مما لا شك فيه أنه لا يمكن تعظيم الاستفادة من الاقتصاد الرقمي دون المرور بنشر الثقافة المالية بالمؤسسات المختلفة والقدرة على احتواء وإدراج جميع الأفراد على الوصول إلى الخدمات والمنتجات المالية بما فيها الخدمات المصرفية الإلكترونية، حيث إن أهمية تعزيز مستويات الثقافة المالية والوصول إلى الخدمات المالية ستنعكس ايجابيا على درجة تطور وعمق واستقرارالقطاع المالى والمصرفي من جهة، وعلى تعزيز افاق النمو الاقتصادى ودفع عجلة التنمية من جهة اخرى. ولذلك فإن نشر الثقافة المالية وإتاحة الحصول على الخدمات المالية الرسمية مثل الحسابات المصرفية والمدفوعات الإلكترونية لجميع شرائح المجتمع وخاصة الفئات المستبعدة أو غير المستفيدة من الخدمات المالية والمصرفية في منظومة النظام المالي الرسمي تلقي اهتماما ملحوظا من قبل المؤسسات المالية والمصرفية في كل من البلدان المتقدمة والنامية على حد سواء.
تهدف هذه الدراسة إلى التعرف على الكيفية التي يساهم من خلالها اتصال المؤسسة في إدارة التغيير التنظيمي المخطط، حيث يعتبر اتصال المؤسسة اليوم من بين أهم العناصر التنظيمية التي ترافق عملية التغيير التنظيمي لما يحققه من تمساك بين الأفراد ويخلق نوعا من الإقناع، كما يزيل التناقضات وأشكال مقاومة التغيير وخلصت إلى أن اتصال المؤسسة يعمل على نقل المعلومات كاملة وصحيحة عن سياسات وبرامج وأهداف المؤسسة بدرجة عالية من الوضوح بما يمكن التعرف على آراء الأفراد واتجاهاتهم ومقترحاتهم والتي تكون فرصة لتنبؤ باحتمالات السلوك عند التغيير، بالإظافة إلى ذلك هناك علاقة ايجابية بين اتصال المؤسسة والعديد من المخرجات التنظيمية التي تساهم ككل في إدارة التغيير التنظيمي
This study's goal is to identify how the organization’s communication contributes to the management of planned organizational change, as the organization’s communication today is one of the most important organizational elements that accompany the process of organizational change because it achieves consistency between individuals and creates a kind of persuasion. It also removes the contradictions and forms of resistance to change. To concluded that the institution’s communication works to transfer complete and correct information about the policies, programs and objectives of the institution with a high degree of clarity, in order to identify the opinions of individuals, their attitudes and their suggestions, which is an opportunity to predict the probabilities of behavior upon change, in addition to that there is a positive relationship between communication The organization and the many organizational outputs that contribute as a whole to managing organizational change

يزداد التطور التقني للاجهزة والانظمة الحاسوبية مع مرور الزمن، وكذلك شبكات الانترنيت والانترانيت، واصبحت المؤسسات الحكومية وغير الحكومية في حاجة ملحة الى التحول الى عصر المعلومات وقواعد البيانات الكبيرة، لذلك تم البدء بايجاد وسائل متطورة ومنها تقنيات الذكاء الاصطناعي، وتعد الشبكات العصبية الاصطناعية احدى تقنيات الذكاء الاصطناعي المتطورة فتم البدء بالعمل بها لاستخراج المعرفة من مكامنها وتقليل الاخطاء واختصار الزمن. يمثل البحث خطوة لتحديد بعض العوامل المؤثرة على مستوى الفقر في العراق وسبل معالجتها، وذلك من خلال الاستفادة من الامكانيات الواسعة للشبكات العصبية الاصطناعية في تحليل البيانات. تناول الجانب النظري من البحث توضيح مفهوم الفقر واسباب تفشيه ومؤشراته، بينما تناول الجانب العملي تطبيق شبكتي Descent Conjugate Gradient و شبكة Back Probagation لمعرفة مستوى الفقر في العراق اعتماداً على المؤشرات الاقرب لخط الفقر الوطني في العراق للسنوات الخمس الاخيرة في دراسة مقارنة لمعرفة اي من الشبكتين افضل.
