هذا العنوان يتناول حياة وإسهامات عالم الرياضيات والفلك والفلسفة العربي المعروف بأبو الحسن ابن الهيثم. وُلد في عام 354 هـ في البصرة، وعاش في زمن الدولة الفاطمية (القرون الوسطى). ترك ابن الهيثم أثراً هائلاً في مجالات العلوم الرياضية والفلكية والبصرية، واشتهر بأعماله المهمة في هذه المجالات.
تناولت فترة حياته (354-411هـ / 965-1020م)، التي كانت فترة مزدهرة للعلم والثقافة في العالم الإسلامي. كان زمن الدولة الفاطمية، وهي إحدى الدول الإسلامية في تلك الفترة، محفزًا لتطور العلوم والثقافة.
 
 
يُسلط المقال الضوء على مسيرته العلمية الاستثنائية وإسهاماته المتعددة في الرياضيات والفلك والفيزياء والبصريات. يناقش العمل العلمي البارز لابن الهيثم وتأثيره الكبير على التطور العلمي لاحقًا.
كما يُسلط الضوء على حياته الشخصية وظروف نشأته وتعليمه، مما يُلقي الضوء على تجربته الشخصية والمآسي والنجاحات التي شكلت مسيرته العلمية.
باختصار، يقدم هذا الملخص نظرة عامة عن حياة ومآثر العالم العربي أبو الحسن ابن الهيثم، ودوره المؤثر في زمن الدولة الفاطمية وما أسهم به في تقدم العلوم والمعرفة في العصور الوسطى.

هذا البحث إسهام في دراسة مجلس الأمة، باعتباره مؤسسة مستحدثة في دستور 1996. وعرض النقاشات التي أثيرت حول مسببات وجوده. ثم تسليط الضوء على دوره الرقابي. باعتباره وظيفة مستحدثة بعدما كان دوره يقتصر على العمل التشريعي. ثم تقييم ذلك الدور بمدى خدمته للمبدأ الديمقراطي.
إنّ نظام المجلسين كان استجابة لمعطيات تاريخية في الديمقراطيات الغربية. إن تفعيل دور مجلس الأمّة في الحياة السياسية، وجعله دعامة من دعامات دولة القانون، يتركز على تنقيته من الآليات الكابحة للطبيعة التمثيلية- الثلث المعين- وجعل التصويت بالأغلبية البسيطة أو المطلقة، منعا لتغول الأغلبية. إنّ الدور الرقابي لمجلس الأمة يتسم بالضعف واللافعالية، وهو ما يضيف ضعفا آخر لرقابة الجهاز التشريعي ككل، حيث كان الأولى استغلال هيئة بمثل هذا الحجم، في تحقيق رشـادة الحكم وتحقيق نقلة نوعية في الممارسة البرلمانية في الجزائر.

In this pepper we study parliamentary oversight across the role of the Nation’s Council-Algerian senate, as it is a newly created institution in the constitution of 1996.
Saying that bicameralism was a response to historical data makes it one of the patterns of legislative inflation in the constitutional field. Activating the role of the Nation’s Council in political life and making it one of the pillars of the law rules, focuses on purifying it from the mechanisms that hinder the representative nature, and making voting by simple or absolute majority, in order to ward off the majority from trespassing.
The oversight role of the Nation’s Council is portrayed by powerlessness and ineffectiveness, which adds another weakness to the oversight of the legislative apparatus as a whole, where it would have been better to make use of such powerful body to fulfill good governance and a qualitative leap in parliamentary practice in Algeria.
