.A descriptive study that deals with the nature of traffic crimes in terms of their definition and divisions, and the legal ruling for these crimes, by conditioning the old animals felony on modern vehicles, with a statement of the provisions of the prescribed legal penalties., and its positive role in reducing the growth of traffic accidents, The research also aimed to analyze the legal evidence related to legal penalties by extrapolating the sayings of some Islamic jurists (Scholars) in the ruling on penalties, with an indication of the amounts of legal fine penalties such as the full orpartialfine (Al-Urush), expiations, condolences and fees, by addressing the applications of these legal penalties for traffic accident crimes.

تناولت الدراسةُ موضوع (الحلي عند العرب في الجاهلية)، وهدفت لتحقيق عدد من الأهداف، أهمها: التعرف على أنواع الحلي التي كانت لدى العرب في الجاهلية، وتبيين الخامات التي صُنع الحلي الجاهلي، ومصدرها، وصانعيها، وتحديد الحليّ المشتركة في الاستعمال بين الرجل والمرأة، والتعرّف على أسماء الحلي، وأنواعها، ومواضع استعمالها، عند المرأة العربية في الجاهلية، وتوضيح أغراض استعمالات العرب الجاهليين للحليّ في غير الزينة. واعتمدت في هذه الدراسة على المنهج الوصفي؛ كونه الأنسب لمثل هذه الموضوعات.
وتوصلت الدراسة إلى عدد من النتائج، منها: ورود ألفاظ ومسمّيات الحلي عند الجاهليين كثيرًا في شعرهم، وجاء أيضا ذكرُها في القرآن الكريم، وهي دلالة على وجود الحِلي عند الجاهليين، وقيمته لديهم، وعلى اتخاذ العرب الحليَّ لأغراض عدة، كالتجارة، والزينة، والهدايا، وأغراض عقدية، كالنذور للأصنام، والمقدسات، أو إهدائها لها، أو تعليقها فيها؛ لتزيينها، أو وسْمًا لها، كعلامة تُعرفُ بها، وكانت صناعة الحلي عند العرب الجاهليين قليلة؛ كونهم يعيبون مهنة الصياغة، وينتقصون من يعمل فيها، أضف إلى أن هناك حليًّا اشترك في لبسه الرجل والمرأة، وحليًّا اختصت به المرأة وحدها، وتعددت مسميات الحلي كثيرًا عند العرب الجاهليين، فكان – غالبًا – لكل حلية أو جزئية من الحلية اسمٌ خاصٌّ بها، وموضع محدد تستعمل فيه، للتزين بها، أو لاستعمالها لأغراض أخرى، وبناء على تلك النتائج نقترح دراسة موضوعات تفيد الباحثين والمهتمين في مجال الحلي عمومًا وعند العرب الجاهليين خصوصًا، ومن هذه الموضوعات: (الحلي المشترك بين الرجال والنساء عند الجاهليين - تجارة الحلي عند العرب الجاهليين- صُنّاع الحلي وصائغيه عند العرب الجاهليين - أسماء الحلي واستعمالاته في معلقات الشعراء الجاهليين).
تعد الرقابة القضائية من أنجع أشكال الرقابة لضمان حماية العملية الإنتخابية من التجاوزات والإنحرافات، التي قد تنشأ خلال مختلف مراحلها، ونظرا لفعالية هذه الرقابة، إعتمدها المشرع الجزائري من خلال الأمر رقم 21-01 المتعلق بنظام الإنتخابات.
وتمارس السلطة القضائية رقابتها على مختلف مراحل العملية الإنتخابية، من خلال سلطة الفصل في الإشكالات والتجاوزات التي تشكل جرائم تمس بنزاهة الإنتخابات، وتمتد هذه الرقابة الى النظر في مختلف الطعون في المادة الإنتخابية، دون المساس بالصلاحيات المخولة للأجهزة الرقابية الأخرى كالمحكمة الدستورية، والسلطة الوطنية المستقلة للإنتخابات.