نهدف من خلال مقالنا هذا إلى التعريف بصوفي جزائري؛ وهو عبد القادر بن محمد المشهور بسيدي الشيخ وبسيرته الذاتية وبزواياه التي أسسها وأفكاره الصوفية التي كان يؤمن بها حسب ما توفر لدينا من مصادر ومراجع عنه. ونحن نطمح من خلال محاولتنا هذه أن نرسم صورة صادقة لسيرته ونُجلي حقيقتها ونكشف بعض الغموض في تصورها خدمة للبحث العلمي والثقافة الوطنية. ومن النتائج التي توصلنا إليها؛ أن عبد القادر بن محمد الذي ظل طيلة حياته متنقلا بين جنوب شرق المغرب الأقصى وجنوب غرب الجزائر خلال القرنين 10 و11 هـ الموافق لـ 16 و17م كان أكثر رجال الصوفية تأثيرا في مجتمعه وعصره؛ نظرا لما قدمه من أعمال وما سجله من مواقف وما ساهم به من منجزات.
Through our article, we aim to introduce an Algerian Sufi, who is Abd-el-Kader Bin Mohamed, who is famous for Sidi Sheikh, his biography, Zawiya he founded, and his Sufi ideas that he believed in according to what we have from sources and references on him. We aspire, through our attempt, to draw a true picture of his biography, and I reveal her truth, and we reveal some of the mysteries in her perception of the scientific research service and national culture. Among the results we reached, which is that Abd al-Qadir bin Muhammad, who throughout his life traveled between the far southeast of Morocco and southwestern Algeria during the 10th and 11th centuries AH corresponding to the 16th and 17th AD, was the most influential Sufi man in his society and era, given his deeds and his record From the positions and the achievements he contributed.

تـهدف هذه الدراسة إلى معرفة طبيعة العلاقة التي تربط المعرفة الضمنية بالإدارة الإلكترونية مع وظائف الإدارة الالكترونية في صناديق الضمان الاجتماعي بولاية أدرار بالجزائر من وجهة نظر العاملـين من أجل تحسين مردودية العمل والأداء وتقديم أفضل الخدمات، توصلت الدراسة إلى قبول الفرضية التي تنص على عدم وجود فروقات ذات دلالة إحصائية لتوجهات أفراد عينة الدراسة فيما يخص أبعاد المعرفة الضمنية تعزى للمتغيرات الشخصية حيث بلغ قيمة اختبار ستودنت 1.063، بالنسبة لفرضية تطبيق أساليب الإدارة الالكترونية والي تعزى للمتغيرات الشخصية تم قبولها حيث بلغ اختبار ستودنت 1.17 باحتمالية 0.88 وهي اكبر من القيمة الحرجة للتوزيع الطبيعي 0.05، كما تم قبول الفرضية التي تنص على وجود على دلالة إحصائية لبعد المهارة على تفعيل الإدارة الالكترونية في صناديق التضامن الاجتماعي حيث جاءت معلمة الميل موجبة 0.80، أوصت الدراسة بضرورة الوقوف على ممارسات الموظفين وتحديد الاختصاصات الكترونياً الموكلة إليهم واستخدام الموظف لعمليات الاتصال الالكتروني للحد من تأثير العلاقات الشخصية في إنجاز معاملاتهم.
