The study aimed to reveal the correlation between school counseling and academic compatibility among high school students in Jeddah, as well as to know the level of school counseling provided to them from their point of view, and to know their level of academic compatibility, in addition to verifying that there are differences between the mean scores of school counseling and academic compatibility due to Variable for both the academic level and the type of school sector. The sample of the study consisted of (180) high school students. Where the researcher followed the relational descriptive approach, and the two scales of school counseling and academic compatibility (2021) were used by the researcher.The results indicated that there is a positive correlation between the scores of the school counseling scale and the degrees of the academic compatibility scale for a sample of high school students in Jeddah, and the level of school counseling provided to a sample of high school students was of a high degree, as well as the level of academic compatibility among high school students.
ساهم تطور تكنولوجيا الاتصالات والمعلومات الذي يشهده العالم اليوم في ظهور شكل جديد للإرهاب والمعروف بإسم "الارهاب الإلكتروني" والذي أصبح يشكل خطرا كبيرا ليس فقط على الأمن والسلم الدوليين بل وعلى الأمن القومي للدول، حيثُ أصبحت البنية التحتية لأغلب الدول تدار عن طريق أجهزة الكمبيوتر والإنترنت، مما يعرضها لهجمات متعددة من قبل الإرهابيين . تلك الهجمات التي تستطيع إلحاق الضرر بخدمات عامة مثل شبكات الكهرباء والمياه، وأيضاً بالنظام المالي للدول، وإعاقة حركة الملاحة الجوية أو البحرية، وعلى المنشآت العسكرية، وأن تتسبب في قتل الأبرياء وفي خسائر مادية ومعنوية هائلة.
تكمن مشكلة البحث في مدى فعالية التعاون الدولي في مكافحة الإرهاب الإلكتروني ومدى فعالية الاتفاقيات الدولية والآليات الدولية في محاربته.
والهدف من هذه البحث إلقاء الضوء على أهمّ المعاهدات الدولية والآليات الدولية المتعلقة بمكافحة الإرهاب الإلكتروني وإيجاد أرضية مشتركة لصياغة منظومة قوانين وتشريعات دولية وآليات ووسائل فعالة تتصدى لجذور وامتدادات الظاهرة الإرهابية في الفضاء الإلكتروني.
تم اتباع المنهج الوصفي والمنهج الاستقرائي والمنهج التحليلي، وذلك من خلال استعراض وتحليل واستقراء الاراء الفقهية والاتفاقيات الدولية المتعلقة بمكافحة الإرهاب الإلكتروني.
The development of communication and information technology in the modern world has contributed to the emergence of a new form of terrorism - "cyber terrorism". Numerous attacks by cyber terrorists have become a serious threat to both international peace and security and the national security of countries. Cyber attacks can damage public services such as electricity and water networks, the financial system of states, military installations, obstruct air or sea traffic, lead to the death of innocent people, and cause enormous material and moral damage.
The paper examines the effectiveness of international cooperation in the fight against cyber terrorism and the effectiveness of international conventions and mechanisms to combat it.
The purpose of the study is to highlight the most important international treaties and mechanisms to combat cyber terrorism and find a common basis for the development of a system of international law and legislation, as well as effective mechanisms and means to address the root causes of terrorism in cyberspace.
The descriptive approach, the inductive method and the analytical approach used in the work are accompanied by a review, analysis and extrapolation of doctrinal opinions and international conventions related to the fight against cyber terrorism.

تهدف هذه الدراسة إلى إبراز دورة شهادة المطابقة كآلية للرقابة البعدية على أشغال التعمير، فلا يعفي صاحب البناء التزامه بمقتضيات قانون التهيئة والتعمير ورخصة البناء من استخراج شهادة عند الانتهاء من أشغال البناء تسمى شهادة المطابقة تقوم مقام رخصة السكن أو الترخيص باستقبال الجمهور إذا كان البناء مخصص لوظائف اجتماعية أو تربوية أو لنشاط اقتصادي، حيث يمر استخراج هذه الشهادة بمسار متميز عن باقي الرخص العمرانية، غير أن فرض إلزامية هذه الشهادة لا يزال محدودا رغم أهميتها في المحافظة على النسق العمراني وتدابير سلامة وأمن المنشآت
This study aims to highlight the Certificate of Conformity course as a mechanism for remote monitoring of construction works, so the building owner does not exempt his commitment to the requirements of the Urbanization Law and the Building Permit from issuing a certificate upon completion of construction work called a certificate of conformity. The latter can be used as a residence permit for inhabiting people, if the building is prepared for social and educational functions or for economic activities, where the issuance of this certificate passes a distinct path from the rest of the urban licenses, but the mandatory imposition of this certificate is still limited despite its importance in preserving the urban pattern and the safety and security measures of the facilities.

