تدور المسألة المركزية التي نطرحها في إطار دراستنا حول دور كفاءة إدارة الجماعات المحلية في ترقية المواطنة، فعاليتها محليا وتجسيدها ميدانيا عبر سلوكيات مختلفة لأفراد المجتمع المحلي لولاية وهران كمواطنين مطالبين بتفعيل مختلف سلوكيات المواطنة وتجسيدها على ارض الواقع تعبيرا ومشاركة، وتهدف دراستنا بالأساس إلى الإشارة إلى الدور المحوري لعوامل الديمقراطية، التنمية المحلية، وعامل الاتصال بكل فروعه بالخصوص في تنشيط المواطنة وتفعيلها بإدارة ولاية وهران، ويكتسي هذا البحث أهمية بالغة في نظرنا لأنه على الرغم من التحول السياسي إلى نظام ديمقراطي بتعددية حزبية تشارك في العملية السياسية والاقتصادية، إلا أن الوضعية السياسية، الاقتصادية، والاجتماعية لم ترق إلى المستوى الذي يطمح إليه المواطن فيعبر عنه بأشكال مختلفة من عدم الرضا رغم الأغلفة المالية الكبيرة المسخرة لإحداث التنمية واستحداث مشاريع اقتصادية هامة في كل مرة في داخل المجتمع المحلي كجزء من ذلك المجتمع الكلي بما يميزه من الخصوصية والتنوع كأهم الصفات التي يتمتع بها المحلي.
The central issue that we raise in the framework of our study revolves around the role of the efficiency of community management in promoting citizenship, its effectiveness locally and its embodiment on the ground through different behaviors of the community members of the state of Oran as citizens demanding the activation of various citizenship behaviors and their embodiment on the ground as expression and participation, and our study aims mainly to refer to the central role of the factors of democracy, local development, and the factor of communication of all its branches in particular in activating citizenship and activating it in the Oran state administration, and this research is very important in our view , although this research is very important in our view.