تهدف الدراسة الى التعرف على الدور الذي تقدمه وتساهم به تكنولوجيا المعلومات في تفعيل وتحسين الأداء الوظيفي داخل المنشآت الرياضية، بالإضافة الى معرفة الأدوات والمتطلبات الأساسية اللازمة لتطبيقها، ولهذا الغرض استخدم الباحثان المنهج الوصفي التحليلي، على عينة متكونة من 44 فرد في المنشأة، حيث تم اختيارهم بطريقة العينة العشوائية، ولجمع البيانات قام الباحثان بتطوير الاستبيان بالاستعانة بالدراسات السابقة وبعد جمع النتائج ومعالجتها إحصائيا تم التوصل الى وجود علاقة طردية بين تكنولوجيا المعلومات والأداء الوظيفي داخل المنشأة الرياضية، وعلى هذا الأساس أوصت الدراسة بوجوب الاستفادة من التطور التكنولوجي في أنظمة المعلومات والاتصالات الحديثة والعمل على استغلالها بشكل أمثل. الكلمات المفتاحية: تكنولوجيا المعلومات، الأداء الوظيفي، المنشآت الرياضية.
Abstract: The purpose of this study is to attempt to highlight the factors of information technology processes that effect job performance in some regions of south Algeria through using information system; and Hardwar and soft war these factors kept. From previous studies, which adopted for our study to promote organizational functional performance. The study used the descriptive study to analyze the basic relationships amongst the most relevant combinations between information technology and performance. We used 44 workers randomly as a sampling way, SPSS software was the statistical approach to analyse the phenomena and. As a result of the findings; information technology as a independent variable was not found strongly in sports organization, in the other side the dependent variable Performance was strong and statistically positive with high significant relationship between several variables of technology factors like information system and hard and software which will promote organizational Performance we recommend strongly Algerian sports organizations to use high tech

الهدف: الغرض من هذه الورقة تقديم تصورات نظرية حول التفكير الرشيق والصناعة 4.0. وكيف ان التفكير الرشيق يدعم الصناعة 4.0 .المشكلة وسؤال البحث: نجح التفكير الرشيق في تحدي ممارسات الإنتاج الهائل من خلال توفير عمليات وسلاسل توريد "أصغر حجمًا"، مع تقليل الهدر. وقد أصبحت الصناعة 4.0 مدخلاً استراتيجيًا مهمًا في التغيير التكنولوجي للتصنيع والخدمة اذا تهدف إلى ربط بين العالم المادي والافتراضي في الإنتاج الصناعي. مع مثل هذه الأتمتة المرتبطة بالصناعة 4.0، تنشأ تساؤلات حول طبيعة التعاون بين التفكير الرشيق وهذه الثورة الصناعية المستمرة. منهجية البحث: يعتمد البحث على تحليل ومراجعة الادبيات السابقة .النتائج البحث: يساهم البحث في عرض العناصر الرشيقة للذكاء الاصطناعي التي ستؤدي الى الميزة التنافسية .الاصالة والقيمة: يمكن اعتماد البحث في كلا القطاعين الإنتاجي والخدمي.
هدفت الدراسة إلى تحليل محددات فعالية إدارة الوقت بمجموعة من المؤسسات العاملة بولاية سكيكدة، وعن طريق تطوير استمارة معلومات قيست من خلالها عوامل مضيعات الوقت ببعدين رئيسيين (التنظيمي، الشخصي والبيئي)، من أجل اكتشاف تأثيرها في عدم فعالية إدارة الوقت بالمؤسسات محل الدراسة، تم توزيع هذه الاستمارة على عينة عشوائية مكونة من (30) مدير مؤسسة، وباستخدام برنامج ( (spssتم تحليل هذه الاستمارة للإجابة عن تساؤلات الدراسة واختبار فرضياتها. خلصت الدراسة إلى نتائج عديدة أهمها أن الإدارة الفعالة للوقت من شأنها المساهمة في تفادي عرقلة إنجاز الأهداف، واقترحت الدراسة ضرورة تفعيل إدارة واستغلال الوقت من أجل تحسين أداء المدراء بالمؤسسات محل الدراسة.
