This study is aimed to reveal the common relationship between the French adminstration and the usurious tragic transactions that was taking an upward trend in Algeria during the earliest years of the colonization. Sub-prime loans used to be existed during the Ottman rule but it was taking place in a small-scale then it has started to recede by the backing away of popular resistance. Usurious transaction was one of a thousands ways that french colonization has followed for taming the Algerian community and making its living conditions pathetic and miserable. It was a tricky way so that they would be owed for the French authorities as long as they lived after seizing their properties and lands since the majority of them used to live in the countryside. Jews and European businesses forced the Algerians and farmers in particular to deal with usurious transaction in terms of sub-prime loans so that they can get their properties under basis of full legality by making them deep in debts and use them later as labours after they were landowners. Just by the imposition of the complete domination, French authorities set the control all over the usurious transactions that Jews and European businesses used to rule so that it can be passed as one of the primary economic laws and regulations to maintain the occupation and constructiong the the new rulling system as well. In this study, we shed light on two pests, one of which is a product of the other. Crime is the result of several causes, the most prominent of which is poverty, as the environment conducive to the growth of crime on a large scale is far from the eyes of the authorities that remain mainly far from this marginalized group. Which ranged between nature, politics and economics, with mentioning examples of crime generated from want and need, and its progression of theft and robbery that sometimes lead to murder. On them by means of sorcery and magic, in its end, it concluded with the various efforts exerted by rulers, jurists and Sufis to eradicate poverty and crime. Creator An entity primarily responsible for making the resource بن بلخير, أحمد بوعقادة, عبد القادر Date A point or period of time associated with an event in the lifecycle of the resource 2022-01-15 Description An account of the resource شكّل دخول القبائل العربيّة الهلالية والسليميّة إلى إفريقية والمغرب منتصف القرن05ه/11م حدثاً مهمّاً في تاريخ بلاد المغرب، إذ ترتّب عليه العديد من النتائج التي يراها البعض إيجابيّة – كتعريب المنطقة -، بينما يراها الطرف الآخر والمتمثّل أساساً في المستشرقين- أمثال جورج مارسيه وروبر برانشفيك- ومن تبعهم بنقطة انحطاط الحضارة الإسلامية وقد سمّاها بعضهم- الهادي روجي إدريس- الكارثة الهلالية، ولئن اعتبر المؤرخون أنّ القطيعة هي السبب الرئيس لهجرة تلك القبائل، فإنّ هناك عاملاً آخر لا يقلّ أهمية عن الأوّل ألا وهو الأزمة الاقتصادية الخانقة التي شهدتها مصر أواخر القرن 4هـ/10 م وبداية القرن 5هـ/11م. وُصفت هذه القبائل العربيّة بعد دخولها إلى المغرب بالمخرّبة لكل أنواع الحضارة والعمران، لكن يبدو أنّ أمراء صنهاجة بفرعيها الزيري والحمّادي قد ساهموا بدورهم في ذلك التخريب الذي طال العديد من المدن المغربيّة كالقيروان مثلاً، وأكبر دليل على ذلك موقعتي جبل حيدران 443هـ، وموقعة سبيبة 457هـ، الأولى أدت إلى دخول الهلاليين إلى القيروان والثانية انتشرت فيه القبائل الهلالية بالمغرب الأوسط انتشاراً كبيراً. وقد خلُصنا من خلال هذه الدراسة إلى أمرين اثنين: أوّلهما أن القطيعة بين الطرفين والتي أدّت إلى تأزّم العلاقات بينهما كان لها كبير الأثر في عبور القبائل العربية الهلالية إلى المغرب، ثاني هذه النتائج هي أنّ الأزمة الاقتصادية الخانقة التي عانى منها المشرق الإسلامي في تلك الفترة شكّلت عاملاً مهمّا في تهجير الهلاليين، كما ساهمت بشكل عكسي في التخفيف من الضغط المفروض على بلاط الفاطميين بمصر، هذا كلّه جعل من التغريبة الهلالية حقلاً واسعاً لأقلام المستشرقين. The entry of the Arab tribes of Bani-Hilal and Soulaimi to the Ifriqiya and Almaghreb in Mid of the 05h /11 century; was a landmard in the history of this areas because of its various consequences – some see it as positive (arabisation of this area); while others consider it as negative – mainly orientalists like George marselle and Robert Branchfek – because they consider it as the decadence of the Islamic civ; and some like Alhadi Roger Idriss; went be y ond this and labeled it as “the Hilali catastrophy”.    After their arrival; the Hilalians were depicted as Destructive and plundering hords to all from of Civilized life and Urbanism; but what should be noticed is the contribution of Sanhaji rulers ( Zirids and Hammadi ) to the ruining of Maghreb cities like Kairouan manifesting in Battles like “Haydaran 443 AH ; and Sabiba 457 AH “ , the first led to the entry of Bani Hilal to Kairouan , while the secand opened the door to the spread of Hilalians in the Central Maghreb. We concluded through this study to two things; the rupture between the two sides was a prime cause to the immigration of Bani-Hilal to the Almaghreb; and the second factor is the economic crisis that suffocated the eastern Islamic countries and this made Taghribt Bani-Hilal a large field for orientists to write about.
