يتلخص موضوع هذه الدراسة الموسومة "بالتربية الإعلامية بين خصوصية القيم وآفاق التنمية " الذي تجلت فيه أهمية الدور التربوي الإعلامي في بناء ثقافة تربوية تتفق مع توجهات الحياة العصرية ، وبشكل يحافظ على القيم والهوية وينحو للاستفادة من التطورات العلمية والتكنولوجية العصرية ، لبنا تنمية اقتصادية رائدة ، وهنا يتطلب المسير في عملية تربوية إعلامية، مع الحد من اندفاع الإعلام من ناحية خلف عولمة تكتسح كل المحددات التي تضعها المجتمعات والدول للحفاظ على خصوصياتها و هويتها وقيمها الراسخة من ناحية أخرى ، فهي كظاهرة و لا تتخطى الحدود السياسية ومستخدمة وسائل إلكترونية متطورة تهدد الأمن القومي للدول والذي يشار إليه بالأمن السيبراني ، تحسبا لتداعيات العولمة المعتمدة على قواعد فاعلة أهمها التطور التكنولوجي الحاصل في وسائل الاتصال التربية و الإعلام وبرامج متعددة منها الفكرية والاقتصادية والاجتماعية وحتى نمط ومستوى المعيشة .

تعتمد هذه الدارسة المعنون بـ (البنى التنموية الديمقراطية في ليبيا و فق الابعاد والمؤسسين للدولة ) على إبراز واقع التنمية في المجتمع الليبي من خلال مشاركة الجميع وبصورة متساوية كل حسب قدرته وتخصصه وذلك من منطلق أن الانسان هو صانع التنمية إلا أن هذه التنمية وبنائها تختلف من مجتمع الى مجتمع أخر وفق البيئة والثقافة لهذا المجتمع أو ذلك ، أضافة الى هذا ما مدى تطبيق المعايير العالمية لهذه التنمية بالاستفادة من تجارب المجتمعات الأخرى في تحديد الأبعاد التي تسعى إليها المؤسسات المختلفة في الدولة لقيام تنمية شاملة معتمد على مشاركة الجميع وفق ما يتمشى مع المجتمع وثقافته واحتياجاته من خلال القيام بالواجبات وحفظ الحقوق للجميع المادية والمعنوية .

استهدفت هذه الدراسة للتعرف على عمل الإعلام الليبي بعد 2011 والكشف عن المشاكل والضغوطات التي تواجه عمل الصحافيين بالمؤسسة العامة للصحافة في ليبيا، وإن الأوضاع السياسية والأمنية في البلاد أكثر الأسباب التي أدت إلى ضعف مواكبة الصحف للأخبار والأحداث والقضايا، في ظل عدم توفر الأمن ووسائل الحماية للصحفيين في عملية الحصول على الأخبار والمعلومات أثناء قيامهم بعملهم الصحفي. وفهم أكثر الأسباب التي أدت لضعف الإعلام الليبي وهي محدودية هامش الحرية بصحف المؤسسة العامة للصحافة هي ضغوطات الجماعات المسلحة وعدم وجود تشريعات وقوانين تحمي الصحفيين.

هدفت الدراسة الحالية التعرف على درجة امتلاك معلمات المرحلة الابتدائية في مدينة بني وليد لمهارات التعلم الرقمي واتجاهاتهن نحو استخدامه، ولتحقيق هدف الدراسة تم استخدام المنهج الوصفي التحليلي، واستخدام استبانة مكونة من ثلاث مجالات هي: درجة امتلاك المعلمات لمهارات التعلم الرقمي، اتجاهاتهن نحو استخدامه، الصعوبات التي تواجههن اثناء استخدام التعلم الرقمي في التدريس، وتكونت عينة الدراسة من (418) معلمة من معلمات المرحلة الابتدائية تم اختيارهن بالطريقة العشوائية البسيطة وتم استخراج معاملات الصدق واثبات للاستبانة، واستُخدمت الأساليب الإحصائية المناسبة لمعالجة البيانات، وأظهرت نتائج الدراسة أن درجة امتلاك المعلمات لمهارات التعلم الرقمي جاءت ضعيفة، وبينت أن اتجاهاتهن نحو استخدام التعلم الرقمي متوسطة، وكشفت النتائج أن المعلمات تواجهن صعوبات عند استخدام مهارات التعلم الرقمي أثناء التدريس. وقد أوصت الدراسة بالعديد من التوصيات منها: تعزيز برامج أعداد المعلم بكليات التربية بمقررات تتعلق باستخدام الحاسوب والإنترنت في التعليم والتعلم، وعقد دورات تدريبية لمعلمات المرحلة الابتدائية لتعلم مهارات التعلم الرقمي، تحفيز المعلمات لتوظيف التعلم الرقمي وتطبيقات تكنولوجيا المعلومات في عملية التدريس، العمل على تطوير المناهج الدراسية في المراحل التعليمية المختلفة لتتلاءم مع متطلبات التعلم الرقمي.