The study aimed to analyze the determinants of the effectiveness of time management in a group of institutions operating in Skikda state, and by developing an information form through which time wasting factors were measured in two main dimensions (organizational, personal and environmental), in order to discover their impact on the ineffectiveness of time management in the institutions under study, was distributed This form is based on a random sample consisting of (30) institution directors. Using the spss program, this form was analyzed to answer the study's questions and test its hypotheses. The study concluded many results, the most important of which is that effective time management would contribute to avoiding obstructing the achievement of goals. The study suggested the need to activate time management and utilization in order to improve the performance of managers in the institutions under study.

يهدف البحث الى تقديم تصورات نظرية حول تكامل مفاهيم إدارة مخاطر الجودة (QRM) ونظام إدارة المنظمات التعليمية (EOMS) المتمثل بالمواصفة الدولية (ISO 21001:2018) في بناء جودة التعليم العالي، اذ يحاول البحث الكشف عن اوجه التشابه والاختلاف بين كلا النظامين للاستفادة من أفضل الممارسات وتوليد ثقافة شاملة للمخاطر وتقديم نظام لإدارة مخاطر الجودة في المنظمات التعليمية، لذا يسعى البحث الى إيجاد تفسيرات منطقية لمشكلته الفكرية المتمثلة في النقص الحاصل في الدراسات التي تتناول إدارة مخاطر الجودة في المنظمات التعليمية، وبموجبه حاول البحث الإجابة على تساؤل رئيس عكس الكيفية التي يمكن من خلالها بناء نظام إدارة مخاطر جودة المنظمات التعليمية وفقاً لنظام إدارة المنظمات التعليمية، واعتمد البحث على المنهج الوصفي والتحليلي في مراجعة الادبيات لتطوير هيكلية من أربعة مراحل لإدارة مخاطر جودة المنظمات التعليمية، والتي تستلزم التقييم والسيطرة والمراجعة والتواصل بشأن مخاطر الجودة، وتوصل البحث الى تقديم انموذج لبناء نظام لإدارة مخاطر جودة المنظمات التعليمية على وفق المدخل التفكير القائم على المخاطر المعتمد في كلا النظامين (QRM) و (EOMS).
هدفت هذه الدراسة إلى تقييم جودة الخدمات الفندقية وأثرها على رضا الزبائن في الفنادق الجزائرية، حاولنا إسقاط هذه الدراسة على عينة من الفنادق العاملة بولاية عنابة وذلك بتقييم مدى جودة الخدمات المقدمة بها وما أثرها على رضا زبائنها وكذلك معرفة هل توجد فروقات في إجابات المستجوبين تعزى للمتغيرات الديمغرافية، اتبع المنهج الوصفي التحليلي في الدراسة، استخدمت استمارة الاستبيان كأداة رئيسية للدراسة، حيث وزعت (181) استمارة على أكبر ستة فنادق في ولاية عنابة، وتم اختبار الفرضيات المقترحة باستخدام الأساليب الاحصائية المناسبة. توصلت الدراسة لمجموعة من النتائج أهمها تميز الخدمات المقدمة من طرف المؤسسات الفندقية محل الدراسة بالجودة المطلوبة من وجهة نظر الزبائن، ووجود أثر إيجابي بين جودة الخدمات المقدمة ورضا الزبائن، وأوصت الدراسة بضرورة معرفة احتياجات الزبائن الحالية والمستقبلية والتي تتغير باستمرار، وضرورة تأهيل وتدريب المورد البشري بما يتماشى ومتطلبات السوق.
The study aimed to assess the quality of hotel services provided at the level of a sample of hotels operating in Annaba and its impact on customer satisfaction, follow the descriptive analytical method in the study, the questionnaire was used as the main tool for the study, where it distributed (181) forms, the hypotheses were tested using appropriate statistical methods. the study reached a set of results, the most important of them the services provided by the hotel establishments in question are distinguished by quality from the viewpoint of customers, and positive impact between the quality of services provided and customer satisfaction, the study recommended that you know the needs of customers that are constantly changing, and the necessity of qualifying and training the human resource in line with the market requirements.

