The purpose of this study is to determine the content of the object’s law or the applicable law when it comes with a foreign element, especially if the elements of responsibility were divided on different countries e.i the fault was committed in a country and the damage will be in another one, or a fault was committed in a region that doesn’t have the territorial sovereignty ,or both, the responsible and the injured are foreigners, then it is necessary to seek the law of which country is applicable. This study also define the attribution rules adopted in Algerian legislation and the difficulty that the judge may encounter between the application of the rule or its exception. This study also aims to show the dual position between the attribution rule in article 20/ 2 and article 24 of the Algerian Civil Code, and we achieve to dispense the second paragraph of the latter. Creator An entity primarily responsible for making the resource أيوب, أوس أحمد, عبدالرحمن براهيمي, يوسف Date A point or period of time associated with an event in the lifecycle of the resource 2022-07-21 2021-12-31 Description An account of the resource ملخص الدراسة: يهدف البحث بشكل أساسي الى إيجاد الدور الذي تساهم من خلاله وسائل الدفع الالكترونية المتمثلة بالنقود الالكترونية في التأثير على الناتج المحلي الإجمالي، حيث تم تقسيم البحث الى ثلاثة اقسام: القسم الأول يبين تعريف النقود الالكترونية وما هي الخصائص التي تتمتع بها هذه النقود، اذ تبين ان النقود الالكترونية تتمتع بمجموعة من الخصائص التي تساعد في جعلها شكل من اشكال النقود القانونية يتم التعامل بها بصورة كبيرة، إضافة الى العوامل التي أدت الى نشوء النقود الالكترونية. اما في القسم الثاني فتم إيضاح مفهوم الناتج المحلي الإجمالي وما هي أهمية الناتج المحلي الإجمالي باعتباره مؤشر مهم للحالة الاقتصادية للبلد ثم الطرق التي يتم من خلالها حساب الناتج المحلي الإجمالي. وفي القسم الأخير من البحث تم إيضاح العلاقة بين النقود الالكترونية والناتج المحلي الإجمالي من خلال دراسة تأثير دور النقود على الناتج الإجمالي بناءً على تفسير المدارس الاقتصادية ابتداءً بالمدرسة الكلاسيكية وكيف فسرت دور النقود في التأثير على الناتج الإجمالي، ثم الانتقال الى المدرسة الكينزية التي بينت ان كمية النقود تؤثر بشكل مباشر على كل من الطلب والعرض للنقود على سرعة الدوران وبالتالي التأثير على الناتج الإجمالي، وأخيرا تم تفسير العلاقة من خلال المدرسة النقودية وما هو الدور الذي تؤثر فيه النقود على الناتج الإجمالي. وتم في نهاية البحث الوصول الى مجموعة من الاستنتاجات والتوصيات التي تدعم البحث بشكل عام.  أصبح لمفهوم التلقي مكانة خاصة في وسائل الاتصال الحديثة، كما أمست هذه المكانة بعد ذلك ضرورة وخيارا حتميا على وسائل الإعلام الكلاسيكية، ومن ثم إلى إعادة النظر في مفهوم التلقي نفسه. لاسيما وأن خصائص وسمات المتلقي الحالي تختلف عن تلك المواصفات التي كانت له في القرن الماضي، على درجة أن أهمية دور المتلقي قد صار مهددا حقيقيا لوسائل الإعلام الكلاسيكية. ولعل هذا ما أراد أن يشير إليه الباحث الأمريكي الروسي الأصل "ليف مانوفيتش" المتخصص في نظرية وسائل الإعلام الجديدة، حين قال في كتابه المعروف "لغة الإعلام الجديد""لكي نفهم الإعلام الجديد لابد علينا أن نتجاوز الوضع السائد". ومن خلال هذا المقال سنتعرف على واقع التلقي في الإعلام الجديد مع ذكر أهم موصفاته أما النتائج المتحصل عليها فتتمثل في إثبات مواصفات التلقي في الإعلام الجديد ومقارنتها مع كشف ومعرفة مدى أهميته و علاقته مع وسائل الاتصال التكنولوجية الجديدة The concept of reception has had a special place in the modern means of communication, and this position has become a necessity and an inevitable choice for the classical media; there fore, the concept of reception It self must be reconsidered, especially since the characteristics