يعتبر المنظور الفقهي في تنظيم علاقة الدولة الإسلامية بغيرها من الدول، منظورا قائما بذاته، واضح المعالم والبناء، ومن معالمه، أن أسس هذا المنظور لما يعرف ب"دار العهد"، وهي مجموعة الدول غير الإسلامية التي تدخل مع الدولة الإسلامية في عهود ومواثيق، ومن واجبات دار الإسلام تجاه دار العهد ـ في هذه الحالة ـ حماية دار العهد من العدوان الخارجي، والمحافظة على أمنها واستقرارها، ومن هذا المدخل، يكون الفساد تهديد لأمن واستقرار الأسرة الدولية، التي دخلت معها الدول الإسلامية (حاليا) في علاقات توثقها عدد من الاتفاقيات والمعاهدات الدولية، وهو ما يؤسس للدور المنوط بهذه الدول أن تؤديه في مكافحتها ومواجهتها لصور الفساد. المختلفة داخليا وخارجيا من خلال تعاونها الدولي في هذا المجال. تعتبر المعاهدات الأداة فضلى في مجال العلاقات وإنماء التعاون بين الدولة الإسلامية وغيرها من الدول. كذلك فإن وجود معاهدة بين الدولة الإسلامية ودولة أخرى؛ بشأن موضوع معين أو مسألة محددة، يمثل في حد ذاته ضمانة قانونية لاحترام وتنفيذ الالتزامات المتعلقة بهذا الموضوع، أو تلك المسألة، وعليه تحاول الورقة البحثية أن تتناول دور المعاهدات الدولية من منظور الفقه الإسلامي في مواجهة الفساد مقارنة بالدور الذي تؤديه المعاهدات الدولية في العالم المعاصر باعتبارها محور تكوين القانون الدولي العام. الكلمات المفتاحية: المنظور الفقهي للعلاقات الدولية، المعاهدات الدولية، الفساد، فقه العلاقات الدولية.

Treaties are considered the best tool in the field of relations and the development of cooperation between the Islamic state and other countries.
