يستخلصُ الباحثُ من خلال بحثه الموسوم بـ"ترجيحات الإمام العليمي في تفسيره "فتح الرحمن في تفسير القرآن" إلى أنَّ الترجيح لحُكمٍ أو رأيٍ أو قراءةٍ قرآنيَّةٍ يكونُ بالاعتماد على النصّ القرآنيّ نفسه أو القراءة القرآنيَّة التي يراها مُرجّحةً لرأيِه، أو بالاعتماد على الحديث النبويّ الذي يُفصِّلُ ما أجمله القرآن أو يشرحُ ما غَمُضَ معناهُ، كذلك بالاعتماد على ما يُسمَّى بالناسخ ليكونَ هو المُرجّح، أو بالاعتماد على اللغةِ العربيَّة من خلال معاني الألفاظ والعبارات والبلاغةِ فيها، لتكونَ مُرجّحةً لذاك الحُكم، وكذلك لا ننسى ظاهرَ النصّ أو حقيقةَ الألفاظ التي نأخذُها أوّلًا، فإن تعذّرت نأخذ المجاز، مع الكثير من المُعتمَدَات التي أخذ بها المُفسِّرون في ترجيحاتهم، ثمَّ اعتمدها الشيخ العُليمي -رحمه الله-، سيَّما وأنَّهُ حنبليُّ المذهب، غيرُ متعصبٍ له غالبًا.
وخُلاصةُ القولِ أنَّ المرجِّحات للرأي الذي يراهُ العليمي كثيرة، كان أهمّها القرآن بالقرآن نفسه، ثُمَّ القراءات المتواترة، ثُمَّ السنَّة النبويَّة، ثُمَّ غيرها ممَّا نبشْنا أمثلتها في القرآن الكريم.
تعتبر جرائم تبييض الأموال وتمويل الإرهاب أخطر جرائم الفساد المالي التي أقر لها المشرع الجزائري العديد من الآليات لمكافحتها أهمها الهيئات المختصة، حيث أنشأ التشريع الجزائري خلية معالجة الإستعلام المالي بموجب المرسوم التنفيذي رقم 02/127 المؤرخ في 07/04/2002 المتضمن إنشاء خلية معالجة الإستعلام المالي وتنظيمها وعملها المعدل والمتمم، والتي تعتبر الهيئة الأهم لمكافحة جرائم تبييض الأموال وتمويل الإرهاب، ونظرا لمخاطر هذه الجريمة سعت خلية معالجة الإستعلام المالي لتجسيد التعاون الدولي للتصدي لهذه الجريمة باعتبارها من الجرائم المنظمة من خلال الإنظمام لخلايا معالجة الإستعلام المالي من خلال المنتدى العالمي للتبادل بين خلايا المعلومات المالية "ايغمونت"في 2013، التي تسعى من خلاله الجزائر اكتساب الخبرات وتبادل المعلومات في مجال مكافحة الجريمة المنظمة.