في الاونة الاخيرة، أصبحت الاستدامة البيئية والاقتصادية والاجتماعية اعتبارًا تنظيميًا مهمًا ((GLRI,2005. وهناك اهتمام متزايد بحماية البيئة على جميع المستويات. يتضح هذا بعد إصدار اللوائح البيئية في معظم البلدان، ولكن مع تكثيف البحث عن حلول جديدة لمنع التدهور البيئي، الا ان اغلب الحلول التنظيمية وتنفيذها من قبل الهيئات العامة قد عفا عليها الزمن. لذلك ، يمكن أن يلعب الاقتصاد دورًا مهمًا فيما يتعلق بالقضايا البيئية (حميد ، 2002). إن إدراج البعد البيئي في نظام المحاسبة التقليدي على جميع المستويات (شركة ، قطاع ، محافظة ، على مستوى الدولة) سيؤدي إلى مؤشرات اقتصادية معدلة تمكن المستخدمين المختلفين على جميع المستويات من اتخاذ قرارات سليمة تدعم التنمية المستدامة (Jenkin, Webster & McShane, 2011).. ومن أجل فهم أفضل لذلك تقترح هذه الدراسة إطارًا مفاهيميًا للتكامل بين الممارسات المحاسبية الخضراء القائمة على تكنولوجيا المعلومات لتعزيز استدامة المنظمات العراقية والعناصر ذات الصلة بتطور تكنولوجيا المعلومات والتي من الممكن ان تؤثر في العمليات والاجراءات المحاسبية وفي انظمة المعلومات المحاسبية لدى منظمات الاعمال.
Development is the basis of society, and it is the focus of government attention to achieve progress and social welfare, and this depends on the provision of permanent financial resources by adopting different policies. Therefore, interest in the third sector has increased as an important resource to support the economies of countries, especially with the escalation of financial crises and the inability of countries to meet the needs of individuals and achieve social stability; hence, the urgent necessity today appears to involve the third sector in development and the development of its economic function, and our Arab and Islamic worlds must support the development effort by reactivating the third sector, and mobilizing all material and human resources to achieve sustainable development

تشكل حوكمة التحول الرقمي طريقًا واضحًا لتسهيل الأعمال بشكل يواكب التطور ويضمن التوازن المتناسب بين أصحاب المصالح, مع تحقيق الأهداف المرجوة بشكل متواصل وخلق فرص واعدة, ويطرح هذا البحث وفق المنهج الوصفى التحليلى التعرف على مفهوم وأهداف التحول الرقمى، كما يستعرض معوقات التحول الرقمى, ويستعرض بعدها متطلبات التحول الرقمى, ثم يتناول فوائد ومقومات وخصائص التحول الرقمى, وتركز الباحثة فى نهاية البحث على دور الحوكمة فى إنجاح التحول الرقمى, وتستخلص فى نهاية البحث أن التحول الرقمي أصبح ضرورة يجب تبنيه في مختلف القطاعات، وأن التوسع في تبني هذه التقنية سيؤثر إيجابيًا فى العديد من النواحى.
تهدف هذه الدراسة بصفة عامة إلى الكشف عن واقع تسويق المنتجات التقليدية والحرفية في الجزائر من وجهة نظر الحرفيين، كما تسعى إلى تحديد الوسائل العلمية والعملية المتاحة للمنتجات التقليدية والحرفية وحمايتها وإدارتها ، و تتمثل أهمية الدراسة في إظهار السمات الأساسية التي تميز قطاع المنتجات التقليدية والحرف بالجزائر، والدور الهام الذي يمكن أن تلعبه في تحقيق التنمية في ظل التحولات الاقتصادية. ولبلوغ هذه الغاية اعتمدت الدراسة على المنهج الوصفي التحليلي من خلال التطرق إلى استراتيجيات المزيج التسويقي للحرف، وتحليل نتائج الدراسة الميدانية وكذا استخدام أسلوب المسح الميداني لعينة من خلال استبيان تم توزيعه على الحرفيين، بينما استعمل برنامج SPSS لمعالجة الاستبيان. توصلت هذه الدراسة إلى أن سوق المنتجات التقليدية والحرفية بالجزائر يفتقر إلى أبسط القواعد التسويقية، وهذا ناتج عن عدم وجود شركات ومؤسسات تسويقية محترفة تساعد الحرفيين على تسويق منتجاتهم، لكي تكون هذه المنتجات متاحة لطالبيها بالشكل المناسب وبالجودة المناسبة وبالسعر المناسب وفي الزمان والمكان المناسبين.
