Creator An entity primarily responsible for making the resource الجازي, منى مرضي ضاري لصلج, نوال Date A point or period of time associated with an event in the lifecycle of the resource 2022-12-04 2021-12-31 Description An account of the resource هدفت الدراسة إلى الكشف عن كيفية تنظيم المشرع الأردني للضرائب والرسوم الجبائية العائدة كليا لفائدة البلديات، ولتحقيق اهداف الدراسة ابتعت الدراسة المنهج الكيفي، وتم جمع البيانات من خلال مراجعة التشريعات والقوانين والتقارير والمواقع الرسمية والأدبيات التي تناولت موضوع الدراسة، وأظهرت النتائج  بلوغ معدل الإيرادات الضريبية والرسوم العائدة كليا لفائدة البلديات إلى الإيرادات المحلية بالأردن خلال الفترة (2016-2020) 61%، ويتم تحصيلها من ضرائب المفروضة على المشتقات النفطية والأبنية والأراضي، وتراخيص المهن والأبنية والإنشاءات، وكذلك الرسوم المفروضة على الفاكهة والخضار والمكاييل، وبيع الحيوانات، والاعلانات، والمقاهي، والملاهي، ودور السينما، ومواقف السيارات وغيرها من الرسوم المفروضة على الجهات التي تقدم خدمات للمواطنين. وأظهرت النتائج  ايظا ان معدل قيمة إيرادات الضرائب العائدة كليا لفائدة البلديات خلال الأعوام (2016-2020) 8.57 مليون دينار أردني. من أهم المعوقات التي تحول دون زيادة إيرادات الرسوم والضرائب العائدة بالفائدة الكلية للبلديات هي ضعف النظام الضريبي، وارتفاع معدلات البطالة حيث وصلت أعلى نسبة للبطالة 24.7% خلال عام 2020، وارتفاع معدلات الضرائب حيث بلغ العبء الضريبي على الفرد نسبة24.2%، خلال عام 2020، وقضايا الفساد المالي حيث بلغ عدد ملفات قضايا الفساد المالي في النظام الضريبي إلى 276 ملفا. وقدمت الدراسة مجموعة من التوصيات من أهمها اتخاذ إجراءات فعالة في اصلاح النظام الضريبي بحيث يراعي يتضمن الأساليب والحيل المستحدثة ويسد الثغرات التي يستغلها المكلفين للحد من التهرب الضريبي، انشاء مشروعات لتشغيل الشباب والحد من ارتفاع نسبة البطالة، مراجعة النظام الضريبية بالنسبة لحجم الضرائب بحيث تكون معقولة ومناسبة للأوضاع الاقتصادية التي يعيشها المواطن الأردني، زيادة إجراءات الرقابة للحد من ممارسات الفساد المالي. تحتل أسماء النطاق مكانة متميزة على الصعيد الاقتصادي عموما والتجارة الالكترونية خصوصا لاسيما في ظل تطور وسائل التكنولوجيا وظهور شبكة الانترنت ، فأصبحت أسماء النطاق تساهم في التسويق والتسوق الالكتروني عبر شبكة الانترنت في عالم افتراضي لا يلتقي فيه العملاء في مكان واحد ، إضافة إلى اعتبارها وسيلة إعلان فعالة للإعلان عن المشاريع التجارية والتعريف بها لجمهور المستهلكين والعملاء ، وللإعلان أيضا عن منتجاتها وخدماتها التي تقدمها ، أما من الناحية التقنية فإن أسماء النطاق تساعد على استرجاع المعلومات المخزنة على الشبكة وكذلك على البحث من خلال استعمال محركات البحث المخصصة لذلك . The purpose of this study is to determine the content of the object’s law or the applicable law when it comes with a foreign element, especially if the elements of responsibility were divided on different countries e.i the fault was committed in a country and the damage will be in another one, or a fault was committed in a region that doesn’t have the territorial sovereignty ,or both, the responsible and the injured are foreigners, then it is necessary to seek the law of which country is applicable. This study also define the attribution rules adopted in Algerian legislation and the difficulty that the judge may encounter between the application of the rule or its exception. This study also aims to show