يهدف هذا البحث إلى الوقوف على موضوع انتشر كثيرًا في هذا العصر، ألا وهو الميتا شعرية في عصر ما قبل الإسلام، وفيه يتم تعريف الشعر بشكل عام، ثمَّ تعريف الميتا شعرية لغة واصطلاحًا، ومعرفة مرادفات الميتا شعرية، ثم التعرف على الميتا شعرية في شعر ما قبل الإسلام عند أشهر الشعراء في ذلك الزمن، وأنَّ الميتا شعرية ليست وليدة غربية، والاستشهاد ببعض الأمثلة على ذلك، وفيه يتم بيان أنَّ شعر ما قبل الإسلام ليس شعرًا تقليديًا فقط، بل فيه حداثة كبيرة في استخدام المعاني، واعتمد الباحث فيه على المنهج الوصفي التحليلي، فوصف الميتا شعرية حديثًا وقديمًا، والربط بين معنى الميتا شعرية في السابق والحاضر، ثمَّ تحليل بعض الأبيات الشعرية التي وردت فيها دلالات الميتا شعرية، واستعان الباحث بالعديد من المصادر منها المصادر الأجنبية والعربية القديمة منها والحديثة، وبعض الدواوين الشعرية لشعراء ما قبل الإسلام، في ختام هذا البحث توصل الباحث إلى عدة نتائج، ومنها: أنَّ الميتا شعرية استخدمها الشعراء العرب قبل الإسلام، والشعر العربي قبل الإسلام هو كنز دفين من الدلالات الكبيرة التي تحوي معظم أنواع الأدب الحديث، ويبين البحث حداثة شعراء العرب قبل الإسلام في الأجناس الأدبية ومواكبتهم لها، وأنهم لم يقولوا الشعر للشعر فقط، بل لمعاني كبيرة، ودلالات عميقة، وختم الباحث بحثه بعدة توصيات، منها: البحث العميق في شعر ما قبل الإسلام، وتطبيق الأجناس الأدبية الحديثة على شعرهم لمعرفة درجة حداثة شعراء ما قبل الإسلام، والكشف العميق في الكثير من الأبحاث في شعر ما قبل الإسلام لما له من قيمة كبيرة، وبلاغة عظيمة.
لجأ المشرع الجزائري لنظام التعاقد في الوظيفة العمومية الذي لا يمكن الاستغناء عنه لحسن سير المرافق العامة، رغم أنه انطلق في تنظيمه لها واعتمد في العلاقة التي تربط الموظف العام بالإدارة على العلاقة القانونية الأساسية اللائحية.
ولهذا فنظام التعاقد في الوظيفة العمومية يمثل وسيلة استثنائية تتم عبر العقد محدد أو غير محدد المدة للقيام بأعمال ونشاطات مؤقتة داخل الإدارة، حيث يلتحق الأعوان المتعاقدون مع الإدارات العمومية بالوظيفة العمومية وفق شروط معينة وطرق وإجراءات محددة، كما أن نظام التعاقد انعكاس لظروف سياسية واقتصادية بالجزائر، حيث تم الاعتماد على مبدأ سلطان الإرادة بفعل تأثير اقتصاد السوق، وعصرنة الدولة وتحديث أساليبها، والذي انعكس على الوظيفة العمومية.
