تعد سلطنة هرمز واحدة من أقوى الامارات التي ظهرت في منطقة الخليج العربي خلال القرن العاشر الميلادي، والتي اشتهرت بالتجارة وبالثراء الكبير، ولما كانت المضائق البحرية تشكل نقاط تحكم في الملاحة البحرية فأنها احتلت مكانة وأهمية استراتيجية مرموقة مما جعلها نقاط صراع وتنافس سياسي بين القوى، ومضيق هرمز بلا شك من أبرز المضائق البحرية التي احتلت مكانة هامة منذ اقدم العصور ولايزال حتى وقتنا الحاضر، وسوف نتناول في هذا البحث  أهمية الموقع الاستراتيجي لسلطنة هرمز الواقعة على ذلك المضيق والاحتلال البرتغالي لها ودوافع ذلك الاحتلال، كا سوف نتناول الاوضاع السياسية والاجتماعية والاقتصادية في هرمز إبان فترة الاحتلال ودور الأهالي في مقاومة ذلك الاحتلال. وهذه صورة عامة أوجزتها في هذا الملخص والتي سوف أفصلها في البحث المعمق والمفصل كما هو آتي.

يعد عالـم القرن الحادي والعشرين عالماً الكترونياً متحركاً؛ فقد أظهرت السنوات الأخيرة من القرن الماضي بوضوح اتجاهاً نحو رقمنة المجتمع، لذلك ليس من المستغرب أن يؤثر هذا الحماس للرقمنة على العديد من جوانب الحياة الأخرى، وبالتالي فإن مفاهيم الحكومة الالكترونية والديمقراطية الالكترونية والمشاركة الالكترونية هي موضوع نقاشات مختلفة ويتم تنفيذها بطرق مختلفة، استجابة للطلب المتزايد على المشاركة في صنع القرار العام.
توفر تكنولوجيا المعلومات والاتصالات وسائل جديدة لتحسين أداء وصورة الديمقراطية والمؤسسات الديمقراطية، زيادة كفاءة وفعالية المؤسسات الديمقراطية كماً ونوعاً، ولاسيما في مجال العمل السياسي، والاتصالات، والمشاركة السياسية والاستشارة السياسية، كما تساعد على إنشاء الأشكال جديدة للوصول إلى المعلومات والمشاركة في اتخاذ القرار السياسي والخدمات والـتأثير بشكل مباشر على العمل داخل المؤسسات السياسية وخارجها.

The world of the twenty-first century is a dynamic electronic world, as the last years of the last century clearly showed a trend towards digitizing society, so it is not surpris that this enthusiasm for digitization affects many otheraspects of life, and therefore the concepts of e-government, e-democracy and electronic participation are the subject of differentwich are implemented in different ways, in response to the increasing demand for participationin public decision-making.
Information and communication technology provide new means to improve the performance and image of democracy and democratic institutions, which make it possible to increase the efficiency and effectiveness of democratic institutions in terms of quantity and quality, especially in the fields of political work, communication, political participation and political advice. It also helps to create new forms of access to information and participation in Taking political decisions and services and directly influencing work inside and outside political institutions.