In general, this study is aimed at revealing the reality of the marketing of traditional and craft products in Algeria from the point of view of craftsmen. It also seeks to identify, protect and manage the scientific and practical means available for traditional and craft products. The importance of the study is to demonstrate the basic characteristics of Algeria's traditional products and crafts sector and the important role it can play in achieving development in the context of economic transformation. To this end, the study relied on the analytical descriptive approach by addressing the strategies of the trades marketing mix, the analysis of the results of the field study, as well as the use of a sample field survey method through a questionnaire distributed to craftsmen, while the SPSS programme was used to address the questionnaire. This study found that the market for traditional and craft products in Algeria lacks the most basic marketing rules, as a result of the absence of professional marketing companies and institutions to assist craftsmen in marketing their products, so that these products can be made available to applicants at the appropriate quality, price, time and place.

هدفت الدراسة الحالية إلى البحث عن العلاقة الارتباطية بين أساليب معاملة الأب كما يدركها الأبناء وفعالية الذات لدى المراهقين، إضافة الى معرفة فروق في كل من أساليب معاملة الأب وفعالية الذات لدى عينة الدراسة بين المدخنين وغير المدخنين. وقد تمت الدراسة على عينة من المراهقين (226 مراهقا: 115 مدخن و111 غير مدخن) بمدينة باتنة تراوحت أعمارهم بين (14 و18) سنة، وبالاعتماد على المنهج الوصفي بشقيه الارتباطي والفارقي، والاستعانة بمقياس أساليب المعاملة الوالدية لـ (أماني عبد المقصود) ومقياس فعالية الذات لـ( لجيروزيليم و شفارتسر Jerusalem and Schwarz، 1986) الذي عربه وقننه على البيئة العربية (سامر جميل رضوان). توصلت الدراسة الى النتائج التالية:عدم وجود علاقة ارتباطيه بين أبعاد أساليب معاملة الأب وفعالية الذات لدى عينة الدراسة، ولا توجد فروق بين المراهقين المدخنين وغير المدخنين في أساليب معاملة الأب ، ولا توجد فروق بين المدخنين وغير المدخنين في فعالية الذات.
The present study aimed to investigate the correlation between the styles of father’s treatment and self-efficacy as the children perceive it ,in the addition to know whether there are difference in the father’s treatment styles and self-efficacy in the study teenagers between smokers and non-smokers. The study was conducted on sample of adolescents(115 smokers and 111 non-smokers)in Batna،their ages ranged between 14-18 years. Relying on the descriptive method in its two parts relational and differential،and using the parental treatment styles scale for (Amani Abd elmaksoud) and the self-effectiveness scale for Jerusalem and Schwarzer,1986 that and codified in the ara environment by Djamil Radwan. Relying on the differential descriptive metho, the study reached the following results:The lac of a correlation between the dimensions of father’s treatment styles and self-efficacy among smokers and non-smokers adolescents. There were no differences between smokers and non-smokers adolescents in the father’s treatment styles and in self-efficacy