والمشكلة المطروحة في هذه الدراسة تكمن في إبراز الإطار القانوني لالتحاق الأعوان الخاضعين إلى النظام التعاقدي بالوظيفة العمومية في الجزائر، وقد اتبعت في هذا البحث المنهج الوصفي التحليلي، وتوصلت إلى عدة نتائج من أهمها: أن نظام التعاقد آلية لإضفاء المرونة على تسيير العنصر البشري وعصرنة الإدارة من خلال إعادة تأهيل الوظيفة العمومية في الجزائر
For the purpose of good conduct of public services, the Algerian legislator had recourse to the contractual regime in public function, it is worth noting that he has adopted the fundamental legal and regulatory relation in governing the relation linking the civil servant to the administration.
Thus, the contractual regime in public function represents an exceptional means that is enacted through a determined or an undetermined contract in order to perform temporary tasks and activities in the administration .
The contractual agents join in the public function according to specific conditions and determined procedures, as a result of prevailing political and economic circumstances, where the principle of the supremacy of will was adopted bècause of the impact of market economy, state modernization and renewal of its methods.
The problematic laid out in this study remains in showing the legal framework pertaining to the issue of agents submitted to the contractual regime in Algeria. I have adopted in this research work the descriptive and analytical methods which led me to several results: The contractual regime is a mechanism which provides flexibility in terms of managing the human factor and modernization of the administration through rehabilitating the public function in Algeria

هدفت الدراسة لوضع تصور مقترح لتطوير الأداء الإداري في وزارة التربية والتعليم بالمحافظات الجنوبية في ضوء التحول الرقمي.
واستخدام الباحث المنهج الوصفي التحليلي، وتكون مجتمع الدراسة من الموظفين في وزارة التربية والتعليم العالي الذين يعملون تحت مسمى (مدير دائرة، رئيس قسم، رئيس شعبة، موظف إداري) والبالغ عددهم (390) موظفاً وموظفة، وتم استخدام الاستبانة كأداة رئيسية لجمع البيانات وتضمنت سبعة مجالات وأبعاد (التخطيط، التنظيم، القيادة الإدارية، المشاركة في صنع القرار، الموارد البشرية، البنية التحتية والتوظيف التكنولوجي للمعلومات، المتابعة والتقويم) حيث تم توزيعها على كافة مفردات مجتمع الدراسة بطريقة المسح الشامل، وبلغ حجم الاستبانات المستردة والصالحة للتحليل الاحصائي (209) بنسبة (53.58%).
وقد توصلت الدراسة إلى أن درجة التخطيط جاءت بدرجة متوسطة بوزن نسبي (66.51%)، والتنظيم بدرجة متوسطة بوزن نسبي (67.71%)، والقيادة الإدارية بدرجة متوسطة بوزن نسبي (64.39%)، والمشاركة في صنع القرار بدرجة متوسطة بوزن نسبي (64.21%)، والموارد البشرية بدرجة متوسطة بوزن نسبي (69.13%)، والبنية التحتية والتوظيف التكنولوجي للمعلومات بدرجة متوسطة بوزن نسبي (67.33%) والمتابعة والتقويم بدرجة متوسطة بوزن نسبي (64.36%).
وكما أشارت النتائج إلى عدم وجود فروق ذات دلالة إحصائية عند مستوى (α≤0.05) بين متوسطات تقديرات العينة حول القيادة التحويلية وتعزيز التمكين الإداري التي تعزى للمتغيرات التالية (الجنس، المسمى الوظيفي، المؤهل العلمي، سنوات الخدمة).
وفي ضوء ما توصلت إليه الدراسة من نتائج، أوصت الدراسة بالعديد من التوصيات أهمها:
وأوصت الدراسة إلى ضرورة العمل على تضمين الخطة الاستراتيجية الخمسية لقطاع التعليم أهدافا واضحة تتعلق بتطوير الأداء الإداري في ضوء التحول الرقمي.
زيادة التشبيك والتنسيق مع كافة المؤسسات الدولية والمحلية ذات العلاقة لتدعيم آلية التحول الرقمي ومتطلبات ذلك سواء أكانت متطلبات مادية أم فنية أم بشرية.
ضرورة تحديث الأنظمة والتعليمات والسياسات الإدارية بما ييسر عملية التطوير في ظل التحول الرقمي والعمل على إشراك جميع المستويات الإدارية في صياغة وتحديث الأنظمة والسياسات.
