هذه دراسةٌ جمعتْ آراءَ الفرَّاءِ (207هـ) اللُّغويةِ التي أَوردها تلميذُهُ أبو عُبَيْدٍ القاسم بن سلَّام (224هـ) في كتابه (غريب الحديث)، والذي يُعَدُّ مَرْجعًا وأساسًا استند عليه أصحابُ المعاجمِ اللغويةِ في تصنيف معاجمهم ومصنفاتهم، وقد اعتمد فيه صاحبُهُ على السَّماع من كبار أهل اللغة في القرن الثالث الهجري، فقامت هذه الدراسة على البحث في آراء الفراء في  تفسير الألفاظ اللغوية ودلالتها، بعد استقرائها وحَصْرِها، والموازنة بين رأيه والآراء التي قيلت في تأويل اللفظة؛ لتوضيحها من خلال سياقها وإزالة الإبهام والغموض عنها؛ رغبةً منا للوقوف على أقرب الآراء إلى مراد الرسول- صلى الله عليه وسلم- ومراد صحابته وتابعيهم من بعدهم.
كانت الشعوب القديمة التي بنت دول وحضارات تعتمد على معايير وأسس معينة من أجل اختيار أحسن الموظفين، وبالتالي فإن جوهر بناء أية حضارة يعتمد على موظفين ذوي مواهب وكفاءة وأخلاق.
إن الدولة الجزائرية تمارس سلطاتها عن طريق جانب بشري يطلق عليهم تسمية "الموظفين العموميين"، وبالتالي فهم وسيلة الدولة في منح الخدمات العمومية للمواطنين، ولهذا فالموظفين العموميين في جهاز الدولة كالعمود الفقري، فبدونهم لا تقوم الدولة ولا تستقيم.
إن الهدف من هذه الدراسة هو إبراز كيفية اختيار الموظفين في بعض الحضارات القديمة، وكذلك جمع كل النصوص القانونية المتعلقة بمحاور الدراسة في الجزائر، ومحاولة الإجابة عن أساس اختيار الموظفين العموميين في الحضارات القديمة وفي التشريع الجزائري؟، وقداعتمدت على المنهج الوصفي التحليلي، حيث قسمت موضوع الدراسة إلى محورين، تناولت فيهما تواليا: انتقاء الموظفين العموميين في الحضارات القديمة، وانتقاء الموظفين العموميين في التشريع الجزائري، وتوصلت من خلال ذلك إلى نتيجة أن الشعوب القديمة التي بنت دول وحضارات كانت تعتمد على معايير وأسس معينة من أجل اختيار أحسن الموظفين.
The ancient peoples that built countries and civilizations depended on certain criteria and foundations in order to choose the best employees, and therefore the essence of building any civilization depends on employees with talents, competence and morals.
The Algerian state exercises its powers through a human side called "public officials", and thus they are the state’s means in providing public services to citizens, and for this reason, public officials in the state apparatus are like the backbone, without them the state is not established or upright.
The aim of this study is to show how hoosing employees in some ancient civilization, as well as collecting all the legal texts related to the study axes in Algeria, and trying to answer the basis for selecting public officials in ancient civilizations and in Algerian legislation? It relied on the descriptive-analytical approach, as it divided the subject of the study into two axes, in which it dealt in succession: the selection of public officials in ancient civilizations, and the selection of public officials in Algerian legislation, and through this I came to the conclusion that the ancient peoples who built states and civilizations were dependent on certain criteria and foundations.
