تهدف  هذه الدراسة إلى محاولة البحث في كيفية تطوير القطاع الوقفي ليصبح كيانا اقتصاديا يسهم مساهمة فعالة في مسيرة النمو والتطور في الوطن العربي  وذلك من خلال إشراكه في دعم جهود التنمية في جميع مجالات النفع الاقتصادي والاجتماعي،وبحسب الدراسة فإنه وبرغم محاولات التجديد في القطاع الوقفي في عديد الدول العربية  فإنه لا يزال يتسم بضعف التأثير والفعالية  في منظومة الاقتصاد القومي،وعند التدقيق في الإصلاحات  التي عرفها القطاع ومن خلال بعض التجارب الحديثة نجد أنها تركزت في معظمها  على الجانب  الجزئي أي الوحدات الوقفية ( المؤسسة الوقفية ) من النواحي التشريعية، الإدارية والاستثمارية بينما لم يحض الجانب الكلي للقطاع بالاهتمام  الكافي رغم أهميته القصوى في ترتيب الواقع الجديد للنظام،وهو ربما يفسر في اعتقادنا في خطأ في الانطلاقات التنظيرية والتصورية في تموضع النظام الوقفي في ظل الهيكل الحديث لهذه الاقتصاديات.
This study tries to simulate a model of the endowment sector so it interacts effectively with  dynamic economic system nationalism in the Arabic world. Besides,  it get s at least out of its  neutral negative reality, as well as trying to make this sector more  effective  in the process of growth and development in the Arab countries at all levels both social or economic .According to the study, despite the attempts  to make the sector endowment in many Arab countries innovative and renewal, it is still has  insufficient contribution  and effectiveness in the system of national economy .These  attempts  focused  mostly on the side of partial, any units Endowment) Foundation Endowment) respects the legislative, administrative and investment while urging the overall sector adequate attention in spite of  the utmost importance in positioning  the new reality of the system, for this reason , we  believe there must be an error in the endoscopic and conceptual breakthroughs in endowment ‘s positioning system under the modern structure of these economies.