ربط برامج التنمية المهنية بمعهد التدريب بالاحتياجات الفعلية للعاملين في مجال الإدارة الإلكترونية.
ضرورة تبني قاعدة معلوماتية للبرامج والتطبيقات والأنشطة ذات العلاقة بالتطور الرقمي في الخدمات.
مما لا شك فيه أن الفساد أصبح العامل الرئيسي والأساسي في انهيار اقتصاد الدول وأنظمتها السياسية، ومن ضمن التحديات التي باتت تطرحها جرائم الفساد هي تعدي آثارها لخارج الحدود الوطنية المرتكبة فيها، وكذلك عجز الوسائل القمعية الداخلية التي نص عليها القانون لمواجهتها، مما أدى لضرورة تكاتف الجهود على الصعيد الدولي، وذلك من خلال آليات تعزز من التعاون الدولي في مكافحة جرائم الفساد.
ولعل أهمها نظامي التسليم المراقب وتسليم المجرمين، حيث تبرز أهمية تسليم المجرمين خاصة مع تنامي ظاهرة فرار المجرمين صحبة الأموال المجنية من جرائمهم المقترفة، في حق استرجاعهم من طرف الدولة المتضررة، بغية تحقيق العدالة بمعاقبتهم ومحاولة استرداد الأموال المنهوبة. أما عن أهمية التسليم المراقب فيمكن القول رغم صعوبة هذا الإجراء وعدم توفر نصوص قانونية تنظيمية خاصة به، إلا أنه إجراء جد أساسي في التحري على جرائم الفساد، خاصة في حالة تحقيق المساعي المرجوة منه، حيث أنه يعمل على كشف أهم المجرمين والعصابات وخطوط سير عملياتهم الاجرامية، هذا من خلال تتبع سير الشحنات غير المشروعة من المرسل إلى المستلم، ولهذه الأهمية سعت اتفاقية الأمم المتحدة لمكافحة الفساد إلى ترسيخ هذين النظامين من خلال النص عليهما في بنودها، والسعي للعمل بهما لاعتبارها اتفاقية متعددة الأطراف بالنسبة للأطراف المنظمة لها.
هذا على الصعيد الدولي أما في ما يخص الجزائر فهي الأخرى بمجرد انضمامها إلى اتفاقية الأمم المتحدة لمكافحة الفساد ومصادقتها عليها، فهذا دليل على اتباعها نفس النهج.

Regarding the importance of the controlled delivery system, it can be said despite the difficulty of this procedure and the lack of regulatory legal texts for it, however, it is a very basic procedure in investigating corruption crimes, as it works to uncover the most important criminals and gangs and the lines of their criminal operations, this is by tracking the course of illegal shipments from the sender to the consignee.
That is why the United Nations Convention against Corruption sought to affirm these two systems by stipulating them in its provisions, by working with them because it is a multilateral agreement for countries that signed it. This is at the international level, but as for Algeria, it joined the United Nations Convention against Corruption and ratified it, and this is evidence of its following the same policy.

