تهدف الدٍّراسة إلى إبراز الدَّور الفعَّال الّذي يلعبه الوقف في التَّنمية الاقتصادية وتنمية المجتمعات، من خلال التَّعريف به من النَّاحية الشرعيَّة أو القانونيَّة في التَّشريع الجزائريٍّ، وأدلة مشروعيته والتكيِّيف الفقهيِّ للوقف، وقد ركَّزت الدِّراسة على نظام وقف النُّقود الّذي لم يأخذ نصيبًا كافيًا من البحوث العلميَّة، وهذا نتيجة اختلاف الفقهاء في حكمه، فمنهم من رأى عدم جوازه، باعتبار أنَّ النُّقود  ممَّا تستهلك، والوقف يُقصد به الانتفاع بالعين الموقوفة مع بقائها، ومنهم من أجازه، وكل له أدلة استند إليها، خاصَّة وأنَّ الأحكام الشرعية للوقف اجتهاديَّة، حيث رجحت هذه الدِّراسة رأي الفقهاء الَّذين أجازوا الوقف النَّقدي، تماشيًا مع ما تقتضه المستجدات المعاصرة، والّتي فيها مصلحة عامَّة، فجاء هذا البحث ليكشف حقيقة وقف النَّقود وأهمّيّتُه في الوقت المعاصر ومميٍّزاتُه وقدرتُه على تطوير المجتمعات المسلمة وإنعاش اقتصادها، وفتح مجال التّطوع الخيْريٍّ لجميع فئات المجتمع، ممّا يُسهم في تطوُّر المسلمين وتقدُّمِهِم، كما أنَّه هدف رئيسيٌّ من أهداف هذه الدِّراسة، للتَّعريف بالثَّقافة الوقفيَّة لدي المسلمين، في ظلِّ غيابها أو اقتصارها على المساجد والمقابر والزوايا والمدارس القرآنية، وهذا من خلال العمليَّة التَّطبيقيَّة المعاصرة لوقف النَّقود ودوره في العمليَّة التَّمويليَّة للمؤسَّسات الصًّغيرة، الَّتي بيَّنت هذه الدِّراسة ماهيتها ومفهومها حسب الدَّراسات الدّولية الّتي أجراها الباحثون، ثمَّ ذكَرتْ، صور الوقف النَّقدي، والأساليب التَّمويليَّة لهذه المؤسَّسات الصَّغيرة بحيث تضمن لها الاستمرارية والمنافسة.
The aim of the study is to show the efficient role that WAKF (stay) plays in economical development and the development of societies though its identification from the relegious or legal point of view Algerian legislation also legitimacy proves and juristic adaptation of WAKF.
The study has focused on the monetary system of ‘WAKF’ that didn’t sufficient share of vennacular research and this because of the difference between exegetes in its judgment.
Some of them saw that it’s not allowed religiously because money is part of consomable things and that the goal of ‘WAKF’ is the profit from the suspended object while remaining. Others allowed it ‘WAKF’ and both of them have got their evidences. Especially because that the relegious judgments of ‘WAKF’ is diligence. So, the first point of view is likely to dominate and so it allowed monetary ‘WAKF’ (stay)according to contemporary novelties because of general profit .this study is to reveal the reality of money Wakf and its importance in modern time and its ability to develop moslim societies and revitalize its economy. Also open the field of charitable volunteering for all the categories of society ,that help developing moslims and their progress .Also it’s a main goal and others in this study ,to identify the WAKF culture  for moslims in its absence and its limit only on mosques, cimetries , Zaowias, and coranic schools.
And this through modern pratical application of monetary ‘WAKF’ and its role in financing process of small businesses and that shows what is it and its meaning according to the global studies that researchers did,then this study evoked images and sorts of monetary WAKF and its financing ways fir this small businesses in the way that it assues the continuity and competition of these businesses.
