إنّ رسم سياسة إسكانيّة في مجتمع ما، هو في اِعتقادنا في جوهر السّياسة الاِجتماعيّة الّتي يتبنّاها المجتمع، وأنّ المسألة تتعدّى حدود كمّيّة الوحدات السّكنيّة المُتاحة، أو عدد الغرف، أو معدّلات الكثافة والتّزاحم، أو حتّى توازن العرض والطلب، ليصبح الهدف الأساسيّ لبرامج الإسكان وسياساته هو توفير المسكن الملائم لكلّ شخص، مع ما يتناسب والاِحتياجات الفرديّة، بالإضافة إلى اِرتباط هذه البرامج في الوقت نفسه بفرص العمل والتّسهيلات التّعليميّة والاِجتماعيّة والتّرويحيّة في آن واحد. وبما أنّ المتطلّبات الاِجتماعيّة لتوفير سكن ملائم تكون أكثر قابليّة للتّحقّق في المدن الجديدة - بعيدا عن المعوّقات الّتي تضعها الأحياء المتخلّفة أو البيئات الطّبيعيّة المهترئة في طريق السّياسات الإسكانيّة، وزيادة على القيمة المنخفضة للأرض مقارنة بأسعارها في المدن القائمة - سنتناول المدن الجديدة كآليّة للسّياسات المُنتهَجة في حلّ أزمة السّكن، محاولين الإجابة عن السّؤال الآتي: إلى أيّ مدى ترتبط سياسة المدن الجديدة بالسّياسة الاِجتماعيّة للإسكان؟
 Drawing up a housing policy is at the core of any social policy. This issue goes beyond the limits of the number of housing units, rooms, the rates of density and crowding, or the balance of supply and demand. The primary objective of housing programs and policies is providing an adequate housing for each person, commensurate with individual needs, and linking these programs simultaneously with job opportunities, educational, social and recreational facilities. Since the social requirements for adequate housing are more achievable in new cities, away from the obstacles of backward neighborhoods or worn-out natural environments, in addition to the low value of land compared to its prices in the existing cities, we will discuss these cities as a mechanism for the policies adopted to solve the housing crisis, by answering the following question: to what extent is the policy of new cities related to the social policy of housing?