تأثرت العلاقات بين روسيا والدول الغربية بشكل كبير جراء الأزمة الأوكرانية، تم فرض عقوبات اقتصادية وسياسية على روسيا من قبل الدول الغربية، مما أدى إلى تدهور العلاقات بين الجانبين وتعطيل القطاعات الاقتصادية كما زادت التوترات الأمنية بينهما، وتم تعزيز الوجود العسكري في المنطقة، مما أدى إلى زيادة التوتر والمخاوف من احتمالية اندلاع صراع مباشر بين روسيا والغرب.

تناولت في هذا المبحث الآثار المترتبة على الالتزام بالمعاهدات الدولية في القانون الدولي، وذلك من خلال التعرف على أساس الالتزام بالمعاهدات والاتفاقيات الدولية، والنتائج المترتبة على ذلك، وقد اتبعت في هذا المبحث المنهج الوصفي التحليلي والمنهج الاستقرائي، وذلك من خلال استقراء وتحليل اتفاقية فيينا لقانون المعاهدات الصادر سنة 1969م، وقد توصلت الدراسة إلى عدد من النتائج التي تتمثل في الآتي: اختلف فقهاء القانون الدولي في أساس التزام الدولة بالمعاهدات الدولية، ويمكن القول أن أساس التزام الدول بالاتفاقيات الدولية هو قاعدة العقد شريعة المتعاقدين، والأصل أن أثر المعاهدة لا يمتد إلى الغير، ومع ذلك فقد ينشأ للدول الغير حق نتيجة نص في المعاهدة إذا قصد إلى ذلك أطراف المعاهدة، فيترتب الحق للدول أو الدول الغير إذا وافقت الدول الغير على ذلك، وإذا استكملت واستوفت المعاهدة الدوليَّة مراحل تكوينها في القانون الدولي، وتوفرت فيها الشروط اللازمة لاعتبارها مصدر القانون الداخلي فهي تسري في مواجهة جميع الأطراف، وتلتزم المحاكم الوطنية بتطبيق أحكامها، وبنفس المستوى الذي تلتزم فيه تطبيق أحكام القانون الداخلي، وينشأ عن انتهاك مبدأ لزوم المعاهدات النتائج التالية: قيام المسؤولية الدوليَّة على عاتق الدولة التي لا تطبق أحكام المعاهدة، كما يحق للدولة الأخرى الطرف أن تواجه عدم احترام الدولة الأخرى للمعاهدة بتدابير مضادة، وهي أعمال غير مشروعة، يسمح بها استثناء لمواجهة عدم تطبيق الدولة الأولى للمعاهدة، كما يحق للطرف الآخر في حالة عدم تنفيذ الدولة لالتزاماتها الجوهرية وفقًا للمعاهدة أن تعتبر المعاهدة منقضية نهائيًا.