of the current recipient differ from those specifications that were for the recipient in the last century, to the extent that the importance of the recipient's role has become a real threat to classic media. Creator An entity primarily responsible for making the resource الحمد, بدر يونس, أحمد عماد الدين قادري, عبد الحفيظ Date A point or period of time associated with an event in the lifecycle of the resource 2022-07-21 2021-12-31 Description An account of the resource ملخص الدراسة: هدفت الدراسة إلى التعرف على درجة الإقتصاد الرقمي على جودة صناعة القرارات الإدارية من وجهة نظر مدراء البنوك في دولة الكويت وقد بلغت عينة الدراسة (50) مدير ومديرة والتي تم اختيارهم بالطريقة العشوائية. وقام الباحث باستخدام الإستبانه كأداة للدراسة. ولتحقيق الدراسة تم بناء استبانتين تكونت من (16) فقرة موزعة على مجالين إحدهما تقيس درجة االإقتصاد الرقمي تكونت  (12) فقرة والأخرى تقيس جودة صناعة القرار تكونت من (4) فقرات وكلاهما من وجهة نظر المدراء. وأظهرت نتائج الدارسة أن درجة الإقتصاد الرقمي جاءت مرتفعة، كما بينت النتائج أن درجة صناعة اتخاذ القرار جاءت مرتفعة، وبينت النتائج وجود علاقة موجبة(طردية الإتجاه) بين الإقتصاد الرقمي وجودة صناعة اتخاذ القرار. جاءت هذه الدراسة لمعرفة ما إذا كان هناك فروق في الذكاءات المتعددة بين الأطفال بسن 6 سنوات الممارسين وغير الممارسين للنشاط البدني الرياضي، وذلك بتطبيق مقياس شيرر للذكاءات المتعددة على عينة متكونة من ستين تلميذا مقسمين على مجموعتين، المجموعة الأولى للأطفال الممارسين للنشاط الرياضي والمجموعة الثانية للأطفال غير الممارسين، ولقد تم الاعتماد على المنهج الوصفي المقارن كمنهج مناسب لهذه الدراسة. وتوصلت الدراسة في الأخير إلى وجود فروق في الذكاءات المتعددة بين التلاميذ الممارسين وغير الممارسين جزئيا، وعدم وجود فروق بين التلاميذ الممارسين للنشاط الرياضي حسب نوع النشاط، وأخيرا عدم وجود فروق بين التلاميذ غير الممارسين للنشاط الرياضي حسب الجنس  This study came to find out whether there are differences in multiple intelligences between children at the age of 6 years who are practicing and not practicing physical sports activity, by applying the Scherer scale of multiple intelligences to a sample of sixty students divided into two groups, a group of children practicing sports activity and a group of non-practicing children Reliance on the descriptive comparative approach .Finally, the study found that there are differences in multiple intelligences between practicing and partially non-practicing students, and there are no differences between students who practice sports activity according to the type of activity, and finally there are no differences between non-practicing students according to gender. This research paper aims to highlight various mechanisms and measures takenby Algeria in order to support the competitiveness of its small and mediumenterprises, in light of the economic openness that Algeria is witnessing. To this end, an analytical study was conducted in small and medium enterprises in Algeria to investigate what various measures were taken to support their competitiveness. The study has yielded several results, the most important of which is that the Algeria has taken several mechanisms in order to support the competitiveness of small and medium enterprises. One more important result is the multiplicity of their up-gradingprograms and the multiplicity of support agencies together with the standardization program and the industrial zone rehabilitation program. Creator An entity primarily responsible for making the resource الديسطى, جمال مزاهدية, رفيق بوعبيد, ميلود Date A point or period of time associated with an event