تناولت الدراسة أسباب وآثار الهجرة الخارجية لأعضاء هيئة التدريس بالجامعات السودانية. هدفت الدراسة إلي التعرف على الأسباب الحقيقية لهجرة أعضاء هيئة التدريس بجامعة البطانة وآثارها، استخدمت الدراسة المنهج التاريخي والمنهج الوصفي والمنهج التحليلي. تم جمع البيانات  بواسطة استبيان وزع على المهاجرين عن طريق العينة العشوائية، بالإضافة إلى المقابلات الشخصية والملاحظة المباشرة. استخدمت الدراسة برنامج الحزمة الإحصائية للعلوم الاجتماعية (SPSS) لتحليل النتائج. توصلت الدراسة لنتائج من أهمها: زيادة أعداد المهاجرين ترجع إلى ضعف العائد المادي وقد أكد ذلك (97%)، والوضع الاقتصادي للدولة وقد أكد ذلك جميع المبحوثين بنسبة (100%)، سوء تقدير النظم السياسية الحاكمة للعقول المتميزة وقد أقر بذلك نسبة (86%)، لهجرة أعضاء هيئة التدريس العديد من الايجابيات منها زيادة مستوى الدخل وقد أكد هذا الرأي نسبة (97%)، اكتساب الخبرات ذلك ما أقر به (94%)، لهجرة أساتذة  الجامعات العديد من السلبيات منها:  فقدان العلماء والمخططين ذلك ما اكده (97%)، فقدان الأساتذة ذوي الخبرات وقد أكد ذلك جميع المبحوثين بنسبة (100%). خلصت الدراسة لتوصيات منها: زيادة أجور أعضاء هيئة التدريس ، الاهتمام بجودة التعليم العالي، تقدير العقول المتميزة وتحسين شروط خدمة أعضاء هيئة التدريس بالجامعات.
تعد التصاميم الشكلية للدوائر المتكاملة عنصرا من عناصر حقوق الملكية الصناعية المستحدثة والتي ظهرت نتيجة التطور الكبير في مجال تكنولوجيا المعلومات والاتصال، فكل تطور تكنولوجي أو تقني يكاد لا يخلو من تصميم شكلي.
وبما أن التصاميم الشكلية للدوائر المتكاملة تعد عناصر تقنية بالغة الدقة فإن تصنيعها يتطلب وقتا طويلا وجهدا كبيرا وتكاليف جد باهضة، وفي المقابل فإن عملية تقليدها أو استنساخها بسيطة جدا وغير مكلفة بتاتا ما سهل تعرضها للاعتداءات باستمرار ومن هنا ظهرت الحاجة إلى وضع نظام قانوني خاص يكفل حماية هذه التصاميم لاسيما من خلال تحديد الأفعال أو الممارسات التي تشكل انتهاكا للحقوق الاستئثارية لمالك التصميم الشكلي وتحديد الأركان المشكلة لجريمة تقليد تصميم شكلي لدائرة متكاملة من أجل تحديد المسؤولية الجزائية وبالتالي زيادة الضمانات لأصحاب التصاميم من أجل تشجيعهم على الاستثمار في المجال الاقتصادي.
The formal designs of integrated circuits are an element of the newly created property rights, which emerged as a result of the great development in the field of information and communication technology. In fact, every technological or technical advancecan hardly standwithout a formal design.Since the formal designs of integrated circuits are very technical elements, manufacturing them requires a long time and great effort; besides, it comes atvery high costs. On the other hand, the process of copying or replicating them is very simple and inexpensive, which had exposed them to constant attacks. Hence, the need to develop a specific legal system emerged.The latter aims to guarantee the protection of these designs; especially by identifying acts or practices that constitute a violation of the exclusive rights of the formal design’s owner, and identifying the elements that regard imitating a formal design of an integrated circuit as a crime. All for the sake of determining the penal liability; and thus, increasing the guarantees for the design owners to encourage them to invest in the economic field.
