إذا ألقینا نظرة عابرة علی تطورات اللغة منذ نشأتها وعلی مختلف وظائفها نری بأنَّ اللغة خضعت لتغیرات موسعة سواءً في نظرة الأخصائیين إلیها أو علماء التربیة والمثقفین أو في نظرة الناس العادیین، بحیث لم یعد هؤلاء یعتبرون اللغة مجرد آلية لإنشاء الاتصال وإقامة التواصل فیما بینهم، بل بخططون لتطبیق أجنداتهم السیاسیة والاقتصادية والتجاریة والسیاحیة تحت ذریعة تعلیم لغاتهم إلی غیر الناطقین بها. الدراسات والبحوث الحدیثة التي أجریت في نطاق علم الاجتماع تثبت وتشدد بأن قضیة اللغة تعتبر أحد أقسام الثقافة والهویة  غیر قابل للانفصال عنها، وهي لیست أداة لإنشاء الاتصال فقط بل تحتوی علی الرسائل الاجتماعیة والعرقیة والثقافیة. فإذن لابد للناشطین في مجال تعلیم اللغة من الدارسین، والباحثین والکُتاب والجامعیین أن یقیوا وزناً للمکونات الثقافیة في عملیة تعلیم اللغة. تأسیساً علی ما تقدم یحاول الباحث في هذه الدارسة العلمیة المتواضعة أن یثبت مدی اهتمام الکاتب العراقي الشهیر محمود یاسین الخالصي بالمكونات الثقافیة العراقیة والأمریکیة في تألیف کتابه المعنون: (العراقي مو عربي فصیح) عبر المنهج الإحصائي والتحلیلي. أثبتت الدراسة بأن المکونات الجغرافیة والثقافیة بکل مؤشراتها الفرعیة هي أول مکونة اهتم بها الکاتب في تألیف وطبع الکتاب في مستوی الثقافتین العراقیة والأمریکیة، والمؤشرات الثقافیة الدینیة هي من أقل المکونات انتباهاً من قبل المؤلف.
If we take a glance at the developments of language since its inception and at its various functions, we see that language has undergone extensive changes, whether in the view of specialists, educational scientists and intellectuals, or in the view of ordinary people, so that they no longer consider language as a mechanism for establishing communication between them. Rather, they plan to apply their political, economic, commercial and tourist agendas under the pretext of teaching their languages to non-native speakers. Recent studies and research conducted in the field of sociology prove and emphasize that the issue of language is considered one of the inseparable sections of culture and identity, which is not only a tool for establishing communication, but also contains social, ethnic and cultural messages.
Therefore, language education activists, researchers, writers and academics must keep a weight on cultural components in the language teaching process. Based on the above, the researcher in this modest scientific study tries to prove the extent of the interest of the famous Iraqi writer Mahmoud Yassin Al-Khalisi in the Iraqi and American cultural components in the authorship of his book entitled: (The Iraqi is not an Arab eloquent) through the statistical and analytical approach. The study proved that the geographical and cultural components of all its sub-indicators are the first component that the writer was interested in writing and printing the book at the level of Iraqi and American cultures, and religious cultural indicators are one of the least attentive components by the author.