in the lifecycle of the resource 2022-07-21 2021-12-31 Description An account of the resource ملخص الدراسة: تعد التجربة الماليزية في التنمية من أهم  التجارب تميزاً لما لها من خاصية وأهمية بالنسبة للدول العالم الثالث، والتي يمكن السير على خطاها للتخلص من التخلف والتبعية الاقتصادية. فقد استطاعت التوفيق بين اتجاهين الاحتفاظ الاقتصاد الوطني والاندماج في اقتصاديات العالمية (العولمة) . ارتكزت ماليزيا على المبدأ الاسلامي الذي يجعل الانسان النشاط التنموي واداته, واكدت على تمسكها بالقيم الاخلاقية والعدالة والمساواة الاقتصادية مع الاهتمام بتنمية الاغلبية المسلمة من السكان الاصليين (الملايو) وتشجيعهم على العمل بالقطاعات الإنتاجية ورفع كفاءتهم التعليمية والمهنية , ويعد فكر رئيس وزراء ماليزيا (مهاتير محمد) الفكر التنموي المحفز لقيادة ماليزيا لتكون دولة صناعية متميزة على مستوى آسيا ,وتجسدت التجربة الماليزية في قدرة الدولة شعبا وحكومة في الاعتماد على الذات ولم يتحقق ذلك الا بموجب توافر شرط الاستقرار السياسي والاجتماعي الذي كان الحافز الاساسي في التقدم الاقتصادي علي المستوي الداخلي. مع الاستفادة من التكتلات الاقليمية كمنظمة (اسيان) التي كانت قد اسهمت بتقوية الاقتصاد الماليزي ومنحتها مكانة في الاقتصادات العالمية. على الدول العربية ان تدرس تجربة ماليزيا دراسة معمقة ودقيقة في شتى المجالات سواء الجانب الصناعي والبشري وقطاع التعليم والصحة....الخ للاستفادة منها في النهوض اقتصاديا وانتشال دولها من الواقع الاقتصادي المتردي فمع ما تملك الاقطار العربية من موارد هائلة بشرية واقتصادية لا تملكها دولة في العالم الا ان نسبة مساهمتها في الاقتصاد العالمي تكاد تكون ضعيفة جدا .  وعليه ان تجربة ماليزيا التنموية اصبحت أنموذجاً  يحتذى به لكل من اراد ان يلحق بركب التقدم.أهم النتائج التي توصل إليها البحث: وجود علاقة إيجابية بين الناتج المحلي الإجمالي بين محددات النمو الاقتصادي التالية (الإنفاق العام ، تكوين رأس المال ، الاستثمار الأجنبي ، صافي الميزان التجاري ، إيرادات النفط ، حجم السكان ، المدخرات والاستهلاك المحلي. يهدف هذا البحث إلى إلقاء نظرة شاملة وفاحصة على ردود فعل أسواق الأسهم العالمية إزاء تفشي فيروس كورونا 19 على امتداد الربع الأول لعام 2020، من خلال إجراء مسح مرجعي للدراسات التي تناولت الحدث من زاوية تقنية بحتة. وقد دلت نتائج البحث المسحي على استجابة مؤشرات أسواق المال العالمية على نحو سريع للصدمة الوبائية (حالات الاصابة والوفاة)، حيث كان الانخفاض في الأسعار والعوائد دراماتيكيا، شديدا، متزامنا ومعديا، رغم تباين ردود الفعل وأنماط التقلب من سوق لأخرى. وقد أظهرت العوائد أنماطا تقلبية شديدة، وشذوذا كبيرا عن السلوك الطبيعي مع وجود عدم استقرار في قيم السلاسل الزمنية للتغيرات السعرية؛ ما قد يلمح إلى تنامي درجة المخاطرة وعدم اليقين في الأسواق المالية العالمية. كما أشارت ذات النتائج إلى أن أثر تفشي Covid-19 على الأسواق، بالاشتراك مع قنوات وعوامل وسيطة، كان أكثر تدميرا من غيره من الأزمات السابقة.  This research aims to take a comprehensive and close look at the reactions of global stock markets to the outbreak Covid-19 during the first quarter of 2020, by conducting a reference survey of studies that dealt with the event. The results showed that the global financial market indicators responded quickly to the epidemic shock, as the decline in prices and returns was dramatic, severe, synchronized and infectious, despite the variation in reactions and patterns of volatility from one market to another. The returns showed extreme volatility patterns and significant anomalies from normal behavior with instability in time-series of price changes, which hints to the growing degree of risk and uncertainty in global financial markets. The same results also indicated that the impact of the Covid-19 outbreak on the markets, in association with intermediate channels and factors, was