هدفت الدراسة الى (التعرف على ماهية التنظيم التنميط النوعي وعوامله ومؤسساته، وايضا معرفة العلاقة بين التنميط النوعي والأدوار الاجتماعية) واستخدمت الدراسة المنهج الوصفي التحليلي، وتوصلت الدراسة الى عدة نتائج من اهمها (أن التنميط النوعي موجود في كل المجتمعات باختلاف الثقافات، وان الأدوار الاجتماعية توزع بناء على اسلوب التنميط النوعي المتبع داخل ثقافة المجتمع بمعنى ان هناك انواع ادوار اجتماعية خاصة بالرجال في مجتمع ما قد تكون هي ادوار اجتماعية خاصة بالنساء في ثقافة اخرى، كذلك توصلت ان التنميط النوعي وتحديد الادوار ليس دائما يكون بطريقة سوية فيما يخص بالحقوق الحقوق والواجبات الإنسانية العادلة، فقد يتعدى نوع على أخر مما يؤدي الى ظهور عدة مشاكل نفسية واجتماعية وحتى قانونية).

نظراً لأهمية موضوع تنظيم الأسرة وعلاقته بالعديد من المتغيرات كالدخل والمهنة والحالة الاقتصادية والمستوي التعليمي وغيرها من المتغيرات الأخرى لذلك حاول الباحث في هذا البحث تبيّن أثر التعليم علي تنظيم الأسرة ومدي مساهمة التعليم في الرفع من معدلات انتشار وسائل تنظيم الأسرة في المجتمع ، وأنطلق هذا البحث من فرضية مفادها كلما أرتفع المستوي التعليمي كلما ارتفع استخدام وسائل تنظيم الأسرة، ولقد أعتمد الباحث علي المنهج الوصفي التحليلي، وجري البحث علي عينة من الموظفات والأستاذات المتزوجات بكلية العلوم الإنسانية بالجامعة الأسمرية الإسلامية زليتن ونظراً لصغر حجم مجتمع البحث فلقد أخذ الباحثان جميع وحدات مجتمع البحث ، ولقد تم استخدام الاستبيان في عملية جمع البيانات نظراً لملائمتها لنوع البحث، وأعتمد الباحث على بعض المصادر والمراجع ذات العلاقة بموضوع البحث مثل بعض البحوث والدراسات السابقة التي أجريت حول الموضوع وبعض المصادر والكتب ذات العلاقة بموضوع السكان وتنظيم الأسرة والتقارير الصادرة عن منظمة الأمم المتحدة واليونيسف وبعض المنظمات المهتمة بمسألة الأسرة وتنظيم الأسرة، ولقد توصل البحث للعديد من النتائج منها النتائج كلما زاد مستوي تعليم زادت التوعية بتنظيم الأسرة، وأن القناعة الشخصية للمبحوث اخدت نسبة اعلي وكذلك مستوي جامعي وما فوق، وبيّن البحث السبب في انخفاض النمو السكاني وخصوبة المرأة في المجتمع التعليمي من خلال الإجابة حيث كانت بالنفي من خلال بأن هناك رغبة في مزيد من الانجاب من لديهن مستوي تعليم جامعي وما فوق بنسبة 71% كما أن غالبية أفراد العينة يرغبن ويوافقن على عملية تنظيم الأسرة حيث بلغت نسبتهن مايقرب من 96.2%، بصفة عامة ساهم التعليم في تنظيم الأسرة بطريقة مباشرة أو غير مباشرة فتأخر الزواج واستخدم وسائل تنظيم الأسرة وتحديد النسل وخفض الخصوبة ترتفع بشكل واضح لدي شريحة المستوي التعليمي الجامعي فما فوق، ويوصي الباحث بإعطاء أهمية أكبر لعملية تنظيم الأسرة داخل المجتمع الليبي نظراً للأهمية الكبيرة للأسرة وكذلك المرآة والانجاب، وكذلك استحداث مراكز رعاية للأمومة ومحاولة تعريف النساء بوسائل تنظيم الأسرة، نشر سياسات تنظيم الأسرة على مختلف أنحاء البلاد وتوعية المواطنين حولها، إجراء الندوات والمؤتمرات العلمية المتعلقة بموضوع تنظيم الأسرة، وذلك لزيادة تثقيف النساء حول برامج تنظيم الأسرة، وفتح آفاق جديدة لدراسة موضوع تنظيم الأسرة وزيادة الاهتمام به .