هدفت هذه الدراسة إلى بيان أثر تطبيق وظائف إدارة الموارد البشرية في جودة حياة الفرد الوظيفية بمجموعة الاتصالات الفلسطينية بمحافظات غزة. وقد اعتمدت الباحثة فيها المنهج الوصفي التحليلي، واستخدمت الدراسة الاستبانة كأداة رئيسة لجمع البيانات، حيث تكوّن مجتمع الدراسة من جميع الأفراد العاملين في مجموعة الاتصالات الفلسطينية، والبالغ عددهم (650) موظفاً، وقدّ استخدمت الدراسة العينة عشوائية بسيطة لتمثل المجتمع الحقيقي للدراسة، وكان عدد مفرداتها (200)، تم توزيعها باستخدام أسلوب المسح الشامل لجميع أفراد العينة. وقد أثبتت نتائج الدراسة: أنه يوجد أثر ذُو دلالة إحصائية لتطبيق وظائف إدارة الموارد البشرية في جودة حياة الفرد الوظيفية في مجموعة الاتصالات الفلسطينية بقطاع غزة، حيث حصلت وظائف إدارة الموارد البشرية على وزن نسبي (77.29%)، وجودة حياة الفرد الوظيفية على وزن نسبي (76.86%).كما بينت عدم وجود فروق بين متوسط تقديرات أفراد عينة الدراسة بمجموعة الاتصالات الفلسطينية في قطاع غزة حول متغيرات الدراسة (وظائف إدارة الموارد البشرية، وجودة حياة الفرد الوظيفية) تُعزى للمتغيرات التالية: (النوع الاجتماعي، المؤهل العلمي، والمسمى الوظيفي)، بينما وجود فروق ذات دلالة إحصائية تُعزى لمتغيرَي الفئة العمرية وسنوات الخدمة، لصالح الذين أعمارهم (50) سنة فأكثر، ولصالح الذين سنوات خدمتهم تتراوح من (7) إلى أقل من (14) سنة و(21) سنة فأكثر. وقد أوصت الدراسة بعدة توصيات كان أهمها العمل على تعزيز متطلبات الوظيفة مسبقاً قبل بدء عملية الاستقطاب، والاهتمام في عملية تدريب الموظفين وتنمية مواهبهم الإبداعية؛ لتحقيق أفضل إنتاجية مطلوبة، كما أوصت بزيادة الاهتمام بمعايير الصحة والسلامة المهنية في بيئة العمل الداخلية مجموعة الاتصالات الفلسطينية.
سلطت هذه الدراسة الضوء على مجموعة البريكس التي تعتبر واحدة من أبرز المجموعات الإقليمية للقوى الصاعدة، من خلال إبراز مقوماتها وإمكانياتها وأهدافها، بالإضافة إلى تتبع جهودها وإنجازاتها من أجل إعادة تشكيل النظام الدولي بما يتماشى ورؤيتها له، وفي الأخير ذكر أهم العقبات التي منعتها من تحقيق ذلك
هدفت هذه الدراسة إلى تقييم الدور المحتمل لمجموعة البريكس في العلاقات الدولية وأثرها على بنية وطبيعة النظام الدولي. وبعد تحليل المعطيات، توصلت هذه الدراسة إلى نتيجة مفادها بأن البريكس تسعى إلى إصلاح النظام الدولي ولا تسعى إلى تغييره.
This study sheds light on the BRICS group, which is considered one of the most prominent regional groups of the rising powers, by highlighting its components, capabilities and goals, in addition to tracking its efforts and achievements in order to reshape the international system in line with its vision of it, and in the end it mentioned the most important obstacles that prevented it from achieving this .
This study aimed to assess the potential role of the BRICS group in international relations and its impact on the structure and nature of the international system. After analyzing the data, this study came to the conclusion that the BRICS seeks to reform the international system rather than to change it

تحاول هذه الورقة دراسة دور إدارة الموارد البشرية في عملية تقييم أداء العاملين بالجامعات السودانية بالتطبيق على جامعة العلوم والتقانة. تمثلت مشكلة الدراسة فى ان مستويات تقييم اداء العاملين في الجامعات السودانية الاهلية بصفة عامة و بجامعة العلوم والتقانة بصفة خاصة مازالت دون الطموحات والتوقعات ربما يعزي ذلك لضعف تاثير دور ادارة الموارد البشرية في عملية تقيم اداء العاملين. هدفت الورقة الي دراسة العلاقة بين ادارة الموارد البشرية وتقييم اداء العاملين في جامعة العلوم والتقانة في السودان الي جانب توضيح دور وظائف اارة الموارد البشرية في عملية تقييم اداء العاملين. نبعت اهمية الدراسة من حيوية الموضوع الذي تتناوله اذ تركز علي الدوري الحيوي والهام لادارة الموارد البشرية في عملية تقييم الاداء. استخدمت هذه الدراسة المنهج الوصفي كما استفادت من المنهج التاريخي الي جانب اسلوب دراسة الحالة. اختبرت هذه الدراسة عدد من الفرضيات من بينها : توجد علاقة ذات دلالة احصائية بين ادارة الموارد البشرية وتقييم اداء العاملين بجامعة العلوم والتقانة. توجد علاقة ذات دلالة احصائية بين وظائف الموارد البشرية وتقييم اداء العاملين بجامعة العلوم والتقانة. توصلت الدراسة الي عدد من النتائج الهامة ابرزها : وجود علاقة ايجابية بين ادارة الموارد البشرية وعملية تقييم اداء العاملين بجامعة العلوم والتقانة. تلعب وظائف ادارة الموارد البشرية دوراً محورياً في تقييم اداء العاملين بالجامعات السودانية بصفة عامة وجامعة العلوم والتقانة بصفة خاصة. عملية تقييم اداء العاملين بجامعة العلوم والتقانة تحتاج لنظم معلومات موارد بشرية مختصة ادعم عملية تقييم اداء العاملين. بناءً علي هذه النتائج فقد تقدمت هذه الدراسة بحزمة من التوصيات ابرزها: ضرورة الاهتمام بتصميم نظام موارد بشرية الكتروني خاص بتقييم اداء العاملين بالجامعات السودانية. علي ادارة جامعة العلوم والتقانة دراسة التجارب الخارجية الناجحه في مجالات تقييم اداء العاملين واستنباط الدروس الناجحه والاستفادة منها في تطوير تقييم اداء العاملين بالجامعة.