the dual position between the attribution rule in article 20/ 2 and article 24 of the Algerian Civil Code, and we achieve to dispense the second paragraph of the latter. Creator An entity primarily responsible for making the resource عجوري , جواد يونس, أحمد عماد الدين قادري, عبد الحفيظ Date A point or period of time associated with an event in the lifecycle of the resource 2022-09-14 2021-12-31 Description An account of the resource تكمن الحاجة إلى الهيئة الشرعية بسبب ما تقوم بها من مهام محورية على رأسها إبداء الفتاوى والاراء الشرعية، غير أن هذه المهمة رغم أهميتها إلا أنها تبقى دون جدوى إذا لم تقترن بوجود من يتأكد من الالتزام بهذه الفتاوى في تطبيقات المؤسسسات المالية، ومن هنا تأتي أهمية هذا البحث الذي يهتم بتتبع مدى قدرة الهيئات الشرعية –عموما- واللجنة الشرعية -خصوصا- على متابعة قراراتها. وقد بينت نتائج البحث أن الهيئات الشرعية متفاوتة في تفعيل هذه الوظيفة، حيث تهتم بعض الأجهزة الشرعية بنشر قراراتها للعموم، والتواصل والتوعية والمشاركة في الأنشطة التكوينية وإنجاز التقارير الرقابية ونشرها، بينما لا تتمكن كثير منها من التأكد من قراراتها في الميدان. في حين يغلب على اللجنة الشرعية ممارسة مهمة إبداء الرأي بالمطابقة؛ حيث لا تزال النصوص التشريعية المؤطرة لعملها تمنعها من ممارسة دور المتابعة الميدانية، والتأكد من تقارير المؤسسات المالية التشاركية أو متابعة نتائج تقريرها، ومن قيامها بأدوارها التواصلية والتوعوية والتكوينية، بينما لم تقم اللجنة بنشر كثير من آرائها رغم سماح القانون بذلك، وعملها في إنجاز التقرير السنوي لا يزال غامضا. جاءت هذه الدراسة لمعرفة ما إذا كان هناك فروق في الذكاءات المتعددة بين الأطفال بسن 6 سنوات الممارسين وغير الممارسين للنشاط البدني الرياضي، وذلك بتطبيق مقياس شيرر للذكاءات المتعددة على عينة متكونة من ستين تلميذا مقسمين على مجموعتين، المجموعة الأولى للأطفال الممارسين للنشاط الرياضي والمجموعة الثانية للأطفال غير الممارسين، ولقد تم الاعتماد على المنهج الوصفي المقارن كمنهج مناسب لهذه الدراسة. وتوصلت الدراسة في الأخير إلى وجود فروق في الذكاءات المتعددة بين التلاميذ الممارسين وغير الممارسين جزئيا، وعدم وجود فروق بين التلاميذ الممارسين للنشاط الرياضي حسب نوع النشاط، وأخيرا عدم وجود فروق بين التلاميذ غير الممارسين للنشاط الرياضي حسب الجنس  This study came to find out whether there are differences in multiple intelligences between children at the age of 6 years who are practicing and not practicing physical sports activity, by applying the Scherer scale of multiple intelligences to a sample of sixty students divided into two groups, a group of children practicing sports activity and a group of non-practicing children Reliance on the descriptive comparative approach .Finally, the study found that there are differences in multiple intelligences between practicing and partially non-practicing students, and there are no differences between students who practice sports activity according to the type of activity, and finally there are no differences between non-practicing students according to gender. Creator An entity primarily responsible for making the resource رازقي , محمد البشير تيجاني, وافية لوشن, محمد Date A point or period of time associated with an event in the lifecycle of the resource 2022-09-14 2021-12-31 Description An account of the resource تبيّن لنا من خلال هذا المقال التنوّع الكبير