تهدف الدراسة الى تحليل واقع التجارة الخارجية في ليبيا ومعرفة مساهمتها في النمو الاقتصادي، والتعرف على مؤشرات تطور التجارة الخارجية للاقتصاد الليبي وتتبع مراحل تطور سياساته التجارية خلال فترة الدراسة وتوضيح الآثار الاقتصادية الإيجابية والسلبية الناتجة عن زيادة أو انخفاض الصادرات والواردات الاقتصاد الليبي. وتستند المنهجية على المنهج الوصفي التحليلي في إطار العرض النظري والمنهج الكمي لتحليل أثر التجارة الخارجية على النمو الاقتصادي في ليبيا الفترة 2000-2020، كما تستخدم الدراسة أسلوب التحليل القياسي لاختبار وتحليل التأثيرات المختلفة للتجارة الخارجية على النمو الاقتصادي، للتعرف على نقاط القوة والضعف فيها. وخلصت الدراسة إلى أهم النتائج:
حقق الميزان التجاري فائضا في معظم سنوات فترة الدراسة، فقد تراوح ما بين 51089.0 مليون دينار سنة 2008 كحد أعلى و2515.0 مليون دينار كحد أدنى سنة 2002 خلال فترة الدراسة. ويعود ذلك إلى أن هناك أتجاه يشير إلى وجود علاقة بين تحركات ميزان المدفوعات وبين تحركات الميزان التجاري عن طريق الصادرات والواردات..
تراوح نصيب الفرد من التجارة الخارجية في ليبيا بين حد أعلى بلغ نحو 10356.36 دينار سنة 2014 وحد أدنى بلغ نحو1553.79 دينار سنة 2001، ويقدر الفرق بين الحد الأعلى والأدنى بنحو 8802.57 دينار، وقدر متوسط نصيب الفرد من التجارة الخارجية بنحو 9004.54 دينار خلال الفترة الدراسة، ويدل ذلك على انفتاح الاقتصاد الليبي على العالم الخارجي.
يتراوح معدل التغطية للاقتصاد الليبي بين نحو 336.91% كحد أعلى سنة 2006 وبين 63.45% كحد أدنى سنة 2014، وقدر متوسط معدل التغطية بنحو 192.68% خلال فترة الدراسة، وهذه النسبة تعكس انخفاض قيمة الصادرات بالنسبة للواردات.
وجود علاقة سببية باتجاهين بين الصادرات والنمو الاقتصادي وكذلك أن الصادرات له اثر ايجابي وواضح على الناتج المحلي الاجمالي، ارتفاع معامل التحديد في تفسير محددات تدفقات 63.3% التجارة الخارجية (الصادرات والواردات) بالرغم من اختلاف معنويات المتغيرات التفسيرية. وأن إشارة المتغيرين موجبة، بحيث تسعى ليبيا إلى زيادة صادراتها السلعية إلى الدول المتقدمة.

Data for smart agriculture is derived from various sources, including meteorological and geological maps, as well as a wide range of sensors and mobile devices (such as smart tractors , drones and smartphones). Fixed sensors are often used in crop fields to monitor soil moisture and mineral composition, whereas sensors built into mobile agricultural equipment can detect water stress , pest attack , or disease .Once the data has been collected locally for the farm, it is aggregated/pre -processed locally on low - cost edge nodes before being transferred to the cloud infrastructure . Context-aware data collection allows the mobile collector to adapt its strategy dependent on the context of the domain under observation . Process - based crop models are algorithms that dynamically describe ( typically in daily time steps ) the evolution of a crop from planting to harvest based on its surroundings . An integrated systems proposal is developed in this study to use information and communication technologies to design systems that aid in improving and managing olive tree cultivation in a more intelligent and effective manner, based on collecting and analyzing information related to the olive tree, such as the state of growth, humidity, the need for fertilization, irrigation and the condition of Diseases and pests using wireless sensors and artificial intelligence. The proposed system for the application of smart agriculture in the cultivation of olive trees is based on wireless measurements and sensors that can identify the environmental and climatic conditions, as well as the reproduction of pests that affect olive trees and based on these measurements, artificial intelligence is used to predict tree growth rates and issue recommendations that determine the best methods to develop irrigation and fertilization systems, as well as early warning systems.