تهدف هذه الورقة البحثية، إلى استعراض استراتيجيات التوسع الصيني في شرق إفريقيا، بالتحديد في منطقة القرن الإفريقي. من خلال إبراز أهم السياسات التي تنتهجها الصين، للتحكم في موارد الطاقة في المنطقة، انطلاقا من دبلوماسية مرنة تقوم على مبدأ استعمال القوة الاقتصادية، وكذا استعمال منطق القوة العسكرية للتوسع في المنطقة، وفي إطار رصد إستراتيجيات تموقع القوى الكبرى في شرق إفريقيا بعد نهاية الحرب الباردة، تبرز الولايات المتحدة الأمريكية كقوة عظمى تسعى لبسط نفوذها هي الأخرى في منطقة القرن الإفريقي. وهذا في إطار بيئة تنافس دولي على موارد الطاقة، وفق منطق الهيمنة والسيطرة على الإقليم.
This research paper aims to review the strategies of Chinese expansion in East Africa, specifically in the Horn of Africa, by highlighting the most important policies that China pursues to control energy resources in the region, based on flexible diplomacy based on the principle of using economic power, as well as using logic The military power of expansion in the region, In the context of monitoring strategies for the positioning of the major powers in East Africa after the end of the Cold War, as the United States of America emerges as a superpower toinfluend in the Horn of Africa, in the context of an environment of international competition for energy resources, according to the logic of domination and control of the region.

Today's technology has grown so pervasive in our lives that it's easy to become addicted to social media, smart phone, and gadget use to the point where it interferes with our relaxation and sleep. Almost everyone experiences stress to some extent. Despite its pervasiveness in our lives, the negative impacts of modern life in the high-tech century, stress and anxiety, are sometimes disregarded. Everyone, however, reacts differently to stressful events. If somebody suspects that technology is boosting his or her stress levels, he or she should consult a psychologist or a counseling doctor. Nomophobia (no mobile phone phobia) is a modern phobia that describes the fear of being without your phone. We must learn to manage with stress in order to become stress resilient. We must eat healthily, exercise regularly, get plenty of rest, and take breaks when we are anxious. Stress can cause emotional and nervous reactions, as well as difficulty sleeping and eating. The believers are only accountable for preserving their loyalty to Allah and becoming good servants of the Almighty in order to live a pleasant life. It is an analytical piece aimed at raising stress awareness among the general public and advising them on how to better handle stress in their daily lives

The African continent became the center of attention for Turkey's leaders, after the Justice and Development Party came to power in 2002, after adopting a new vision of Turkey as a central state in its regional environment rather than a peripheral state. Turkey has become a new player on the continent and has begun its role on the continent through the tools of soft diplomacy, diplomatic representation, official visits to summit conferences, humanitarian aid, cultural cooperation and the role of non-governmental organizations, so that Turkey has deepened its role by activating hard power anifestations in recent years such as military bases, security and defense agreements, military interventions ... etc. for several internal, regional and international considerations whose content is in line with the soft new vision.

