The study aimed to diagnose the reality of e-business in Algeria and its readiness to ensure a smooth transition towards this new type of business in the light of the Fourth Industrial Revolution, by identifying the readiness of its infrastructure and the degree to which it adopts digital technology. To achieve the goal, the descriptive analytical approach was used by dissecting the phenomenon in question and analysing the relevant data. The study showed that Algeria is unable to adopt e-business in the light of the Third Industrial Revolution, and that the loss of the bet of the Third Industrial Revolution does not necessarily mean influencing the adoption of the concepts of the Fourth Industrial Revolution, where Algeria's chances remain fully because of its means of transition if the situation is rectified. Its urban fabric does not have the capacity to follow the urban dynamics of the city. The ambition of this study is to allow to acquire a deeper knowledge on the reasons for its dysfunction. The method used in this study is spatial syntax, and specifically, the angular segment analysis. The results found two types of urban structures. Which undergo two different aspects of degradation of the traditional built environment, either by the conversion of several traditional dwellings into places of commerce or services, total or partial renovation, for the first type, or an advanced state of disrepair, and a big abandonment of the place, for the second. We have found that the characterization of the urban structure is essential to carry out any intervention at the level of the historic centers, in order to assign more precise values to the places. La médina de Bou-Saada subit une dégradation progressive. Son tissu urbain n’a pas la capacité de suivre la dynamique urbaine de la ville. L'ambition de cette étude est de permettre d'acquérir une connaissance plus approfondie sur les raisons de son dysfonctionnement. La méthode utilisée dans cette étude est la syntaxe spatiale, et précisément, l’analyse du segment angulaire. Les résultats trouvés ont mis en évidence deux types de structures urbaines, qui subissent deux aspects différents de dégradation du cadre bâti traditionnel, soit par la reconversion de plusieurs habitations traditionnelles en lieux de commerce ou de services, rénovation totale ou partielle, pour le premier type, ou, un état de délabrement avancé et un grand abandon des lieux, pour le deuxième. Nous avons constaté que la caractérisation de la structure urbaine est indispensable pour procéder toute intervention au niveau des centres historiques, afin d’attribuer des valeurs plus précises aux lieux. We propose a reflection on the functioning of discursive mechanisms and the construction of the textual world of theatrical genre intended for children through the identification of linguistic and non-linguistic means provided by the author to guide the interpretation. Also through the different discursive mechanisms that accompany and manage the whole operation of putting into discourse namely the implicit, intertextuality, dialogism and the functioning of illocutory acts to deduce the morality underlying the children’s play : the wings of Namoula ""أجنحة نمولة by Youcef Baaloudj. Results show that the accentuation of the use of illocutory acts by the characters of the piece as well as the different forms of intertextuality. This is in the songs repeated by the characters and the  implicit incorporation of the tale of The Cicada and the Ant then the explicit integration of the tale The Rabbit and the Turtle. Cet article vise à réaliser une lecture pragmatique énonciative de la pièce théâtrale destinée à l’enfant algérian أجنحة نمولة' ' ‘Les ailes de Namoula’ de Youcef Baaloudj. Notre démarche consiste à repérer les moyens linguistiques et non linguistiques utilisés par l’auteur pour tracer le chemin interprétatif de son public et délimiter les mécanismes discursifs qui fonctionnent au sein de ce discours .L’analyse révèle un emploi remarquable des actes illocutoires par les personnages, cet emploi fonctionne comme un trope communicationnel où l’énonciataire extrascénique (l’enfant) est impliqué indirectement. La présence de l’intertextualité est également révélatrice ; outre la fonction ludique des chansons et des fables incorporées : la morale tirée de La Cigale et la Fourmi ainsi que celle du Lièvre et la Tortue interpelle l’enfant pour créer des passerelles qui guident son interprétation de la présente pièce. To this end, the public authorities have taken unprecedented budgetary measures which have resulted in the bursting of the public debt ratio. This paper examines the  sustainability of Algerian public debt. It first explains the notion of public debt sustainability and its implications for the conduct of fiscal policy. It then proves the unsustainability of the Algerian public debt at the threshold of 50% of GDP under the budgetary constraint of the State. Finally, it suggests a sustainable fiscal trajectory from 2027 by respecting the proposed fiscal rule that sets the threshold of the public debt/GDP ratio at 80% with a maximum budget deficit tolerance of 4% per year. A cet effet, les pouvoirs publics ont pris des mesures budgétaires sans précédent qui se sont traduites par l’éclatement du ratio de la dette publique. Ce papier examine la soutenabilité de la dette publique algérienne. Il explique d’abord la notion de soutenabilité de la dette publique et ses implications sur la conduite de la politique budgétaire. Il prouve ensuite l’insoutenabilité de la dette publique algérienne au seuil de 50% du PIB sous la contrainte budgétaire de l’Etat. Enfin, il suggère une trajectoire budgétaire soutenable dès l’année 2027 en respectant la règle budgétaire proposée qui fixe le seuil du ratio de dette publique/PIB à 80% avec une tolérance maximale du déficit budgétaire de 4 %par an. It is reflected in the ancestral organization "Tajmâat" and in the emergence of multidisciplinary associations that meet local development objectives. In this article, we are interested in the cultural association "Amzab N’ Lehna ", which brought together all the factors in order to succeed in its territorial intermediation through local projects specific to the village territory in order to face collective problems. Second, it presents the results of the interaction of actors in the preservation of the heritage of the village, by including participatory governance in all projects. La solidarité est une forme d’entraide entre les Hommes, on la trouve régie par des organisations territoriales, à l’exemple de Tajmâat, une organisation ancestrale kabyle. Cette dernière contribue dans la régulation et l’organisation de la vie économique, sociale du village, elle fonctionne comme une institution démocratique du village. L’intermédiation territoriale est à la base des rapprochements des acteurs (Tajmâat, associations, familles, village…). Notre travail s’inscrit dans les pratiques de l’économie solidaire qui renvoie à l’ensemble des actions de solidarité qui contribuent à l’amélioration des conditions de vie de la population du territoire, ainsi à de nouveaux problèmes qu’il faut de nouvelles solutions. L’organisation territoriale en Kabylie a subi différentes mutations pour répondre aux exigences de la société en évolution. Notre problématique est de voir, comment les acteurs de l’économie sociale et solidaire contribuent-ils à réinventer les actions de solidarité ancestrales? Notre analyse se focalisera sur l’expérience de médiation d’une association culturelle Amzab N’ Lehna dans le territoire (village Boudjelil) en vue du développement du territoire.Il s’agit du lien entre le mouvement associatif et le développement du territoire. The subject stems from a doctoral study conducted through five Algerian national museums of archaeology ; these institutions as well as the collections they preserve were evaluated in relation to the implementation of conservation and preventive measures whose objective is the protection and perpetuation of this material cultural heritage.