للأساليب العنفيّة التي وقعت في مجتمع مدينة تونس خلال النصف الثاني من القرن 19. برز لنا أوّلا أهميّة الوثائق الأمنيّة كمصدر مهمّ للمعلومات الأوليّة والصادرة من الفاعلين الاجتماعيين مباشرة. فهمنا ثانيا طبيعة التوتّرات العديدة التي تشابكت مع الحياة اليوميّة في مدينة تونس قُبيل حدث مهمّ وهو انتصاب حماية الفرنسية بتونس (1881)، وهي ممارسة أيضا عنيفة باعتبارها احتلالا. نستنتج ثالثا أنّ الأزمات الاقتصادية والاجتماعيّة والسياسية التي عاشتها البلاد التونسية خلال القرن 19 أثّرت على الحياة اليومية للسكّان، حيث أصبح العنف الجسدي لغة أساسيّة وممارسة شائعة بين النّاس. ونشير أخيرا إلى أهميّة الشروع في العمل على مدوّنة كاملة للجسد في تاريخ البلاد التونسيّة، وقد حاولنا في هذا المقال المساهمة في جرد وتحديد طبيعة وأساليب وتقنيات العنف، وهذا مشروع قابل للتوسّع والتطوير ومنفتح على النقد والتعديل. تهدف هذه الورقة البحثية إلى إلقاء الضوء على مختلف الآليات والتدابير التي اتخذتها الجزائر في سبيل دعم تنافسية مؤسساتها الصغيرة والمتوسطة، وذلك في ظل الانفتاح الاقتصادي الذيتشهده الجزائر. وبهدف تحقيق ذلك تم القيام بدراسة تحليلية للمؤسسات الصغيرة والمتوسطة في الجزائر ولمختلف إجراءات دعم تنافسيتها.لقد توصلت الدراسة إلى مجموعة من النتائج أبرزها أن الجزائر اتخذت عدة آليات في سبيل دعم تنافسية المؤسسات الصغيرة والمتوسطة، أهمها تعدد برامج تأهيلها وتعدد هيئات الدعم،إضافة إلى البرنامج الوطني للتقييس وبرنامج إعادة تأهيل المناطق الصناعية. This research paper aims to highlight various mechanisms and measures takenby Algeria in order to support the competitiveness of its small and mediumenterprises, in light of the economic openness that Algeria is witnessing. To this end, an analytical study was conducted in small and medium enterprises in Algeria to investigate what various measures were taken to support their competitiveness. The study has yielded several results, the most important of which is that the Algeria has taken several mechanisms in order to support the competitiveness of small and medium enterprises. One more important result is the multiplicity of their up-gradingprograms and the multiplicity of support agencies together with the standardization program and the industrial zone rehabilitation program. The results showed that the global financial market indicators responded quickly to the epidemic shock, as the decline in prices and returns was dramatic, severe, synchronized and infectious, despite the variation in reactions and patterns of volatility from one market to another. The returns showed extreme volatility patterns and significant anomalies from normal behavior with instability in time-series of price changes, which hints to the growing degree of risk and uncertainty in global financial markets. The same results also indicated that the impact of the Covid-19 outbreak on the markets, in association with intermediate channels and factors, was more destructive than other previous crises. The main aim of this study was to investigate the availability of environmental discloser requirements in the Libyan industrial companies.In order to achieve its objectives; the study has adopted descriptive analytical approach. In addition, to analyise the data that have been collected using a questionnaire, appropriate statistical