Buying behavior of consumers and decision-making process and criteria of Muslim and non-Muslim consumers are fundamental in spreading the brand of Islamic ethical marketing. Many factors including environment, globalization, purchasing power, consumer population, religious and ethical considerations are essential in increasing the worldwide acceptance of Islamic marketing to all races regardless of religious belief. Hence, the paper attempts to identify the appropriate strategies for presenting these Islamic brands and logos to non-Muslim consumers across the global- space. The paper shall provide insight into how Islamic distribution strategies are displayed to every consumer regardless of their faith or cultural practices. The paper likewise builds upon previous scholarly efforts and research outcomes focusing on management approaches and business strategies suitable for increasing the chances of accepting Islamic brands and logos in Muslim and non-Muslim countries. Previous studies helped in understanding the concepts, current business practices, managerial and theoretical perspectives of Islamic branding. The findings indicate that the usage of Islamic brands played a mediating role in strengthening Islamic branded products across non-Muslim countries. Islamic brand was found to create positive impressions about Islam for non-Muslim consumers. It was also discovered that Islamic brands uniquely secured consumers and customers for Islamic products more than non-Islamic products. The study recommends that Islamic marketing designers should build a monitoring logistic to track the level of Islamic product acceptance across the Muslim and non-Muslim world.
اندرجت السياسات البيئية في الجزائر ضمن التوجه الدولي الرامي إلى النهوض بالواقع البيئي العالمي، والتزاما بقرارات مؤتمر ستوكهولم عام 1972؛ حيث عمل المشرع الجزائري من أجل النهوض بالواقع البيئي عن طريق سن تشريعات وقوانين ووضع اليات لتجسيدها ميدانياً اضافة إلى تحديد الجهات الرسمية المسؤولة عن وضع السياسات العامة البيئية، وتنفيذها، ومتابعتها، ومراقبتها.

تمثل الصورة الجزء التأثيري الأهم في الوظيفة الشعرية "فالصورة أول ما ندركها تشغلنا، وتستقطب اهتمامنا بذلك التجاوز الدلالي الذي لا نعثر عليه بالكم والكيف نفسهما في الكلام العادي"[1]، وبها تتجسّد شخصية المبدع في ذهن المتلقي، ولكنها لا تؤدّي دورا ذا أهمية إلا بالائتلاف الجمعي بين النظائر المُشكـــِّلة لها، ونقصد به الترابط بين الألوان البلاغية بعضها ببعض، فالتشبيه وحده غير كافٍ لإعطاء آفاق واسعة على الدلالة المقصودة، لكنّه يصبح فاعلا ونفاذا إذا شدّت من أصره الاستعارة والكناية مثلا، أو غيرهما من الأبواب البلاغية الأخرى، فالصورة قد تبقى مُجزية مقبولة باقتِصارها على تقنية واحدة دون سواها، وإن ْ وردت مُطابِقة لــمُقتضى الحال، لكنها لا تحمل بعدا تصويريا عميقا، كما أن تكثيف الأوجه البلاغية حول المعنى الواحد، يفتح نوافذ متعددة للتأويلات حول النص، وللوقوف على التشكيلات الجمالية للصورة البيانية عند الكلباني وللتعرف على مؤشرات رُجوح شكل معين على آخر، ستكون دراستها من ثلاثة جوانب: التشبيه والاستعارة و الكناية، ولا يفوتني التسليم ُ بأن الخــُـــلاصات البلاغية التي سنقبل على دراستها إنما تمثل ذائقة الباحث ومدى إحساسه الفني في استملاح صورة واستهجان أختِها، وأن أمر َ التفاوت في تقييم الصورة أمر بَــدَهي قد يعود إلى اختلاف مشارب المعرفة و روافد الثقافة.
