إن الحق في الهوية بالنسبة للأقليات يتساوى في الأهمية مع حقها في الوجود المادي، فكرامة الإنسان كأساس ومنطلق لكفاح البشرية هي فكرة معنوية ترتكز على احترام الآخرين وحقهم في العيش بكرامة وممارسة معتقداتهم علانية والتحدث بلغتهم والاحتفال بتراثهم العرقي أو الثقافي دون الخوف من التهكم أو العقاب، فوجود الأقليات ككيان مادي دون الحق في المشاركة في المجتمع مع الاضطرار إلى التخلي عن جذورهم وأفكارهم هو ما سعت الدول لحصول عليه من خلال سياسات التذويب والامتصاص والإدماج القسري التي تجد مبررها في الخوف من زعزعة استقرارها وأمنها، لأن فكرة الأقليات طالما شكلت بالنسبة للدول سببا للفوضى والتقسيم، ومن هنا فإن نظم حقوق الإنسان ومبادئ التنوع الثقافي والتعايش ومنع التمييز قد سعت لحماية حق الأقليات في الهوية من خلال تكريسه في مختلف النصوص القانونية التي تضمن حماية أهم الحقوق المكونة لهذا الحق المركب، وهي الحق في حرية الدين والمعتقد والحق في استخدام اللغة وتطويرها وأيضا الحق في الثقافة وحماية التنوع الثقافي، فهذه الحقوق الثلاث هي بالنسبة لأفراد الأقليات الضامن الوحيد للاحتفاظ بهويتها والاعتزاز بها.
The right of identity for minorities is equally important with their right to material existence. Human dignity as the basis and premise of human struggle is a moral idea based on respect for others and their right to live in dignity, to practice their beliefs openly, to speak their language and to celebrate their ethnic or cultural heritage without fear of mockery or punishment. Minorities as a material entity without the right to participate in society with the need to abandon their roots and ideas is what States sought to obtain through the policies of defamation, absorption and forced integration, which find its justification in fear of destabilization and security, For countries, minorities idea was a cause of chaos and division, Human rights systems, the principles of cultural diversity, coexistence and the prevention of discrimination have sought to protect the right of minorities to identity by enshrining it in various legal texts guaranteeing the protection of the most fundamental rights of this compound right: freedom of religion and belief, the right to use and development of language, Culture and protection of cultural diversity. These three rights are for the members of minorities the sole guarantor of their identity and pride of it.
The works realized in this article concern the simulation in Pspice and the experimentation operation of the photovoltaic (PV) panels and systems. We have analyzed the optimal operation of PV panels as a function of the weather conditions (solar irradiation, temperatures…), and design of a PV system provided with MPPT command ensuring instantaneously the optimal operation of photovoltaic panels. The various results obtained show that the optimal electrical properties (voltage, current and power) of photovoltaic panels depend on the solar irradiation and the panels association (parallels or series).
