إنَّ من دَعَائِم العدل الأساسيّة في المجتمعِ هي تَكريسُ سِيادَة القانون بوصفهِ معياراً يُقاس به تحقيق الأمْنُ القانونيّ والقضائيّ في الدولة، فضلاً عن جودة الأحكام القضائية وإستقرارها في ميدانِ العمل القضائي، ومن هذا المنطلق تتجه فكرة الدراسة نحو بحث الأمْنُ القضائيّ من خلالِ بيان صلتهِ بمفاهيمٍ قانونيَّة أخرى تَتمثَّل بالأمْنُ القانونيّ من جهة النِّظامُ القانونيّ، وبالإجتهادِ القضائيّ وإستقراره من جهة النِّظامُ القضائيّ، وتتخلَّلَ الدراسة الوقوف على مقوماتِ كلا المفهومين المُؤثِّرة بالأمْنِ القضائيّ ومدى إسهامها في تحقيقِ الأمْن للمتقاضين تجاه السلطة القضائية والإحكام أو القرارات الصادرة عنها، وبيان الآثار الإيجابيَّة الناتجة عن إستقرار المبادئ القضائية أو القانونيَّة الصادرة عن المحاكم العُليا من جهةِ القضاءِ العادي في القضايا المدنية المُماثلة في الوقائع على نحوٍ يُكرس فكرة الأمْنُ القضائيّ.  

This work deals with a theoretical investigation of structural, electronic,and optical properties of alkali metal tetrafluoridobromates materials thatcrystallize in tetragonal structure (NaBrF 4 , KBrF 4 , and RbBrF 4 ) using theDensity Functional Theory (DFT) within the pseudo-potential plane-waveapproach as implemented in Cambridge Serial Total Energy Package(CASTEP) code. The structural parameters are in good agreementcompared to the experimental values stated in the literature. Thecalculated electronic properties indicate that these ternary compounds arewide bandgap semiconductor materials. NaBrF 4 is a semiconductorcompound with a direct band gap, whereas, KBrF 4 and RbBrF 4 aresemiconductors compounds together with an indirect band gap. The mainoptical parameters are studied in detail. The large optical absorption rangein the ultraviolet (UV) region suggests that these semiconductor materialscould be helpful for specific implementations in UV optoelectronicdevices; therefore, this theoretical investigation is probable to motivatefuture experimental works.