Judicial oversight is one of the most effective forms of monitoring to ensure that the electoral process is protected from abuses and deviations that may arise during its various stages and because of the effectiveness of such control adopted by Algerian legislation through order No.21-01 on the electoral system.
The judiciary exercises control over the various stages of the electoral process through the authority to adjudicate on problems and abuses that constitute crimes against the integrity of the elections. This control extends to consideration of various appeals to the electoral article without prejudice to the powers vested in other oversight bodies such as the Constitutional Court and the Independent National Electoral Authority.

يتلخص هدف الدراسة بالتعرّف إلى أثر الأسلوب التعاوني في تحسين مهارة الطبطبة في كرة السلة لدى متعلمي السنة الثانية من المرحلة المتوسطة في متوسطة الوسيلة للصبيان في ديالى. ولهذا الغرض تم الارتكازُ على التجريب في فرقتين إحداهما للتجريب والأخرى مضبوطة، فقد تألفت الأولى من 33 طالبا من الصف المبحوث وقد تلقوا التدريس وفق خطة تقوم على الأسلوب التعاوني لتحسين مهارة الطبطبة بينما ضمت الثانية العدد نفسه في ذات المستوى ليتلقوا التدريس تقليديّا وفق النمط المعتاد والسائد. وفي النتائج فقد توصلت الدراسة إلى أن للأسلوب التعاوني أثرًا يتخذ منىىً إيجابيًا يتّضحُ في تنمية وتحسين المهارة المبحوث عندَ التجريبيين، كما نالَ أعضاؤها علاماتٍ أعلى من تلك التي نالها الأعضاء المضبوطين في اختبار كشف التحصيل المكتسب العملي الذي أُجريَ بعد التطبيق، بالإضافة إلى التنمية الحاصلة في المهارة المبحوثة لدى الأفراد التجريبيين، كما أشارت النتائج في ازدياد اللعب الجماعي والتعاوني بين المتعلمين أثناء تأديتهم مهارة الطبطبة والتمرير، وقد أكدت أيضًا على تطور الأداء الرياضي لديهم في كرة السلة نتيجة إتقانهم المهارة. ومن جراء ما تم التوصل إليه من محصلات خرجت الدراسة بمجموعة من التوصيات بالاهتمام باعتمادِ الأسلوب المتَّبَعِ في التجريب وهو التعاوني من أجل تنمية المهارة المرجوة ، والتوسع في استخدام الأسلوب التعاوني على مراحل دراسية أخرى ومهارات أخرى ، ومعرفة مدى تأثير هذا الأسلوب في تعليم مهارات أخرى في كرة السلة.
رصد المشرع الجزائري سياسة عقابية ردعية لمكافحة جرائم الفساد وتمثلت في العقوبات الجزائية التي نظمها قانون الوقاية من الفساد ومكافحته، وهي عقوبات أصلية؛ تتراوح ما بين الحدين الأدنى والأقصى، وعقوبات تكميلية سواء كان الشخص طبيعيا أو معنويا، ولم يكتف بهذا فقط وإنما أضاف جزاءات أخرى خاصة أبرزها إبطال العقود والصفقات والبراءات والامتيازات والتراخيص.
وعلى الرغم من إتباعه سياسة تجنيح هذه الجرائم فقد أخضعها لبعض الظروف المشددة للعقوبة المقررة لها، وحاول أيضا إعطاءها نوعا من الخصوصية بالنسبة لمسألة تقادم العقوبة.
The Algerian legislator monitored a punitive deterrent policy to combat corruption crimes, which was represented in the criminal penalties organized by the Law on Prevention and Combating Corruption, which are original and financial penalties, ranging between the minimum and maximum, and complementary penalties, whether the person is natural or legal, and he did not suffice with this only, but added penalties Others, especially the invalidation of contracts, deals, patents, concessions and licenses.