methods have been used. The main findings of the study have indicated that the Libyan industrial companies have the requirements of environmental discloser. Through this paper we touched on the topic of time management as an element of improving workers’ performance in an attempt to answer the problematic which was intended to determine the direct and indirect effects of time management on the workers performance level in the health institutions in Algeria in light of the outbreak of the Corona Virus epidemic, In our empirical study, we have relied on the econometrical and analytical method to determine the different effects of study variables represented in: the time management variable, the work stress (intermediate variable) and the workers performance, using (PLS – SEM-method) on a sample of 98 affiliates of the health sector represented by doctors and nurses. we concluded that there is a direct and indirect significant effect of time management on the performance of workers, so that the mediation of work pressures to manage time and the performance of workers is complementary partial mediation. Creator An entity primarily responsible for making the resource البـدوي, أحمـد بن خلفـان بن عامر بوعبيــــد, أنيـس عمران, سفيان بن ولهة, التوفيق Date A point or period of time associated with an event in the lifecycle of the resource 2022-09-03 2021-12-31 Description An account of the resource هدفت الدراسة إلى طرح مؤشر توازن الاستثماري كمحاولة لضمان التوازن في نمو القطاعات الإنتاجية غير النفطية، وذلك من خلال عمل المؤشر ودوره في تنظيم الاستثمار وإدارة وتوجيه التراخيص والمشاريع الاستثمارية والعاملين فيها بشكل فعال وبما يخدم نجاح برامج التنويع الاقتصادي والوصول بها إلى المستوى المتكافئ أو المطلوب، وتوصلت الدراسة إلى وجود تقارب وارتباط بين درجة تنويع القطاعات الإنتاجية غير النفطية، ودرجة التنويع في كل من المؤسسات والمنشآت الاقتصادي، ودرجة التنويع في قوة العمل، أي أن المخرجات المتمثلة في نمو القطاعات الإنتاجية غير النفطية هي انعكاس للمدخلات المتمثلة في عدد المؤسسات والمنشآت الاقتصادية وعدد العاملين في القطاعات الإنتاجية غير النفطية. تهدف هذه الورقة البحثية إلى تبيين معالم العلاقة بين "البيوإتيقا" والمطلق (المقدس، المعتقد، السلطة) وسعي الكثير من الفكرين إلى إقامتها على الفصل، من بينهم الفيلسوف الأمريكي "دانيال كالاهان"، إذ سيتم إجراء حفر أركيولوجي من أجل استشكال أصول هذه العلاقة، ثم منهج تحليلي لتبيين آثارها الإيجابية والسلبية لتُعرض على النقد، وذلك لتحرير الخطاب البيوإتيقي من كل ممارسة يمكن أن تضعه في رواق ضيق وتعيق تطوّره، وقد توصلت الدراسة إلى ضرورة تخليص هذا الخطاب من كل معتقد أو سلطة أو مقدس، وانفتاحه على مجالات متعددة، ليتميز بطابع عقلاني شمولي، مما يسمح لها بمعالجة القضايا الشائكة التي خلفتها منجزات العلم. Creator An entity primarily responsible for making the resource حميد, مروه عبد الباسط داود, منذر رديف بركات, عبد الرزاق بن حاوية, يمينة Date A point or period of time associated with an event in the lifecycle of the resource 2022-09-03 2021-12-31 Description An account of the resource الإنسان ابن البيئة التي يولد و يعيش فيها، فالعرب عاشوا بالنظام القبلي، و القبيلة عندهم تتألف من ثلاث طبقات هم: أبناؤها و العبيد و الموالي، يحكمهم قانون اجتماعي واحد يتلخص بكلمة "المروءة"، و يتمتع هذا المجتمع بصفات كثيرة