عانى النظام المالي العالمي في الفترات السابقة من اهتزازات واضطرابات في ألية العمل المتفق عليها وفق مؤتمر بروتن وودز، نجم عنها اختلال في الاستقرار الاقتصادي العالمي، الأمر الذي انعكس سلبياً على اقتصاديات دول العالم قاطبة من جهة، والذي ولّد – من جهة أخرى- ضرورة البحث عن ضوابط للنظام المالي العالمي، الأمر الذي انعكس سلبياً على اقتصاديات دول العالم قاطبة من جهة، والذي ولّد – من جهة أخرى- ضرورة البحث عن ضوابط للإدارة النظام المالي العالمي سواء أكانت هذه الضوابط بتعزيز محددات استقراره أم بالاعتماد على أدوات جديدة للتداول العالمي بعيدة عن التأثر بقرارات الدول وأطماعها، فكانت المخرجات الرقمية المستندة على سلسلة الكتل غير القابلة للتعديل والتي تم من خلالها إطلاق أولى العملات الرقمية (بتكوين). لقد استطاع البتكوين أن يكسر المحددات المتعارف عليها في وظيفتي (مستودع للقيمة وأداة لتخزينها) التي تتميز بهما النقود المتداولة، وتحول إلى وسيلة للأنشطة القانونية وأنشطة اقتصاد الظل على حدٍ سواء، مما جعل العديد من الدول تسير باتجاه إصدار عملات رقمية تكفيها مساوئ عدم استقرار أسعار صرف العملات العالمية. لذا يهدف هذا البحث إلى التعريف بتقنية البلوك تشين التي ارتبط ظهورها بظهور العملات الرقمية، ومن ثم التعريف بالعملات الرقمية من حيث المفهوم والخصائص والأنواع، ومن ثم الوقوف على الإشكالية الكبرى التي ترافق الانتشار الرسمي للعملات الرقمية، المتمثلة بـكيفية توظيف آلية إصدار العملات الرقمية في دفع عجلة التنمية في الاقتصاد الوطني للدول التي تصدرها.
إن الإجراءات التي جاء بها الأمر 75-74 المؤرخ 12 نوفمبر 1975 المتضمن إعداد مسح الأراضي العام و تأسيس السجل العقاري و المرسوم 76-63 المؤرخ في 25 مارس 1996 المتعلق بتأسيس السجل العقاري المعدل و المتمم تهدف إلى تطهير الوضعية العقارية للعقارات بمختلف صورها سواء المملوكة بموجب سند أو التي هي موضوع حيازة مستقرة من شأنها أن تثبت ملكية شاغليها وفقا لشروط الحيازة في القانون المدني، مع الاعتماد على إجراءات أكثر بساطة تنطلق من التحقيق و معاينة الحيازة، تم إشهارها لفتح آجال المعارضة والاحتجاج ضمن مدد محددة ثم تصفية النزاعات والاحتجاجات لينتهي كل ذلك بترقيم العقار نهائيا لصالح مالكه الذي تتوفر فيه شروط الحيازة، وتسليمه دفترا عقاريا. وقد تناول البحث باستعمال منهج وصفي تحليلي عناصر هذه المعادلة القانونية بداية من إيداع محاضر مسح الأراضي وصولا إلى ترقيم العقار نهائيا وتسليم الدفتر العقاري مع تبيان آثار كل مرحلة من هذه المراحل، وإجراءاتها القانونية ليصل إلى نتيجة أن التشريع الخاص بالسجل العقاري ترك عدة فراغات وإشكالات عميقة تحتاج إلى تدخل المشرع كلها وقف ضوابط عملية مدروسة.
The procedures stipulated in Ordinance 75-74 of November 12, 1975 regarding the preparation of the General Land Survey and the Establishment of the Land Registry, and Decree 76-63 of March 25, 1996 related to the establishment of the amended and supplemented Land Registry, aiming to purify the real estate status of real estate in various forms, whether owned under A bond or which is the subject of stable possession and which would prove the ownership of its occupants in accordance with the terms of tenure in the civil law, with reliance on simpler procedures that start from investigation and inspection of possession, which were announced to open the deadlines for opposition and protest within specific periods and then settle disputes and protests to end all of that By permanently digitizing the property in favor of its owner who fulfills the conditions of possession, and handing it over to a real estate ledger. The research, using a descriptive and analytical approach, dealt with the elements of this legal equation, starting from depositing the records of the land survey until the final numbering of the property and handing over the real estate book with an explanation of the effects of each of these stages and its legal procedures to reach the conclusion that the legislation on the land registry left several voids and deep problems that need To the intervention of the legislator are all stop deliberate process controls.