Despite his policy of decriminalizing these crimes, he subjected them to some aggravating circumstances for the punishment prescribed for them, and he also tried to give them a kind of privacy regarding the issue of the statute of limitations for punishment

سعت الدراسة للتعرف على مدى استخدام استراتيجية التعلم للإتقان في المرحلة الابتدائية من وجهة نظر معلمي العلوم, والتعرف على الفروق بين متوسط تقديرات استخدام استراتيجية التعلم للإتقان بحسب متغيرات ( المؤهل العلمي – الجنس - سنوات الخبرة ), حيث ان الباحث استخدم المنهج الوصفي بالأسلوب المسحي واستخدم الاستبانة كأداة أساسية حيث تكونت من(36) فقرة مقسمة على ثلاثة محاور, تكونت عينة الدراسة من (143) معلماً ومعلمة, وبعد استخدام برنامج (SPSS) كوسيلة إحصائية مناسبة تبينت النتائج:
1 - ارتفاع استخدام استراتيجية التعلّم للإتقان في المرحلة الابتدائية.
2 - توجد فروق ذات دلالة إحصائية بين متوسط إجابات العينة ولصالح الذكور.
3 - وجود فروق معنوية ذات دلالة إحصائية بين متوسط إجابات العينة مؤيدة لسنوات الخبرة أكثر من ( 10 ) سنوات في واقع استخدام استراتيجية التعلم للإتقان.
4 - وجود فروق معنوية ذات دلالة إحصائية بين متوسط إجابات العينة ولصالح المؤهل العلمي(ماجستير فأكثر) في واقع استخدام استراتيجية التعلم للإتقان.
تهدف الدراسة إلى تسليط الضوء على أهمية الدائرة الإفريقية في التصور الأمني الجزائري، انطلاقا من بؤر التوتر والانشقاقات الاثنية والطائفية التي تطبعها، إذ تفرض مقاربة العمق الاستراتيجي كمقاربة جيو- استراتيجية، ضرورة عمل الجزائر على توسيع مجال أمنها الوطني من منظور "لين/ توسعي" ليشمل أمون الدول المحاذية لها، انطلاقا من اعتبار أن العقيدة الأمنية لدولة ما، تعبر عن درجة اهتمامها واستجابتها وتعاطيها مع التحديات والقضايا التي تواجهها، وتفسيرها من زاوية أمنية بحتة من طرف صناع القرار في الدولة، انطلاقا من مجموع الآراء والاعتقادات والمبادئ التي تشكل نظاما فكريا، يعرف الأمن القومي للدولة، ويفسر مجمل الأحداث التي تشكل تهديدا له (ذات الطابع الأمني).
The study attempts to shed light on the importance of the African circle in the Algerian security perception, based on the areas of tension, the ethnic and sectarian divisions that characterize it. The neighboring countries based on the consideration that the security doctrine of a country expresses the degree of its interest, response and dealing with the challenges and issues it faces, and its interpretation from a purely security perception by decision-makers in the state, and also on the totality of opinions, beliefs and principles that constitute an intellectual system that defines national security of state and explains the overall events that pose a threat to it (of a security nature).

جريمة إساءة استغلال الوظيفة، هي فعلا جريمة ذات طبيعة خاصة، اقرها المشرع معيارا لتطويق جرائم الفساد المرتكبة، خاصة أن أفعال الموظف العمومي الخارقة للنصوص القانوني والتنظيمية المعمول بها، متعددة ومتنوعة وبالتالي نموذجها القانوني هل مستوفي المعايير والمبادئ المفروضة قانونا، لاسيما مبدأ شرعية النص التجريمي ؟ لا جريمة ولا عقوبة بغير قانون
The abuse of functions is indeed an offence in particular character, it confessed by the legislator as criterion of surrounding corruption committed .Particularly , the acts of the official who exceeded the applicable legal and regularly texts are multiple , different and varying .Consequently , does it satisfy the conditions or criterions and principles imposed by law ? (there is no offense or punishment without law).