تعتبر الطاقة من بين القطاعات المحركة للدول، نظرا للأهمية الإستراتيجية لهذا المورد الحيوي والذي كان ولا يزال من بين الموارد المهمة لا سيما في ظل الارتفاع المتزايد للطلب العالمي على الطاقة من اجل
تامين إمداداتها في ظل ندرة وزيادة الطلب عليها وهذا ما خلق نوع من التصادم في مصالح الدول إلا انه من جهة أخرى عملت بعض المناطق على هندسة التعاون فيما بينها للتقليل من حدة التصادمات عبر عقد اتفاقيات شراكة مثل منطقة المتوسط التي جمعت بين ضفة جنوبية تزخر بهذا المورد وضفة شمالية تسعى إلى امتلاك وتامين إمداداتها الطاقوية .
Energy is among the driving sectors of countries due to the strategic importance of this vital resource, which was and still is among the important resources, especially in light of the increasing global demand for energy in order to secure its supplies in light of the scarcity and increase in demand for it, and this has created a kind of collision in the interests of countries.
However, on the other hand, some regions have worked to engineer cooperation among themselves to reduce the severity of collisions by concluding partnership agreements, such as the Mediterranean region, which brought together a southern bank rich in this resource and a northern bank seeking to possess and secure its energy supplies.

هدفت الدراسة التعرف إلى أثر الرقابة الإدارية على الأداء الوظيفي في شركة اسمنت نجران، تم استخدام الاستبانة كأداة لجمع البيانات، واتبع البحث المنهج الوصفي والتحليلي، لتحليل البيانات. وتمحورت المشكلة حول السؤال الرئيسي "ما أثر الرقابة الادارية على الأداء الوظيفي في شركة أسمنت نجران، وأيضا أتت أهميتها في الدراسة في إثراء المعرفة في مجال نظم معلومات الموارد البشرية، وتمثلت الفرضية الرئيسة في هل يوجد فروق في أثر الرقابة الإدارية على الأداء الوظيفي (الفعالية، الكفاءة، التقييم) تعزى للمتغيرات التالية: (المستوى العلمي، سنوات الخبرة الإدارية) من وجهة نظر العاملين في شركة أسمنت نجران، وتوصلت الدراسة إلى عدة نتائج منها: أنه لا يوجد فروق في أثر الرقابة الإدارية على فاعلية الأداء الوظيفي في شركة أسمنت نجران تعزى لمتغير المستوى العلمي وسنوات الخبرة، لا يوجد فروق في أثر الرقابة الإدارية على تقييم الأداء الوظيفي في شركة أسمنت نجران تعزى لمتغير المستوى العلمي، واوصت الدراسة بزيادة كفاءة وفاعلية عناصر الرقابة الإدارية في شركات الأسمنت في المملكة العربية السعودية وتعزيز دورها في الرقابة على جودة الأداء، وتفعيل دور الرقابة الإدارية في تحليل المخاطر التي تشكل تهديدا لتحقيق أهداف الشركات والمؤسسات، خاصة مخاطر عدم الالتزام بالقوانين والتعليمات والتعثر.
إن ارتكاب جريمة من الجرائم الدولية الأربع المتمثلة في: جرائم الحرب، جرائم ضد الإنسانية، جرائم الإبادة الجماعية وجرائم العدوان من قبل شخص طبيعي لا يكفي وحده لممارسة المحكمة الجنائية الدولية إختصاصها عليه، فلم يعترف نظامها الأساسي بمبدأ الاختصاص التلقائي، وإنّما قيّد ذلك بضرورة تحريك الدعوى الجنائية
الدولية من قبل جهات محددة على سبيل الحصر وبتوافر مجموعة من الشروط لقبول الدعوى أمامها.
حيث تهدف هذه الدراسة إلى تحديد الأطراف التي يجوز لها تحريك الدعوى أمام المحكمة الجنائية الدولية وبيان مختلف الشروط التي تحكم هذا الإجراء.
The perpetration of one of the four international crimes represented in: war crimes, crimes against humanity, crimes of genocide and crimes of aggression by a natural person alone is not sufficient for the International Criminal Court to exercise its jurisdiction over it, its statute did not recognize the principle of spontaneous jurisdiction, but rather restricted by the need to set in motion an international criminal lawsui by specific parties exclusively and that there is a set of conditions for accepting the case before it.
As this study aims to identify the parties who may set the case in motion before the International Criminal Court, and to clarify the various conditions governing this procedure.
