The territorial diagnosis and its particularities in the process of spatial planning in Lebanon

Abstract
This article attempts to understand why territorial diagnoses in Lebanon are not usually developed according to the standards assumed to govern them, and when they are properly established, why they do not lead to relevant planning projects. To do so, it is intended to delve into several issues related to the development of diagnoses, such as data collection and analysis, the project framework and evaluation indicators. It is also a question of understanding the specificities of the Lebanese territory, which complicate the elaboration of territorial diagnoses. The analysis of territorial data in Lebanon takes place in a very particular context at political, social and geographical levels. The country’s still centralized political system does not allow municipalities to manage the process of spatial planning. The development projects are managed by the Directorate-General for Planning and entrusted to design offices. The latter carry out territorial diagnoses without any participation from citizens, since this concept is not yet included in the process of territorial planning in Lebanon. Non-governmental organizations try to make adequate diagnoses, but these remain without effect since the public authorities do not take them into account. In this context, it is interesting to address the problem of several facets, trying to deepen some questions such as those of indicators for assessment of territorial issues, the implementation of new mechanisms for citizen participation, and the morphological and social characteristics of Lebanese territory.