more destructive than other previous crises. The main aim of this study was to investigate the availability of environmental discloser requirements in the Libyan industrial companies.In order to achieve its objectives; the study has adopted descriptive analytical approach. In addition, to analyise the data that have been collected using a questionnaire, appropriate statistical methods have been used. The main findings of the study have indicated that the Libyan industrial companies have the requirements of environmental discloser. Through this paper we touched on the topic of time management as an element of improving workers’ performance in an attempt to answer the problematic which was intended to determine the direct and indirect effects of time management on the workers performance level in the health institutions in Algeria in light of the outbreak of the Corona Virus epidemic, In our empirical study, we have relied on the econometrical and analytical method to determine the different effects of study variables represented in: the time management variable, the work stress (intermediate variable) and the workers performance, using (PLS – SEM-method) on a sample of 98 affiliates of the health sector represented by doctors and nurses. we concluded that there is a direct and indirect significant effect of time management on the performance of workers, so that the mediation of work pressures to manage time and the performance of workers is complementary partial mediation. Creator An entity primarily responsible for making the resource الخطيب, رباح عمران, سفيان بن ولهة, التوفيق Date A point or period of time associated with an event in the lifecycle of the resource 2022-07-21 2021-12-31 Description An account of the resource ملخص الدراسة: يُعرَّفُ الاقتصاد الرقمي بأنه الاقتصاد الذي يعتمد أساساً على اقتصاديات تكنولوجيا المعلومات والمعلوماتيَّة التي تقوم على التقنية الرقميَّة، ويشكل الاقتصاد الرقمي المظهر الحديث للاقتصاد المتطور حالياً كونه يتماشى مع أحدث التطورات التكنولوجيَّة في العصر الحالي. فقد أصبحت قطاعات تكنولوجيا المعلومات والاتصالات والمعلوماتية من أهم القطاعات المحركة للنمو الاقتصادي في الدول المتقدمة حالياً، لما تتضمنه من إمكانات كبيرة في مختلف مجالات الاقتصاد الحديث، يهدف البحث دراسة أثر الاقتصاد الرقمي على الأداء الاقتصادي تركيا انموذجاً، واعتمد البحث على الاسلوب الوصفي، كتقديم عام لمختلف مفاهيم الاقتصاد الرقمي ودوره في الاداء الاقتصادي، فضلاً عن الاعتماد على المنهج التحليلي الكمي الاحصائي لتحليل النتائج التي تم التوصل اليها، . وخلص البحث على العديد من النتائج والمقترحات. تهدف هذه الورقة البحثية إلى تبيين معالم العلاقة بين "البيوإتيقا" والمطلق (المقدس، المعتقد، السلطة) وسعي الكثير من الفكرين إلى إقامتها على الفصل، من بينهم الفيلسوف الأمريكي "دانيال كالاهان"، إذ سيتم إجراء حفر أركيولوجي من أجل استشكال أصول هذه العلاقة، ثم منهج تحليلي لتبيين آثارها الإيجابية والسلبية لتُعرض على النقد، وذلك لتحرير الخطاب البيوإتيقي من كل ممارسة يمكن أن تضعه في رواق ضيق وتعيق تطوّره، وقد توصلت الدراسة إلى ضرورة تخليص هذا الخطاب من كل معتقد أو سلطة أو مقدس، وانفتاحه على مجالات متعددة، ليتميز بطابع عقلاني شمولي، مما يسمح لها بمعالجة القضايا الشائكة التي خلفتها منجزات العلم. Many researches have confirmed that many IT projects in libraries do not achieve satisfactory results compared to the enormous potential spent on them, which made them merely initiatives to implement technology only. This research attempts to provide some Theoretical perceptions about the important role of IT governance in the optimal control and performance of IT in libraries.