ملخص الدراسة:
ان الثورة الصناعية الرابعة من شانها ان تخفض تكاليف انتاج الطاقة, بالإضافة الى ايجاد حلول للمشاكل التقنية والفنية التي تواجه انتاج تلك المصادر, فمشكلة التباين في الانتاج ومشكلة تعقب افضل نقطة للإشعاع الشمسي ظلت مشاكل قائمة في قطاع الطاقة الشمسية الى ان وجدت حلولا لها من خلال خوارزميات وتطوير الالواح الشمسية لتعقب افضل نقطة للإشعاع الشمسي وبالتالي زيادة كفاءة التوليد من خلال العامل التكنولوجي. ان العالم اليوم يقف امام مفترق طرق فيما يتعلق بملف الطاقة وهذا بفعل عوامل متعددة تتمثل في النضوب الطبيعي للمصادر التقليدية للطاقة من جهة والاثار السلبية المتراكمة من استخدام تلك المصادر من جهة اخرى كالتغيرات المناخية وانحباس الحراري والتلوث البيئي المفرط والمرتبط بحرق كميات يومية من الوقود الاحفوري تصل كمية انبعاثها جريان نهر الفرات. ومن جانب اخر فأن شحن المستقبل بالطاقة يواجه سيناريوهات متعددة, لكن الاقرب للتحقق هو السيناريو المرتبط في تطوير كفاءه الطاقة و خفض كثافه الطاقة, وذلك من خلال اشراك المصادر المتجددة والجديدة للطاقة لكي تلعب دورا هاماً في ميزان الطاقة العالمي وبالتالي فان الطاقة المتجددة تتحول من طاقه مكمله في الوقت الحاضر الى طاقه بديله في المستقبل.
شكلت اتفاقيات إيفيان منعرجا حاسما في طبيعة العلاقات الجزائرية – الفرنسية، كونها رسمت أفقا جديدا للعلاقات بين البلدين، وأنهت فصلا داميا من الاحتلال والتقتيل التي تعرض لها الشعب الجزائري طيلة 132 سنة، فاعتبرت بمثابة المخرج المشرف لكلا الطرفين، إلا أن تطبيق بنود هذه الاتفاقيات خلال المرحلة الانتقالية قد واجهته العديد من العقبات منها موقف قادة الثورة من هذه الاتفاقيات، ونشاط المنظمة العسكرية السرية (oas) التي رفضت الاتفاقيات جملة وتفصيلا، وهو ما تسبب في رحيل المستوطنين من الجزائر رغم المزايا التي تمتعوا بها بموجب اتفاقيات إيفيان. هذه المطبات وغيرها جعلت الهيئة التنفيذية المؤقتة المخولة قانونا لتطبيق اتفاقيات إيفيان أمام إشكالية حقيقية لإنجاح المرحلة الانتقالية وتنظيم استفتاء تقرير المصير المحدد يوم 5 جويلية 1962م، لكن التطورات الميدانية والسياسية سمحت بالوصول ليوم الاستفتاء رغم دوس بعض مقررات إيفيان
The Evian agreements were a decisive turning point in the nature of Algerian-French relations, as they marked out a new horizon for relations between the two countries, These agreements ended a bloody chapter in the occupation and massacres to which the Algerian people suffered for 132 years and were seen as an honorable exit for both parties. However, the application of the articles of these agreements during the transitional phase encountered many obstacles. ,including the position of the leaders of the revolution on these agreements, and the activity of the organization of the secret army (OAS) which rejected the agreements as a whole which caused the departure of the settlers from Algeria despite the advantages they enjoyed under the Evian agreements. These dangers and others made the provisional executive body legally empowered to implement the Evian agreements in the face of a real problem for the success of the transitional phase and the organization of the self-determination referendum set for July 5, 1962, however, Field and political developments allowed referendum day to arrive, despite the trampling of Evian decisions
