إن تكوين الإطارات في المنظمات الحديثة هو أساس التنمية، حيث لا تكمن أهميته في تحسين أداء الأفراد وإكسابهم المعارف الضرورية لإنجاز الأعمال فحسب، بل هو وسيلة لجعل الموارد البشرية أكثر قابلية للتغيير والتطور، إذ أنه لا يمكن للتغيرات الهيكلية والجذرية في المؤسسة أن تحدث آثارها الإيجابية إلا من خلال كفاءات بشرية تقتنع وتساهم في تفعيل التغيير بها لضمان بقائها واستمراريتها.
وفي ضوء تلك الأوضاع الجديدة أصبح لزامًا على المؤسسة الجزائرية أن تتكيف مع الظروف البيئية المحيطة بها، وذلك بتغيير آليات التسيير الحالية بآليات أكثر حداثة ، وبرؤية استراتيجية متكاملة ، ولتحقيق مسعى هذا التغيير جاءت هذه الدراسة لتكشف على أهمية توظيف المداخل الحديثة للتطوير التنظيمي في تكوين الإطارات المسيرة في المؤسسة الجزائرية والمتمثلة في مؤسسة سوناطراك وذلك من خلال إعادة النظر في سياستها التنموية لتحقيق مزايا أكثر تنافسية، انطلاقا من استحداث مناهج تسييريه حديثة و التي من شأنهما أن تساهم في رفع مستوى الأداء وتحقيق غاية المؤسسة المتمثلة أساسا في الاستثمار الجيد للموارد البشرية.
Training of the cadres in modern organizations is the basis for development. As its importance lies not only in improving the performance of individuals and in providing them with the knowledge necessary to perform their work, but it is a means of making human resources more changeable and developable. Because structural and radical changes in the organization can only have positive effects through human competencies that are convincing and contribute to the activation of change for its survival and continuity.
Furthermore, in the light of these new conditions, the Algerian economic establishment should adapt to the conditions of the environment, by changing the current management mechanisms by more modern mechanisms, and with an integrated strategic vision.  Hence, in order to achieve this change, this study seeks to reveal the importance of using modern approaches to organizational development in the training of senior managers of the Algerian economic establishment, represented by Sonatrach, through the revision of its development policy to obtain more competitive advantages. By developing modern management approaches such as (the process reengineering approach and the quality system).which would allow to raise the level of performance and to achieve the objective of the organization. The optimal investment of human resources mainly represented this, especially in terms of quality and cost.