منها  فصاحة اللسان وجسارة القلب والعزة والإباء و الشجاعة . في هذا المجتمع نشأت الشاعرة الخنساء، التي سُميت تماضر، و انتسب إلى سُراة سُليم، لكنها اشتهرت بلقبها الخنساء أكثر من اسمها، عُرفت بالشعر و الجمال الأخاذ، فكانت شاعرة قوية حرة بالإضافة لجمالها الرائع، إلا أن الشعراء لم يتجرؤوا على التغزل بها، لما تتمتع به من منزلة رفيعة في قومها فأبوها كان من سادة القوم . و يعتبر مقتل كلّ من أخويها معاوية ثم تلاه صخر بداية نشأتها الشعرية لما كان يتمتع به صخر من صفات بارزة، فأكثرت من قول الشعر فيه، فلم يكن هناك امرأة أشعر منها. فالنابغة الذبياني كان من أشد المعجبين بشعرها ، و نافست الشعراء الفحول كأمثال حسان بن ثابت . كان الرثاء هو الغرض الأبرز الذي خاضت به الخنساء في شعرها و يمر رثاؤها بمراحل ثلاث: البكاء و العويل ثم الثناء على الميت ثم العزاء و حتمية الأقدار. كما كان لزوجها نصيب من مراثيها  في قصيدة لا تعدّ من أجودهم، و لا يظهر حزنها المرير عليه، ربما لأنها لم تكن زوجته الوحيدة، و ربما لأنها كانت في بدايتها و لمّا تصل إلى قمة الشاعرية، و مع فقد أخويها معاوية ثم صخر تغيرت نظرتها للموت فأدركت أنه المصير الذي لا مفر منه، و رغم تلاحق المصائب عليها إلا أن أعظمها تأثيرا في نفسها هو موت أخيها صخر، فظلت تندبه أربعين عاما. و مع دخولها الإسلام تسرب النفَس الإسلامي إلى شعرها و قد فهمت فلسفة الموت، و عودة النفْس إلى بارئها، فتبدل حزنها على أهلها، فلم يعد بسبب الفقد بل لأنهم لم يتزودوا بزاد الآخرة، و حلت النظرة التأملية بدل النظرة السوداوية في شعرها، و حوّلت تدبرها و تأملها بحقيقة الموت إلى قصائد تضعنا أمام شخصية الشاعرة ذاتها بأحاسيسها و مشاعرها ، فتجربتها الشعرية لم تكن وليدة المواقف بل كانت نتيجة صراع طويل مع الألم و القلق، تصبّه بقوالبها الشعرية فالشاعر الحقّ يتمتع بذاكرة تحتفظ بأدق الملاحظات، فتعمل على إعادة خلق التجربة، لتعيد صياغة الأفكار و العواطف المختزنة  و تقدم للمتلقي حضوره الفعلي و الذهني . و قد عاشت الخنساء الحالة الشعورية فتأججت مشاعر عارمة في نفسها، لتنفثها في شعرها فيحدث ذلك أثراً عظيما في نفس السامع ، و هذا الأثر الذي يُترك في المتلقي تُقاس شاعرية الشاعر، فيدخل المتلقي بعملية الإبداع بطريقين، الأول دفع المبدع للنظم و تذوق شعره، و الثاني فك مغالق النص و فهمه العميق. تقود تكنولوجيا المعلومات الآن جميع المؤسسات بمختلف قطاعاتها ومن أبرزها المكتبات ومؤسسات المعلومات، إلا أن الميدان أظهر أن تنفيذ العديد من المشاريع التكنولوجية على مستوى هذه المكتبات لا يحقق نتائج مرضية مقارنة بما أنفق عليها من إمكانيات ضخمة، الأمر الذي جعلها تبقى مجرد مبادرات لتطبيق التكنولوجيا فحسب. يحاول هذا البحث تقديم بعض التصورات النظرية حول الدور الهام لحوكمة تكنولوجيا المعلومات في التحكم الأمثل في تكنولوجيا المعلومات في المكتبات وتحسين آداءها عن طريق منظومة من الأدوات والآليات المساعدة في عملية التنفيذ والتقييم. اعتمدنا على المنهج الوثائقي من خلال الجمع المتأني للوثائق حول الموضوع وتحليلها للوصول إلى استنتاجات تتعلق بمشكلة البحث. nformation technology now leads all institutions in their various sectors, In particular libraries and information institutions. Many researches have confirmed that many IT projects in libraries do not achieve satisfactory results compared to the enormous potential spent on them, which made them merely initiatives to implement technology only. This research attempts to provide some Theoretical perceptions about the important role of IT governance in the optimal control and performance of IT in libraries.
